Solicitation: FA252122B0012 Project Number: DBEH 22-1582

Project Description: Replace HVAC Controls Facilities 1068 & 60680, Cape Canaveral Space Force Station, FL 32925

1. You are requesting a bid guarantee in the amount of 100% of the bid price. Normally, Bid

Bonds are for 20% of the bid amount not to exceed $3,000,000.00. Performance and Payment bonds are for 100% of the contract price. Will you clarify how much the bid guarantee is supposed to be?

Answer: Solicitation Amendment 0003 corrected the bid guarantee to 20% of the bid price or $500,000, whichever is less.

2. The current lead time for DDC Controllers is 26-30 weeks or more. Can the performance period be extended to at least 52 weeks?

Answer: Solicitation Amendment 0004 included an updated Statement of Work with a period of performance of 364 days.

3. Please confirm that no new DDC control points are required. The upgrade scope is like-for-like with no new control points.

Answer: No new DDC control points are required, except for hangar AE. The government requests the chiller plant controller to have additional spare points for future automatic valves on the cooling towers.

4. Please confirm that existing control relays and status switches can be reused.

Answer: All existing relays and status switches can be reused if functional.

5. Please confirm that duct and space temperature and humidity sensors shall be provided new.

Answer: All sensors will be new.

6. Please confirm that duct and space pressure sensors shall be provided new.

Answer: All sensors will be new

7. Please confirm that existing dampers can be reused.

Answer: Existing dampers can be reused. However, if any non-functional dampers are to be found, the government requests notification in order to have repaired in house.

8. Please confirm that existing electric actuators for dampers and valves can be reused.

Answer: Existing actuators for dampers can be used as long as functional. Replace any defective actuator.

9. Building 60680 has pneumatic actuators for dampers and control valves. Shall the pneumatic actuators be upgraded to electric actuators?

Answer: Yes, convert to electric actuators.

10. Can the existing BAS enclosures and transformers be reused if found to be in good condition?

Answer: BAS enclosures and transformers can be reused.

11. Building 60680 has a DCX-250 Display that is no longer supported and has no replacement part. Confirm that access to the facility will be from the new BAS workstation only.

Answer: The DCX-250 will not be used. There is a LAN drop that was installed for connection to the EMCS server.

12. Several buildings require the removal and replacement of the VAV Terminal Box DDC controllers. The calibration of the VAV air flow sensor resides within the existing DDC controller and will be lost when the controller is replaced. Please verify if the new VAV Controller should be calibrated by a Test & Balance contractor or if the initial default parameters of the new VAV controller will suffice.

Answer: The government’s preference is to have a T&B contractor provide the air flow settings. However, if no T&B contractor is used, then the default parameters will suffice.

13. Please verify that local override should be provided for all Plant Level DDC Controllers for AHU’s, Chillers, and Boilers.

Answer: All outputs on the DDC controllers will have manual override switches.

14. Please confirm that existing power meters are not to be integrated into the BAS System.

Answer: The existing power meters are not part of this project and will not be integrated into the BAS system
