About this file

This document contains answers to questions from a site visit pertaining to solicitation FA2521-22-B-0003 from the Department of the Air Force Space Command. The solicitation is for a firm-fixed-price construction contract to replace approximately 20,000 linear feet of 15kV feeder cable from the North Substation to Switch Station 37 at Cape Canaveral Space Force Station, including installation of ten new sectionalizing terminal cabinets. The period of performance is extended from 315 to 570 calendar days to account for long material lead times of 40 weeks for the cable and 45 weeks for the cabinets. Ninety days are allotted for non-access periods around launches or other critical activities.

Solicitation: FA2521-22-B-0003 Project Number: DBEH 19-1517

Project Description: Repair Cable and Splices in Feeder 7N from North Substation, Cape Canaveral Space Force Station

1. SOW/Technical Specification/Drawings paragraph/page: Drawing E-001

Electrical General Note states the following. New Conductors are to take a “Looped” path around the manhole from the entry duct to the exit duct to provide maximum length within the manhole. Notify the Government where existing conditions prohibit this and include manhole interior pictures and sketches detailing the existing conditions.

What is meant by the word “Looped”? Along the longest path from entry the exit duct, or an actual 360-degree service loop of the cable in the manhole?

Answer: Looped = 360-degree service loop; this is the longest path from entry to exit. Please see page 2 of this answer form for additional information.

2. SOW/Technical Specification/Drawings paragraph/page: Drawing E-003

This request for information pertains to the Cable Schedule on drawing E-003.

Are the footages shown in the table on E-003 the total cable lengths, or are they only the center-to-center measurements for the manholes and switches not including manhole service loops and stub-ups at equipment?

Answer: The drawing shows from manhole center to next manhole center/equipment center; it does NOT include manhole service loops or stub-ups. These are estimated lengths. It’s up to the Contractor for final verification (see note 8 on contract drawing E-003).

3. Per our suppliers the current lead time on the 15kv cable is 40 weeks and the sectionalizing cabinets are 45 weeks. 315 calendar days is not sufficient to complete the project. We request the period of performance be changed to 570 calendar days.

Answer: Agreed. Based on the current, long material lead time for both the 15kV cable (40 weeks) and the sectionalizing cabinets (45 weeks), the Government concurs with extending the period of performance from 315 calendar days to 570 calendar days. The Government deems this new period of performance as adequate and sufficient and technically acceptable. The Government takes no exception.

4. We have been unable to locate any non-access, no dig days, etc. in the RFP. Please provide.

Answer: Based on extending the period of performance from 315 calendar days to 570 calendar days (reference question 3 above) the Government deems that 90 calendar days is adequate and sufficient and technically acceptable. The period of performance must read the following: 570 calendar days to include 90 calendar days for non-accessibility/no dig days occurring for launches or other critical periods. The period of performance will commence upon issuance of the Notice to Proceed (NTP).
