About this file

This document contains answers to questions from a site visit for a federal solicitation seeking cable repair and replacement services. The solicitation involves replacing approximately 20,000 linear feet of 15kV cable in 44 manholes from the North Substation to Switch Station 37 at Cape Canaveral Space Force Station. It will also require installing ten new sectionalizing terminal cabinets along the feeder route. The funding status is listed as currently unfunded and the bid acceptance period extends to December 31, 2021. Survey requirements and grounding questions are addressed. This opportunity is set aside for women-owned small businesses.

Solicitation: FA2521-21-B-0002

Project Number: DBEH 19-1517

Project Description: Repair Cable and Splices in Feeder 7N from North Substation, Cape

Canaveral Space Force Station

1. Solicitation section 10 references the following “This will involve approximately 40 manholes with 3 splices per manhole for total of 120 splices at approximately 30,000 linear feet (LF).” This work does not appear to be shown in the contract drawings and drawing E-003 note 8 specifically states that there shall be no splices unless otherwise indicated. Section 10 continues with the following “Repair cables to include 20,000 LF three phase, 350kcmil, single conductor, 15 KV concentric neutral Ethylene Propylene Rubber.” which appears to be in line with the contract drawings. This conflict also shows up in Section C - Description/Specifications/Statement of Work. Section B Supplies or Services and Prices/Cost description appears to be correct with the contract drawings. Please advise on where the 120 splices and 30,000’ linear feet (LF) of cable are located.

Answer: The correct verbiage should read. The work to be performed under this project consists of providing the labor, equipment and materials to replace 15kV

Feeder 7N from CCAFS North Substation to Switch Station 37 (SS-37). Install ten

(10) new Sectionalizing Terminal Cabinets along the feeder route to allow for troubleshooting. This will involve approximately 44 manholes and approximately

20,000 linear feet.

2. With the current volatile copper market and uncertain future, will the Government consider lowering the 180 calendar days for acceptance? Assuming this project needs to be awarded this fiscal year, would you consider a 60-calendar day acceptance?

Answer: As noted in the solicitation this is currently an unfunded requirement and may not be awarded this fiscal year. Therefore bid acceptance should be until 31

DEC 21 (162). It is encouraged that each contractor must bid in a manner that is economically efficient yet still competitive for a sealed bid.

3. Paragraph 3.6.1.1 states "All surveys must be referenced to WGS1984 17 North UTM

(Gl 674) — 2012 aligled to with ITRF08 (epoch date 2005.0) unless specified otherwise by the GIS/GeoBase Development Manager" and paragraph 3.6.1.2 states "All surveys must be referenced to EGM96, unless specified otherwise by the GIS/GeoBase Development Manager." It has been our experience working at CCSFS that we have always used the North American Daturn of 1983 (NAI)83) for the horizontal and the North American Vertical Datum of 1988 (NAVD88) for the vertical. Please confirm ifNAI)83 and NAVD88 will be acceptable.

Answer: Contractor must comply with the contract specifications.

4. A Sectionalizing Terminal Cabinet detail on drawing E-501 call for Load break inserts & load break connection system. Specification Section 26 13 00 paragraph 2.2 call out for deadbreak apparatus bushings? Please confirm design intent for load break or deadbreak?

Answer: Sectionalizing Terminal Cabinets to use Deadbreak connectors.

5. Can a sign in sheet of the prospective offerors who attended the site visit be provided for this project

Answer: The sign in sheet will not be made available.

6. Drawing E-003 note 6 calls for installation of 3-1C 350 Kcmil 15Kv Cables in duct bank. There is no ground wire conductor is required in the conduits and if required is the ground conductor to be bare or insulated copper and what size is being installed

Answer: Concentric neutral shield conductors serve as an equipment grounding conductor back to the supplying substation, reference contract drawings Sheet E-

001, Electrical General Note 8.
