Question 1.
SOW/Technical Specification/Drawings paragraph/page E-001 SOW ITEM 3 Question: SOW Item 3 states to design new all-weather rated sound/stereo system for 360 degree coverage. Please provide detailed information on exactly what type of system is required and what the purpose of the system being requested is.
Government Response: The SOW Item 3 has been deleted from the drawing page. Note E-102, flag-note 9 has been added requiring grounding for the installed aural warning system.
Question 2.
SOW/Technical Specification/Drawings paragraph/page E-001 SOW ITEM 4 Question: SOW Item 4 states to design support necessary to repair existing aural warning system. Please provide detailed information on what will be required to satisfy this item.
Government Response: The SOW Item 4 has been deleted from the drawing page. Note E-102, flag-note 9 has been added requiring grounding for the installed aural warning system.
Question 3.
SOW/Technical Specification/Drawings paragraph/page Section 05-12-00 1.1 in Specs Question: AISC Certification for Fabrication is stated as being required under structural steel. Will AISC Certification for Erection satisfy this requirement?
Government Response: The fabrication certification is required.
Question 4.
IFB Section __________ Paragraph Drawing: A-203 Detail B5 SOW/Technical Specification/Drawings paragraph/page Section 13-34-19 Page 11 1.4.6 Question: In specifications it calls out for standard verticle rib standing seam roof panels with insulation.
On drawing A-203 detail B5 that is a 7.2 panel with exposed fasteners not a standing seam roof panel.
Which would you prefer?
Government Response: It should be Standing Seam Roof. The BOD is a MBCI BattenLok® HS Metal Roof Panels 2" vertical seam, 12" wide panel.
Question 5.
IFB Section SF1442 Paragraph __NA_______ Question: The SF1442 specifies a performance period of 120 days with a bid price guarantee for 158 days. However, current market sectors across much of construction are experiencing extremely long lead times and high pricing volatility.
• Steel, for instance, is experiencing weekly to daily increases such that subcontractors will only hold pricing for 7-10 days, and we are being told that joists and decking are experiencing lead times into 2022 if ordered now. Some projects are redesigning from joists to small w-shapes, but even those lead times are more ‘early 2022’ than ‘mid 2022’.
• Roofing is experiencing long lead times as well, with metal clips and insulation out 3 months in many cases and 30-45 day at most price stability.
• Electrical material prices are escalating daily, with suppliers invoking force majeure clauses in established purchase orders to cover rising costs.
Would the Government be amenable to splitting the NTP for this project, as 120 days does not appear to be feasible for the overall project timeline to include material procurement. Also, is there any possibility for a change to material costs after award given sufficient substantiation, as current market conditions are unprecedented and unpredictable?
Government Response:
a. NTP: There will be one NTP, issues with delivery/lead time will be handled individual for that item as they occur.
b. Material costs: No change in cost after award will occur on this projected fixed price contract.
Contractors are required to supply firm-fixed prices for all work and materials.
Question 6. DUPLICATE QUESTION Same as 20 SOW/Technical Specification/Drawings paragraph/page CD-101 Key Note 2 Question: Please provide extent of demolition for the 1.5” underground water line. No depth, pipe type, or lengths are provided.
Government Response: Approximately 200 LF of 1-½ inch piping to be demolished. Field verify unknown pipe material per Drawing Sheet C-001, General Note 4. Believe it is PVC but not positive.
Question 7.
SOW/Technical Specification/Drawings paragraph/page: C-102/FP-101 Question: C-102 shows the point of connection for sprinkler work to be at the BFP, providing a 4” underground line. FP-101 shows the POC to be at the riser. Please clarify.
Government Response: The fire suppression scope of work is included in both the civil and fire protection drawings. Refer to C-102 keynote 1 for point of connection for underground piping, and refer to Fire Protection drawings for continuation.
Question 8.
SOW/Technical Specification/Drawings paragraph/page: C-102 Question: C-102 calls out all underground piping with the exception of the 2” water line and 4” fire line from the BFP as “By others” please confirm this is correct, the underground piping is not part of this project.
Government Response: If noted “By Others” the utilities fall under a separate project. Space Launch Delta (SLD) 45 to provide timeline on other project completion once performance is schedule to begin for this area.
Question 9.
SOW/Technical Specification/Drawings paragraph/page: C-103/C-502 Question: It is unclear whether the swale on C-103 is existing or proposed new. On C-103 it uses a lighter lineweight that would indicate existing; the swale detail on 502 calls it a ‘restoration’ detail, presumably for the places we cross the swale. However, the existing grade during the pre-bid walkdown did not appear to have this swale already existing. Please clarify.
Government Response: The existing swale was permitted and constructed under the original St Johns River Water Management District, Environmental Resource Permit (ERP), but the swale has degraded over time. The 10-foot wide swale around B35420 is to be restored to current permitted contours per Drawing Sheet C-502, Detail A5.
Question 10.
SOW/Technical Specification/Drawings paragraph/page: C1/AD-101 Question: It appears that there is a slab cut area missing at column line 6/A.3 for a mezzanine column.

IFB Section 13 34 19 Paragraph 1.10.2/2.5.2 SOW/Technical Specification/Drawings paragraph/page: A-203 Question: If an exposed fastener metal roof is used (see plan details), it cannot receive a weather tightness warranty as required in the specifications. Please clarify whether exposed fastener is desired.
Government Response: Exposed fasteners are not desired. The BOD is a MBCI BattenLok® HS Metal Roof Panels 2" vertical seam, 12" wide panel.
Question 12.
SOW/Technical Specification/Drawings paragraph/page: S001 – Wind Loads Question: Our roofing suppliers are indicating that the existing purlins may not be spaced sufficiently close together to meet wind loading with the panels specified. Please verify that existing purlin layout / roof panel gauge specified is adequate for required wind loading.
Government Response: Components and Cladding are specified to be designed by others during construction (S-001, General Note 5E). Contractor shall design and install new purlins as required to meet the specified wind loading with the final selected roof panels or select a roof panel that can span between the existing purlins when subjected to specified wind loads.
Question 13.
SOW/Technical Specification/Drawings paragraph/page Drawing G-001 Question: Drawing G-001 notes that hazardous materials have not been verified. Is the intent to provide a pre-renovation assessment of hazardous materials only? Will any abatement be required in the base bid, and if any hazardous materials are found during the survey will that be handled as a change order?

Question 15.
SOW/Technical Specification/Drawings paragraph/page Spec. Section 055100 Question: The specification section for the metal stairs states that the stairs shall be galvanized; is this correct? If the stairs are to be galvanized, the referenced basis-of-design manufacturer no longer has that capability, and a new basis-of-design manufacturer is requested.
Government Response: BOD was supplied as a reference but not required, contractor is free to choose a manufacturer. This kind of fabricated stair assembly is typically bought based on dimensions and capacity rather than being designed by a structural engineer. There are numerous companies that provide these. All stairs must meet the building code, including the maximum height of each riser. The exact number of risers and height of each one varies slightly depending on the anchoring system the specific manufacturer uses.
