PERFORMANCE WORK STATEMENT (PWS)

FOR

45th Security Forces Squadron’s Weapons Firing Range

AT

Building #9693, Patrick AFB

PERFORMANCE-BASED WORK STATEMENT

DESCRIPTION OF SERVICES: (CLIN 001) The contractor shall provide all management, tools, supplies, equipment, and labor necessary to conduct maintenance and cleaning of the 45 Security Force Squadrons (SFS) Weapons Firing Range located at Building #9693, Patrick AFB. This DOES NOT include the maintenance of the Meggitt Training System.

PERIOD OF PERFORMANCE: Performance period for this contract will be a base year and four (4) option years from the date of award.

SPECIFIC REQUIREMENTS:

1.2.1.1 Maintenance of Compressor and Air Lines

1.2.1.2 Check oil level and air filter. Replace as needed.

1.2.1.3 Drain water condensation buildup.

1.2.1.4 Check air dryer system functionality (if applicable).

1.2.1.5 Test entire system for leaks. Repair as needed.

1.2.1.6 Verify correct pressure settings and adjust as necessary.

1.2.2 Maintenance of Electrical Systems

1.2.2.1 Test voltage levels at the power supply and target locations.

1.2.2.2 Test functionality of each interface component.

1.2.2.3 Clean and secure all enclosures.

1.2.3.1 Maintenance of Bullet Trap

1.2.3.2 Empty all lead collection canisters into a container provided by and disposed of by the customer.

1.2.3.3 Inspect all plates, joint strips, deflectors and deceleration chambers (inside as well).

1.2.3.4 Tighten or replace all loose joints and unions.

NOTE: Replacement of bullet trap components may require additional work days above and beyond the pre-scheduled maintenance plan labor. (This would be covered under CLIN 002.) See section 1.2.6.1.

1.2.4.1 Maintenance of Dust Collection Unit

1.2.4.2 Check general functionality of the Dust Collection Unit (DCU).

1.2.4.3 Check and service DCU air compressor.

1.2.4.4 Check Photohelic set points and adjust static pressure controls as necessary.

1.2.4.5 Verify and test purge cycle functionality.

1.2.4.6 Check DCU filters. Replace as needed.

1.2.5.1 Maintenance of Screw Conveyor System

1.2.5.2 Check general functionality of the Screw Conveyor System.

1.2.5.3 Check hangar bearings for wear and damage. Replace as needed.

1.2.5.4 Check discharge system and collection barrel.

1.2.5.5 Check circuit breakers, thermal overloads, and verify start up procedures.

1.2.5.6 Check gear box for lubrication.

1.2.6.1 Additional cost for Replacement Parts, Filters and Maintenance Days (CLIN 002)

1.2.7.1 Cleaning In-Door Firing Range (Estimated Two-Three Days on-site)

1.2.7.2 Quarterly changing of pre-filters (estimated minimum 40 filters each quarter 24” x 24” x 2”)

1.2.7.3 Annual changing of HEPA filters (estimate minimum 40 metal filters annually 24” x 24” x 12”)

1.2.7.4 Will provide all supplies (to include approved hazardous waste storage containers for range debris, filters and solution mop water), material, parts, tools, equipment sufficient to perform the gun range environmental services as required by the base and said contractor. The contractor will follow proper safety procedures and all OSHA and EPA guidelines and regulations concerning its employees during the cleaning and handling of the hazardous materials from the range to include training, certification and licensure, as applicable.

1.2.7.5 The contractor will wear adequate protective clothing and equipment in order to complete the work.

1.2.7.6 Will clean the gun range with HEPA vacuum, mops and cleaning solution, from the range back wall (range control tower) to the furthest wall behind the bullet catch (approximately 110 meters) and all surfaces at the (10) MEGGITT firing positions. A general clean-up of debris behind the bullet catch is required. Lead dust/contaminated debris, filters and cleaning solution will be collected in DOT-approved containers for proper hazardous waste disposal. Properly packaged/labeled hazardous waste by said contractor will be staged in the firing range no-longer-than 72 hours from being generated (Patrick AFB Civil Engineering Environmental has a separate contractor for hazardous waste pick up/disposal).

1.3.1 Items Contractor required to furnish

1.3.2 Contractor to provide all tools, materials and personnel needed to complete all work.

1.4.1 Schedule:

1.4.2 Regular maintenance and cleaning work is to be completed during normal duty hours Monday through Friday (7:00 AM – 4:30 PM). We are a satellite site and only have limited time for the base HAZMAT Waste contractor to pick up the generated waste. See section 2.1 for additional details.

GENERAL INFORMATION:

HOURS OF OPERATION: When scheduling repair and longer maintenance service(s); the contractor can work 7 days a week, 7:00 AM - 7:00 PM with prior coordination and approval, however, the last scheduled day must be on a week day prior to 4:30 PM). Concessions are made for federal/religious holidays, at the discretion of the US Government, when it does not interfere with operations.

Emergency Services: On occasion, emergency repair or maintenance repair services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above. This work would be coverable under CLIN 002 on an as needed basis. See section 1.2.6.1.

0. Government Remedies. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (May 1997), for contractor’s failure to correct nonconforming services.

0. Quality Control. Contractor shall develop and maintain a work plan to ensure services are performed in accordance with commonly accepted commercial practices for removal of lead. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring.

1. Removing objects from refuse for personal use is unauthorized. Contractor Personnel may request items through unit designee. Violations are grounds for termination.

1. At no time, without authorization, will a Contractor Personnel purchase any items from the local economy for any US Government Personnel.

Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander.

Security Requirements: Must have security clearance badges to enter onto Patrick Air Force Base. Contractor shall adhere to current installation security policies.

The contractor shall provide an interpreter if English is not the primary language of the workers. The interpreter shall be on site at all times.

The range will be inspected by the 45 SFS Combat Arms Training and Maintenance personnel (CATM) before quarterly payments are made through WAWF.

GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. The US Government will provide the transportation of all properly packaged/labeled hazardous waste by said contractor as outlined in paragraph 1.2.7.5. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided.

5 Only the contracting officer can change the scope of this task assignment. Any work performed by the contractor outside of this scope of work, without written authorization from the contracting officer shall be at the contractor’s expense with no recourse against the government or its agents. Requests for changes to this scope of work must be submitted in writing to the contracting officer. No work on the requested change will be allowed until the contractor receives a signed modification to the task assignment.
