CONSOLIDATED QUESTIONS AND ANSWERS
Contractor Name: Hi-Lite Airfield Services, LLC
POC: Dennis Haefner
Question #1:
Would the use of GSB-78 be accepted as an alternate to GSB-88 after paint removal? GSB-78 would cure quicker usually within two to three hours after application.
PWS/Technical Specification/Drawings paragraph/page 32 01 11.51 para. 3.4. d, page 7
Answer #1:
The seal coat material must comply with the project specifications
Question #2:
Since rubber removal by waterblast is performed at low pressure, would there really be a need to apply GSB-88?
Answer #2:
Yes, all work shall comply with the project drawings and specifications
Question #3:
What are the hours and days of week allowed for this work?
Answer #3
Typical work hours are 7:30-16:30. Adjustments to hours can be made based on airfield schedule.

Answer #4:
The schedule for this project will be based on availability of funding.
Contractor Name: Martinez Construction
POC: Matthew Handwork
Question #5:
Will joint protection be required for the marking/rubber removal?
Answer #5:
The contractor will be required to repair joint seals damaged during the work performed.
Question #6:
Will a dump site be provided for marking/rubber removal activities be provided? If so, where?
Answer #6:
A dump site will not be provided by the government, it is the contractor’s responsibility to properly dispose of all waste materials.
Question #7
Where is the water source location for marking/rubber removal activities?
Answer #7:
Water can be accessed from a fire hydrant on base. The exact location will be determined after award but several hydrants are within the general area of the airfield.
Question #8:
The project specifies P-608 sealer be applied to asphalt areas where marking removal is taking place. This product is a rejuvenator rather than a surface seal. It will not make the surface black but will rather penetrate to the aggregate to rejuvenate the asphalt. We believe a different product (p-631 surface seal) would be more appropriate given the desired outcome. Is the owner open to a change of specification to more properly seal these removal areas?
Answer #8:
All products used shall comply with the projects specifications and drawings.
Question #9:
What time of year will this project take place?
Answer #9:
The start date will depend on when the project is awarded upon availability of funds.
Contractor Name: TyBe Company
POC: N/A
Question #10:
Is it permissible for the Contractor to perform all work at night?

Answer #11:
See Question #1

Answer #12:
The current airfield hours are 0800-2400 Mon-Fri, 0900-1700 Sat-Sun, and closed the 3rd Friday of every month. The hours are subject to change depending on operational requirements.
Question #13:
Is micro-milling required?
Answer #13:
It is preferred. Other methods are also acceptable, see Plans, G-002, Construction Note 1 and 4, and Specifications.
Question #14:
If not, what other options will the government consider for paint removal from ACC?
Answer #14:
See answer to question 13 above.
Question #15:
Will the Government provide a linear foot estimate of the joint seal to be replaced?
Answer #15:
The contractor will be required to replace any joint seal damaged by the removal of paint/rubber from the airfield. The quantity will depend on the contractor’s process.
Question #16:
Will the Government consider adding a separate line item for joint sealing?
Answer #16:
NO
Question #17:
Other than providing the “Construction Staging Plan” outlined in Note 1 under Operation and Staging Notes on plan sheet G-005, is the 72 hour notice all we will need to close any runway, taxiway, apron, or airfield roadway?
Answer #17:
All closures/activities will be coordinated with Airfield Management. The notice is required for Airfield Management to issue the required notice for aircrews

Answer #20:
It depends on operational requirements.
Question #21:
What area can the Contractor use for laydown? The plans do not identify an area that the Contractor can utilize for storage.
Answer #21:
Typically the 800 Apron is used as a laydown area for airfield projects. If it is unavailable another area on or near the airfield will be provided.

Contractor Name: CYE Enterprises, Inc.
Question #27: The drawings list three Bid Alternates, however, the solicitation only has a place for a single, firm-fixed price (CLIN 0001). There are no instructions or bid schedule referencing bid options.
Answer #27: The solicitation will not have Bid Alternates for Option 1,2 and 3. Drawing Sheet G-0002 will be revised to remove the bid alternates. A single- firm-fixed price (CLIN 0001) will be the base bid price for all work specified in the PWS.
Question #28: The Project description has the statement “Add a biocide and rust inhibitor to all white and yellow paint.” The plan sheet G-002 calls for these two options as bid alternates.
Please clarify if the cost should be in the base bid or as bid alternates.
Answer #28: Refer to Answer #27
Question #29: This option is to provide a price for the cleaning of pavement markings. Is the intent to use this option in areas identified in the plans in lieu of removal and replacement?
Answer #29: Refer to Answer #27
Question #30: The General Construction Notes on plan sheet AF-109 call out for the application of GSB-88 after the rubber removal is completed on the runway. The specifications only call out for the application of GSB-88 if the micro-milling method is used for rubber and paint removal.
Please confirm that the application of GSB-88 will be required even if another method of rubber removal is used (ie waterblasting, chemical removal). Will the application of GSB-88 be required throughout the project where pavement markings on asphalt have been removed?
Answer #30: Answer: The area of the rubber removal shall coated with GSB-88. On asphalt pavement, if the paint is removed by waterblasting/chemical and will be repainted, GSB-88 coating is not required. If the paint is removed and the area will NOT be repainted the area shall coated with GSB-88.
Question # 31: The table shows there is Runway Rubber Removal & Seal quantity for this runway. However; the plan sheet H-110 and AF-110 showing this work is crossed out. Is this work still to be completed for this project?
Answer # 31: There two intersecting runways on PAFB. Plan sheets H-110 and AF-110 refer to runway 11-29, rubber removal is not required on this runway.
Question #32: Notes No. 4 states “according to UFC 3-260-04 when paint marking build-up reaches over 1.0 millimeter (40 mils), then paint shall be removed prior to being re-applied again as part of the ongoing maintenance plan.” Are the pavement marking quantities provided on Plan Sheet G-003 all anticipated to be removed prior to replacement?
Answer #32: G-003 refers to the total quantity of the markings for the area identified.
Unless identified in the flag note to be removed the marking can be painted over assuming it is in the same location.
Question #33: Notes No. 12 states “Prior to future maintenance operations under this contract requiring airfield paint marking removal, contractor shall coordinate with the contracting officer to determine the need for waste characterization testing.” Who will be responsible for the cost to analyze the additional paint areas?
Answer#33: All areas on this contract known to contain hazardous material have been tested and identified on drawings H-XXX. Additional testing should not be required.
