Key technical personnel include top technical employees not holding line management positions that will provide expert technical leadership. These employees would be those whom you regard as key elements in your ability to perform the technical requirements of the PWS" it is up to the offeror to determine who the key personnel in their proposal are. | |||

2 RFP Section PWS - 1 Paragraph 1.2.2 PWS 1.2.2 Please clarify requirement for PWS Section 1.2.2, Section 1, page 1, para 1.2.2, Support Requirements, line 5 states that the standard for response is 90 minutes. Table of Section 2, page 11 of PWS states the standard for 1.2.2 is 60 minutes. What is the standard? 90 minutes is correct. Corrected in revised PWS, Amendment 0002.
3 RFP Section L-4, Section 5 Paragraph c N/A What is downward pricing? As specified in RFP Section L-4, Section 5, paragraphs c and d, in order to be determined affordable, an offeror's price for CLIN X002 must be downward priced. The annual cost of CLIN X002 must be lower in Government FY18 than proposed for Government FY17. The same applies to future years. i.e. FY 19 must be lower than FY 18 for CLIN X002.
4 RFP Section L-5 Paragraph b (5) (P. 80) What provides evidence of required clearances? Is it sufficient to state that we have a security facility clearance? The offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to this solicitation. Offerors must state whether they have a facility clearance or not.
5 N/A PWS Paragraph 1.4.1.g and 1.4.3 The referenced PWS paragraphs conflict – one says weekly and one says bi-weekly. Please Clarify Bi-weekly is sufficient. Revised in PWS incorporated by Amendment 2.
6 N/A PWS Paragraph Title Sheet The Attachment 1 cover has a watermark that says “DRAFT”. Is this the final PWS? DRAFT watermark was removed. PWS has been revised further in Amendment 2.
7 Section H Section H, H-1 Ordering Procedures describes how all work assigned under this contract will be directed in task orders. It is not clear how to price the CPFF or FFP CLINs given that there are no task orders included with the RFP. Are we to enter labor rates in Section B? The CLINs should be priced based on PWS and historical workload indicators provided. Task orders will be issued after award to order/fund requirements. Labor Rates are provided on a Labor rate listing, as shown on page 76 of the RFP
