SOLICITATION FA2521-14-R-0018 – ATTACHMENT 11

Simplified Acquisition of Base Engineer Requirements (SABER)

QUESTIONS & ANSWER RESPONSE

19 Feb 2015

Question 1: FAR 52.228-1 states a bid guarantee is required. Section L doesn’t include anything involving the bid guarantee, only where to place the letter from the surety. Can you please clarify in which volume and what location the bid guarantee should be put?

Answer 1: Bid Guarantee can be included in Volume 1 of proposal.

Question 2: The RFP states that the maximum value of work to be accomplished during the life of this contract will not exceed $8,000,000. Is that NTE amount per contractor or for all contractors/contracts assigned under this contract?

Answer 2: Subsection L-1 under Section L states this acquisition is being conducted as a single award. Therefore, the

NTE amount of $8,000,000.00 is for the lone offeror that will be selected for award.

Question 3: How many contractors does the 45 CONS anticipate selecting for to service this SABER contract?

Answer 3: Subsection L-1 under Section L states this acquisition is being conducted as a single award. A single award will be made and only one offeror will be selected.

Question 4: The SF 1442 states that Competition will be limited to 8(a) firms located within the geographical area serviced by the Region IV limited to the states of FLORIDA ONLY and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code.

Section I Contract Clauses, Paragraph 52.219-18 states that

__ (a) Offers are solicited only from small business concerns expressly certified by the Small Business

Administration (SBA) for participation in the SBA's 8(a) Program and which meet the following criteria at the time of submission of offer--

(3) The offeror’s approved business plan is on the file and serviced by SBA SOUTH FLORIDA DISTRICT

OFFICE. These two statements seem to conflict. If we are serviced by the SBA North Florida District with a bona fide office in Florida are we eligible for award?

Answer 4: Section 3 of FAR Clause 52.219-18 is changed to read, “The offeror’s approved business plan is on the file, the offeror is serviced by the Region IV limited to the state of FLORIDA ONLY, and offeror has a bona fide place of business within the geographical competitive area.”

Question 5: Please provide instructions for Attachment_9_Sample_Consent_Letter and in which volume it should be included in our response.

Answer 5: Consent letter is self-explanatory and is provided in word format to allow editing/filling it out. The consent letter gives consent to the U.S. Government to discuss Subcontractor’s past and present performance information with the prime contractor during the source selection process. This document should be included in Volume III – Past

Performance.

Question 6: What is the protocol for the Performance Evaluation Questionnaire if we intend to list previous work with the 45th Contracting Squadron for Item B. Recent and Relevant Contracts

Answer 6: Performance Evaluation Questionnaire should be submitted with complete and accurate information even if previous work was with the 45 th

Contracting Squadron.

Question 7: The referenced section states: “The Contractor shall update yearly the Government’s cost estimating database with the most current edition and also a hard and soft copy of the CTC.” The Attachment 3 Construction Task

Catalog is dated January 2012. Since the cost estimating database is to be updated yearly, the contractor will need a copy of the current (January 2015) Construction Task Catalog to accurately develop their coefficients. Will the government be providing a copy of the January 2015 Construction Task Catalog?

Answer 7: The 2014 Construction Task Catalog is incorporated into the solicitation as Attachment #3 and replaces the

2012 version that was originally provided. The Government does not possess the 2015 Construction Task Catalog.

Question 8: Will the Government allow completed CPARS ratings in lieu of sending out PEQ’s.

Answer 8: No. PEQ’s shall be submitted as directed in Subsection c, Volume III – Past Performance, Section L of solicitation.

Question 9: I was wondering if the due date for the above referenced solicitation could be extended a few days since this is due on a Monday? This would allow more time to prepare and ship the proposal.

Answer 9: The Proposal Due Date of 02 March 2015 will not be extended.

Question 10: There would appear to be a conflict within the solicitation as to the maximum size of the small business concern: $33.5M vs. $8M. What is the maximum size small business that qualifies for this solicitation?

Answer 10: The small business size standard information in provision 52.219-1, SMALL BUSINESS PROGRAM

REPRESENTATIONS (APR 2012) is changed to $33,500,000.00.
