Questions and Answers 3
1. Questions: “Was it the Government’s intent to provide the “based on” hours per year for each CLIN for evaluation of the supplier’s quotation only or are the “based on” hours per year a revised performance specification? If it is the latter than there is a discrepancy between the CLINs and the requirements specified in the PWS dated 8 May 2014. The PWS does not provide a ceiling for the number of hours a supplier may have to perform preventive, critical, and non-critical maintenance on an annual basis whereas the CLINs have a finite number of hours stated.”
Answer: The hours used are based on past history to provide a level ground for all contractor’s quoting.
2. Question: “If it is the Government’s intent to cap the number of hours for each CLIN for the supplier to perform preventive, critical, and non-critical maintenance during the 12 month period than how are hours greater than those specified in the CLIN numbers treated relative to pricing?”
Answer: In order to provide a level ground for all contractor’s quoting, the hours used are based on past history. In the event issues arise that are above and beyond, the contractor shall bring it to the Government’s attention and remedies will be discussed regarding the repair of equipment.
3. Question: “With regard to the “Supplies/Services” CLIN, how are the supplies/services greater than the annual NTE price of $10,000 treated relative to pricing? Like the same question asked in item 1 above, Is the NTE price of $10,000 used for supplier quotation evaluation only?”
Answer: This amount is as above – to place all contractors on level ground while quoting.
