The Contractor is responsible for maintaining the equipment identified in this Performance Work Statement and equipment added to the contract as per Section 4.5.4. The Contractor shall keep all DEOMI audiovisual equipment working at optimal level and shall always be responsive to the maintenance requirements of DEOMI in a timely manner. Services are required under this contract during normal duty hours, 7:30 – 4:30, Monday through Friday, excluding Federal Holidays. Under certain situations services shall be required other than normal hours to include emergency or various events as approved by the Commandant. 1.1. Maintenance

1.1.1. Response Time. Contractor maintenance personnel shall arrive at DEOMI site, pursuant to CRITICAL or NON-CRITICAL status (as defined in Section 1.10), and begin repairs after notification by DEOMI that remedial maintenance (as defined in section 1.4) is required. DEOMI will attempt to contact the Contractor maintenance personnel at primary and/or secondary Contractor designated contact points. If contact cannot be made within 24 hours after the initial attempt, the response time will commence at the expiration of that 24 hour period. If contact is made with 24 hours, the response time starts at time of contact and ends upon arrival at the site of the malfunction equipment. The Contractor shall provide, and be liable for all needed material and qualified personnel to perform remedial maintenance on disabled equipment at DEOMI’s location. In accordance with the scope of this contract, the following response time shall be applicable.

1.1.1.1. Response time for equipment listed as CRITICAL is 24 hours. (See Appendix B for list of Equipment items.)

1.1.1.2. Response time for equipment listed as NON-CRITICAL is 72 hours. (See Appendix B for list of Equipment items.)

1.2. Equipment Repair

1.2.1. All equipment (identified as CRITICAL) shall be repaired and operating in full compliance with appropriate technical specifications within 72 work hours of receipt of replacement parts. Replacement parts shall be ordered within 48 hours (two duty days) of equipment failure/breakage. The J-6 reserves the right to change equipment status, based on high interest/usage, to CRITICAL.

1.2.2. All equipment (identified as NON-CRITICAL) shall be repaired and operating in full compliance with appropriate technical specifications within 120 work hours of notification (or a bona-fide attempt to notify) of the Contractor’s designated point of contact of the need for remedial maintenance.

1.2.3. The Contractor is required to provide the necessary personnel to perform on-site maintenance during the Principle Period of Maintenance (PPM) as described in Section 1.2.4. In the event repairs for a particular item of equipment contained in the Appendix B cannot be accomplished on-site, the Contractor shall obtain a hand receipt from the designated DEOMI AV equipment custodian prior to removal of the equipment from the building. In addition to the hand receipt, the Contractor shall be required to leave a signed copy of a Service Incident Report as described in Section 4.1.1.1 with the user of the equipment, annotating the manufacturer, model number, serial number, date removed, and the statement, “removed to shop for repair”. Upon repair and return, the user will countersign the Incident Report and return it to the Contractor. The user’s signature will serve as proof of equipment return as well as acceptance of repair work performed.

1.2.4. For all CRITICAL and NON-CRITICAL equipment, PPM shall be as needed to bring equipment back to an operable state, Federal holiday excluded. The PPM may be modified by the contracting office upon (30) days prior written notice to the Contractor.

1.3. Preventive Maintenance (PM)

1.3.1. Preventive maintenance shall be performed during DEOMI’s Principle Period of Maintenance once quarterly at a time mutually agreeable to DEOMI and the Contractor. Some equipment will require more frequent attention depending on the nature and usage of the equipment. Preventive Maintenance (PM) shall be conducted in accordance with the original equipment manufacturer’s instructions and shall include repair/replacement, hardware alterations, and programming of identified non-operational equipment. A Service Incident Report as described in Section 4.1.1.1 shall be completed for each PM visit and left with AV personnel on-site upon completion of the work. If electronic means are used by the Contractor to record PM, the DEOMI’s AV Maintenance Log shall be completed and left on-site.

1.4. Remedial Maintenance

1.4.1. Remedial maintenance is required to be performed after notification by DEOMI that equipment is inoperative. The Contractor shall provide DEOMI with designated points of contact and arrangements to enable its maintenance representative to receive such notifications. An available answering service or other telephone coverage shall be made available to permit DEOMI to make contact.

1.4.2. Should the Contractor’s personnel determine that they will be unable to restore CRITICAL equipment to operating condition; the Contractor is required to provide sufficient assistance, either Contractor personnel or Authorized Manufacturer personnel, for resolution of the problem, at no additional cost to DEOMI.

1.4.3. SYSTEM DOWNTIME is that period of time when one or more SYSTEMS become inoperative and no scheduled/unscheduled workload can be accomplished due to malfunction of the equipment, or the SYSTEM is inoperative and no scheduled/unscheduled workload can be accomplished because the SYSTEM is released to the Contractor for remedial services.

1.4.4. SYSTEM DOWNTIME shall commence at the time of actual contact with (1) the Contractor’s maintenance representative at the designated point of contact, (2) with the Contractor’s answering service or other continuous telephone coverage that permits DEOMI to make such contact, or (3) after 24 hours subsequent to the initial attempt to contact the Contractor as provided for in Section 1.1.1. SYSTEM DOWNTOWN shall end when the SYSTEM and/or machine is returned to DEOMI in operable condition, ready to perform the scheduled workload.

1.4.5. DOWNTIME for each device failure shall be measured by the intervals between the time DEOMI attempts to contact the Contractor’s representative at the prearranged contact point and the time that the device is returned to DEOMI in acceptable operating condition, including time required for restoration of all data lost or destroyed due to equipment failure.
