1Pursuant to FAR 52.222-43 (b) included in the solicitation the contractor warrants that the contract prices do not include any allowance for any contingency to cover increased costs for which adjustment is provided under the clause. Paragraph (d)(1) of the clause states that the contract price will be adjusted to reflect changes in wages resulting from wage determinations applicable on the anniversary date of the multiple year contract or at the beginning of the renewal option period. Is it the government’s intent to adjust contract prices annually during the contract base term for wage increases established in applicable collective bargaining agreements?Section H-4 explains that rates will be updated annually on 1 October.Section I -- Contract Clauses, Clauses Incorporated by Reference, FAR 52.222-43Paragraph (d)(1) of FAR Clause 52.222-43
2In the solicitation documents issued February 11, 2015, paragraph 1.2.1 directs Offerors to submit the information requested in paragraph 4.1.2.3 Contractor Responsibility Information no later than 1:00pm local time on February 25, 2015. Does the Government require a paper copy of this information, or will an electronic submission be sufficient? Can the Government please provide submission instructions for the information requested in paragraph 4.1.2.3 Contractor Responsibility Information? Please see FBO update on Submission of Contractor Responsibility Information.Section L-1, 1.2.1; 4.1.2.3paragraph 1.2.1; 4.1.2.3 Contractor Responsibility Information
3Is the Cross Reference Matrix included in the page count? Page 172, paragraph 1.3.1.1 does not list it as not included in page countYes, it is to be included in the page count.Section LParagraph 1.3.1.1 Page limitation; Section L-2 Vol. 1 - Factor 1 Technical Capability, 2.1
4Page 174, paragraph 2.1 specifies the general outline, but does not include "Factor 1 Technical Capability". Should we add "Factor 1 Technical Capability" as item 4 and move the rest down in sequential order? There is no specific narrative associated with Factor 1 Technical Capability, the narrative should be associated with each of the subfactors.Section L-2Paragraph 2.1
5Section L 2.1.1.2 states: "Provide a listing of required positions/personnel certifications and personnel training requirements, at a minimum." Will the government please clarify:

a) What is the definition of "required positions" for the purposes of this proposal?

b) What types of certifications are required to be listed? Are these limited to professional certifications required to ensure technical expertise?

c) What personnel training requirements are required to be listed? Is this limited to the training requirements stated in the PWS? a) These are positions the contractor believes necessary to successfully execute the contract.

b) In addition to requirements in the PWS, the contractor should list any and all certifications specified or necessary to meet the PWS requirements.

c) Minimally the training specified in the PWS and beyond that what the contractor considers necessary.Section L 2.1.1.2Page 6, Paragraph 2.1.1.2
6Page 174, paragraph 2.1 (6) lists the Factor 2: Risk Management as a section at the end of the Subfactors. Page 177, paragraph 2.2 states "As part of each Technical Capability subfactor, the offeror shall address any Technical Risk…" Please clarify if each technical risk item should be identified in Factor 2, separate from Factor 1 subfactors; or be placed at the end of each subfactor in Factor 1.The Government does not have a preference on how this is proposed as long as all Section L requirements are addressed.Section L 2.1 (6); Section L.2.2 Factor 2Pages 174 and 177
7The answer to Question 21 says; “The CLOIS contractor will need to work with the government and the Maximo contractor to setup the system for any new business rules.” Please explain how the process will be managed for the development of enhancements to Maximo, e.g.:

a. Who will be the developer of Maximo expanded functions:

b. Will there be a controlled system development methodology; for example, will the CLOIS contractor submit a requirements document to a Government sanctioned Configuration Control Board? What will the approval process include?

c. Will the CLOIS contractor be able to add enhancements to the standard Maximo functions independent of the 3rd party contractor responsible for maintaining and administering Maximo?.

The CLOIS contractor will submit any Maximo change requests to 45 Civil Engineer Squadron (45CES), Cape Engineering Flight. Requests may be submitted via email to the appointed POC. If more information is required, the requestor will be contacted. The government will review the requested change and either approve or deny the request.

a. The government has a separate contract for Maximo administration and development.

b. The CLOIS contractor will submit proposed changes to the government (45 CES) for approval and implementation.

c. No.

9If the standard Maximo product provides modules, such as Purchasing and Inventory, that are exceptional to capabilities that the IOMS instance employs, and which the CLOIS contractor wishes to use for its maintenance management processes, how will these be provided? The CLOIS contractor will have access to all Maximo modules including the list shown below.

- Asset management

- Work management

- Service management

- Contract management

- Inventory management

- Procurement management

Reference to Questions 21, 23 and 27 and the answers provided
10The answers to Question 23 and 24 states; “The CLOIS contractor will be responsible [for] Maximo data inputs, queries, and reports. The Maximo contractor and the CLOIS contractor will work together.” The answer to Question 27 states; “The IOMS Maximo instance will become the primary CLOIS database, and the LOSC information integrated separately.”

a. It is understood that the CLOIS contractor will be responsible for the post transition phase-in maintenance of operational data. However, who will be responsible for initial data load of assets and other data such as maintenance schedules, and PM work order templates if used from the existing LOSC Maximo data.

The government will provide the initial CLOIS Maximo database with all facilities and assets. All existing maintenance instructions and schedules will be loaded into the CLOIS Maximo database and ready for use. Assets with missing maintenance instructions and schedules may be defaulted to use the Cape Engineering standard (RS Means Facilities Maintenance & Repair, 2014, 21st Edition).Reference to Questions 21, 23 and 27 and the answers provided
11The question about the data warehouse was not in reference to the EDC. The data warehouse is an archive of production data generated during the course of maintenance work performed and written to an auxiliary database on a separate server. The data warehouse is periodically updated with information as it is developed in Maximo or the contractor’s proprietary financial management system. This capability provides a convenient source of data to the Government and other agents with authorized access. It also supports efficient operation and optimum response to users of the Maximo work management system. Is this a facility that the Government would like to have retained and used for the CLOIS contract?

a. Answer d) states; “Under LOSC, the government does not have access to Maximo. Under IOMS it does. Under CLOIS the government will maintain Maximo.” Does the Government want direct access to Maximo and the CLOIS contractor’s financial management system, or can the data of interest be provided through a data warehouse capability as described above?

The CLOIS contractor must use Maximo as a complete computerized maintenance management system (CMMS). All work accomplished for CLOIS execution must be captured in the Maximo system. This includes, but is not limited to, prime and subcontractor labor hours, material costs, work order tracking, asset condition assessments, repair history, service work, collection work, and any other relevant data. Any data or information that cannot be input into the Maximo system must be housed in the Engineering Document Center (EDC). The government will have unlimited access to Maximo and the EDC.Reference to Questions 29 and the answer provided.
12Should the Government’s answer have referenced section 1.1.3 instead of 1.3?Yes, government's answer is in reference to PWS 1.1.3.Reference to Questions 102 and the answer provided.
13Does the EDC use a document management system? Does it provide any capabilities such as those provided by Agile? No. The EDC does not use a document management system.Reference to Questions 105 and the answer provided.
14Can the Government provide a list of the current SRD systems at CCAFS?Information specific to CCAFS cannot be readily extracted; however, the CLOIS contractor will be required to perform little, if any, direct maintenance on SRD coded systems.PWSPage 44 Section 4.2.1
15In the most recent release of Appendix A, dated 15 Jan 15 and release on 30 Jan 2015 it appears that Tiers 1-5, and 0 have the same corresponding COL level. i.e. All Tier 1 facilities are COL 1; all Tier 2 have COL 2 designators, etc. Does the Government expect all facilities within a Tier level to receive the same level of COL service, or is this latest change an error. If this recent change is the Governments intent, how does this change affect the following wording in Section M:Yes. The current COLS and Tiers have been matched (i.e. a Tier 1 facility receives COLS 1).Appendix A
16Section M, para. 2.1.4.1 states: “The offeror provides an outline for the Engineering Management Plan (EMP) that adequately addresses, at a minimum; all work categories (Appendix E); Facility Tiers (Appendix C); Common Output Level Standard (COLS) (Appendix D); and demonstrates consistency and cohesion throughout……”. In light of the most recent change to Appendix A, how are we to address the subfactor evaluation requirement? The offeror must still address Tiers and COLS in the Engineering Management Plan. Tiers and COLS represent different areas of operations, maintenance, and repair. This requirement does not change if Tiers and COLS match for a single facility.Section MPage 190 2.1.4.1
17Section L, para 2.1.4.1 Subfactor 4, Engineering Support does not provide specific instructions on how to address Tier’s and COL’s. Will the Government please provide these instructions. The offeror shall submit an outline of their proposed Engineering Management Plan (EMP). Each offeror's format will vary. The offeror's submittal is part of the evaluation criteria.Section LPage 175 2.1.4.1
18What is the reason for the Governments taking an aggressive approach and moving up the contract start date?As CLOIS is a combination of two existing contracts that end 1 October 15, the government intends to have a contract vehicle in place prior to the IOMS and LOSC completions.General Question
19In section B the unit of measure is in square feet for CLINs 0005 thru CLIN 0009 stating a max quantity for each CLIN identified with respect to the PWS along with facilities identified in Appendix A. However, in Appendix A for those CLINs, not only is the unit of measure in square feet but other various units of measure for those specific Tiered Facilities. Is the Industry required to convert these units of measure? Also, in the TEP the Max Quantity listed does not match section B or the information in Appendix A. Can the Government please clarify these quantities and how the industry should accurately price these CLINS using the data provided in Section B, Appendix A, and the TEP worksheet?Section B and the TEP worksheet do not match, Section B was built into the RFP as a place holder for CLINs and will be populated with totals after award. Offerors are not required to fill out Section B ONLY the TEP worksheet.
CLINS 0005 through 0009 are to be proposed per the TEP worksheet which is Square Foot per month. The quantities listed in Schedule B are built in to provide flexibility in the contract writing system. Offerors are not to fill out section B.Section B/Appendix A/TEP worksheet
20Sub paragraph e. lists CLIN 0017 as a fixed price CLIN which requires unit price. Yet, sub paragraph h. list CLIN 0017 as a Government estimated CLIN which only requires indirect costs and fee in the TEP worksheet. Please clarify this apparent conflict. Note, if a fixed unit price is required, specific workload definition of the Sustainment project to be priced will be required.Concur that CLIN 0017 has no unit price. CLIN 0017's fixed price will be negotiated for each task. Please provide only the indirect costs and profit associated with CLIN 0017 in the TEP worksheet. CLIN 0017 should not have been included in Section L para 3.1.1.7(e).
Section LPage 181 3.1.1.7
21For CLIN xx18, Mission Support, the TEP worksheet refers to the sample mission. The sample mission is defined in Attachment L-02. The implication is that the unit price for mission support to be given in the TEP worksheet should include all the activity given in L-02. Looking closer at L-02, there are tabs for “SV-LV Ordnance Mission Support” and “Comm Mission Support Tasks”. This work would be covered by PWS sections 1.8 and 1.9, respectively. However, those PWS paragraphs are to be priced under CLINs xx19 and xx20, respectively. The TEP worksheet requires an estimated cost for those CLINs. It appears that if L-02 is priced for CLIN xx18, and CLINs xx19 and xx20 are priced for all of the respective PWS requirements, there will be a duplication of cost in the TEP. Please resolve this apparent duplication. If munitions and comm mission support is to be excluded from TEP CLIN xx19 and xx20 pricing, please specify which PWS paragraphs are to be excluded. The Mission Sample costs in the TEP worksheet are for Evaluation Purposes only. The Government understands that the Mission Sample will pull from PWS paragraphs associated with work under other CLINs. This will be clarified in RFP Amendment 1.TEP Worksheet,
Attachment L-02 (Sample Mission)Page 181 3.1.1.7
22Should the Contractor Responsibility Information that is due 25 FEB 15 be submitted in a binder as a separate volume? If so, is the requirement the same as for Volume 3 - Administrative Documents , an original and 1 hard copy, plus 3 CD-ROMs? Can the information be excluded from Volume 3, since it is being submitted earlier? Does it get submitted to the cognizant DCAA by that same date? Please see FBO update on Submission of Contractor Responsibility Information.Section LPage 183 4.1.2.3
23In the past offerors have only submitted the Price/Cost Volume to their cognizant DCAA. Please confirm that the requirement now is to submit all volumes of the offeror's proposal to the DCAA, and not just Volume 2 - Cost/Price.Please submit all volumes to the DCMA.Section LPage 171 1.2 Receipt of Proposals
24Should the offeror include proof of the required Secret Facility Clearance with Volume 3 - Administrative Documents.Yes.Section LPage 184 Clauses Incorporated by Reference 5352.215-9000 Facility Clearance
25Regarding the answer to question #95, the Government’s response is that Offerors are not required to fill out SCHEDULE B.

• Will the Government confirm that SCHEDULE B and Section B are one in the same?

Section L Paragraph 4.1.1 Indicates that Sections A through K constitute the model contract therefore requiring all “fill-ins” be completed and submitted in Volume 3 Administrative Documents. If Section B is required to be completed, Section B and attachment L-04, TEP worksheet do not directly correlate.

• If it is determined that Section B is required to be completed could the Government please clarify what and how information, if any, is to be populated in that section?

Additionally, CLINs 6001-6025, the six month extension, are not calculated by the Offeror.

• If Section B is to be filled out, what is the expectation for the Offeror to address these CLINS in Section B?

Yes, Section B and Schedule B are one in the same. The offeror is not required to complete Section B, ONLY the TEP worksheet.Section B , Q&A #95Pages 2 - 93
26Can the Government please clarify that CLIN X023 (Phase in) is NOT Fixed Price, and that CLIN X026 (CDRL) is?CLIN X023 (Phase In) is FFP and CLIN X026(CDRL) is Not Separately PricedSection LPage 183 4.1.1
27Regarding the Contractor Responsibility Delivery Requirements;

• What method of delivery is required for this information to be provided on 25 February – Hard copy in a binder with an electronic copy (CD), Email, or other Electronic method?

• Is this information required to be submitted to DCAA early (on 25 February), and if so using which method of delivery – Hard copy with CD, Email, Electronic?

• Is this information still required to be included in the final proposal submission of Volume 3 being submitted on 26 March 2015?

Please see FBO update on Submission of Contractor Responsibility Information.Section LPage 182 4.1.2.3
28In Attachment L-06 the Government asks for two separate plans. An Activation plan and a Deactivation plan. The requirements (Labor) for these two plans can vary widely which means so could the cost. In Attachment L-04, TEP Worksheet, CLIN X025 does not delineate between the Activation and Deactivation cost.

• As the cost can vary widely between the two plans, what cost does the Government expect to see in the TEP Worksheet for CLIN X025 - The most expensive plan cost? The combined cost of both plans? Or the cost of a single plan, and if so, which plan?

• Additionally, if material is required to support either or both plans, does the Government expect these costs to be included in CLIN X025 or does the Government expect to see those costs in CLIN X014?

The cost used on the TEP Worksheet should include the combined labor for both one (1) activation and one (1) deactivation. Materials will be captured under CLIN X014.Attachment L-06N/A
29The Government requests early submission of the information requested in paragraph 4.1.2.3. Contractor Responsibility Information no later than 1:00 PM local time 25 FEB 15.

1. Does the Government want the information submitted in accordance with the instructions Section L paragraph 1.3 - one original and one copy submitted in three ring binders, plus a CD?

2. Should this information also be included in the final submission of Volume 3?Please see FBO update on Submission of Contractor Responsibility Information.Section L1.2.1

59As a listing of contracts performed within the last three years can be in the hundred’s, would the Government prefer a listing of 20-25 relevant contracts?Section L Paragraph numbers references are incorrect. Please be sure you are using the final RFP documents posted to FBO on Feb 11, 2015. The Government requests a list of contracts performed in the last three years for the entity (CAGE Code) submitting the proposal. If that entity has hundreds of contracts provide the full list. The Government is not requesting an entire list of all parent/sister company contracts nor those of subcontractors or teammates.Section LL-2 Specific Instructions, 2.3 Volume 3 – Administrative Documents, Paragraph 2.3.2.3
Received After 19 Feb - Posted 27 Feb - Updated 9 March
60With the change to the Period of Performance for each year changing from Oct. 1, 20XX to Dec. 1, 20XX, there is now a cross over between Fiscal Years.
RFP Section F
a) Is it the Government’s intent for the L-04 TEP Task Ordering Worksheet Final to be based on Government Fiscal Year rates, Oct. 1 – Sep. 30, and then blended to reflect the corresponding Contract Base and Option Years?
No, there will be a cross over between fiscal years. Rates will be adjusted in accordance with H-4. Contractors should propose to the period of performance shown in Section F for each CLIN.L-04 TEP Task Ordering Worksheet Final
b) Is Table 3.1.1.5A to be completed for each year during the Period of Performance resulting in six tables?
Table 3.1.1.5A Example Cost Summary by Cost Elements, is a table which demonstrates the application of your rates. It is not required for multiple years assuming you do not plan to change your rate structure. If your proposal is based on a change in application of rates, creation of new rates or bases during the life of the contract, a table depicting rate application for each method is required.RFP Section L3.1.1.5
c) Are Table 3.1.1.5A costs to be for the corresponding Fiscal Year or Contract Year?
If all proposal years use the same application of rates, complete Table 3.1.1.5.A using Government FY 16 only. If the application of rates varies, identify the changes in the appropriate Government FY.RFP Section L3.1.1.5
d) Are Table 3.1.1.5B rates to be for the Fiscal Year or blended rates to reflect the corresponding Contract Base and Option Years?
For purposes of TEP evaluation, Rates provided on Table 3.1.1.5B should reflect the rate of the stated Government FY. If the offeror needs to blend Contractor FY rates to accomplish this, it should be explained in the narrative. During contract performance, the successful offeror will work with DCAA/DCMA to establish forward rate projections/agreements for Cost CLINS which will be finalized under an incurred cost audit.RFP Section L3.1.1.5
e) With Option Year 1 ending on Nov. 30, 2021, does the Government intend Indirect Rates for FY22 in Table 3.1.1.5B to reflect rates covering two months in Fiscal Year 2022 or eight months to include the Six Month Option to Extend?
Although the six month Option to Extend is not guaranteed, the Government has the unilateral right to use the extension if needed. It is up to the offeror to determine what impact this has on the rates proposed.RFP Section L3.1.1.5
61In section L - 2.1.2.3, Offerors are instructed to, "At a minimum, address pump stations, wastewater treatment facility, sewage lift-stations, power dispatch, power plants, high-voltage switch stations, and distribution sub-stations." Upon examination of the PWS, there does not seem to be a requirement for power plant operation. Would the Government please clarify the Offeror's responsibility for power plants at CCAFS?There is no power plant at CCAFS. The power plant mention in Section L is referring to the MOC generator building as referenced in Appendix A, where it is called a generator building. It is also referred to in the Real Property Report lines 3116 through 3123. This facility was briefed and pointed out on the industry day tour as well.Section L2.1.2.3
62Under Clauses Incorporated by Full Text, page 185, there is a requirement for "Notice of Continuation of Essential Contractor Services(Oct 2010)." Paragraph (b) states: "shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment ----, Mission Essential Contractor Services, dated --------, during periods of crisis." Do you want this included after L.4.1.2 in Volume 3 Administrative Documents? How will it be evaluated? There are 2 blanks in the above sentence - please clarify.Yes, include your plan in Volume 3 Administrative Documents. The plan will be evaluated for completeness, for the required information per the provision in Section L. Provision 252.237-7024(a) refers to the Clause 252.237-7023 in Section I that explains where in the PWS you can find the Mission Essential Contractor Services for the CLOIS contract. There is no attachment associated with the provision, this was an oversight.Section L-4.; Clauses Incorporated by Full Text, Page 185Notice of Continuation of Essential Contractor Services; paragraph (b)
63In the final RFP, the Government introduced the deduction schedule in Appendix R. Will the Government further explain how the penalties in the deduction schedule will be applied? The Dec 2014 and Jan 2015 draft versions of Appendix R introduced the deduction schedule. Failure to meet performance thresholds identified will result in reduced contract price to reflect the reduced value of services provided per FAR 52.246-4 (e) (2).Appendix R - Performance Requirements Summary
64In Appendix R - Deduction Schedule, the Government has included some of the penalties in fixed price CLINs. Will the Government consider removing the penalties from the fixed priced CLINs?No.Appendix R - Performance Requirements Summary
65The “general outline” specified in the second paragraph of Solicitation L.2.1 contains a reference to “Factor 2: Risk Matrix”. However there are no other references to a “Risk Matrix", or instructions for its structure, anywhere else in the RFP.
Is a "Risk Matrix" a required part of Volume I? If so, does the Government have a specified format for this matrix? The offeror may use whatever format desired to address the requirements of Factor 2. The term Risk Matrix in the general outline area does not obligate the offeror to use a matrix to provide the requested information.Section L

66Formulas for Metrics 1, 2, 3, 4, 5, 6, 11, 12, 13, 14 and 15: Our understanding is that the formulas for these metrics are based on the ratio of hours performed versus total hours. This appears to make the associated PWS sections a Fixed Price Level-of-Effort (FPLOE) contract type. However in the schedule, CLINs associated with this work are FFP. To avoid a conflict in contract types, will the Government consider making the formulas for these items be based on actual performance criteria (e.g., how well the contractor performs the PWS work) rather than hours?Metrics 1 - 13 are not a measure of hours performed, but hours the various facilities/systems are actually fully available for customer use and are therefore a measure of the effectiveness of the contractor's maintenance program. Similarly, metrics 14 & 15 are ratios that reflect the efficiency of the contractor's maintenance effort.Appendix R
67Do the government estimates provided in the RFP CLINs include the costs for direct staffing and material to support the CLIN activity. If not where do you price these costs? The Government provided estimates for CLINS X003, X010, X015, X021 and X027 include the direct labor required to perform the work. This estimate does not include any indirect labor, overhead, G&A etc. The estimate for these CLINS do not include material costs as Materials for these CLINs will be acquired under CLIN X014. The Government provided estimate for CLIN X014 contains direct material cost only. Offerors must read the CLIN X014 description in Section B to determine which materials are ordered under this CLIN. Exceptions are noted in Section B. CLINS X016 and X017 are noted in those exceptions. The Government provided estimate for CLINS X016 and X017 contains both the direct labor and materials but do not contain indirect labor, overhead, G&A etc.General Section B

72This section states: "In-house work will generally fall into one of three broad categories based on scope, complexity of the requirement, man-hours, and cost threshold as established by the Government to separate work categories. Work that exceeds scope of CM or SP’s delegated approval authority shall be routed through the WRRB/WORB and the Government to determine method of completion." This statement refers to exceeding scope of CM and SP’s delegated approval authority.

What is the SP’s scope for CM?

What is the SP’s delegated approval authority?

Are there cost thresholds for the various work categories or only for CM and if so, what are they?

What are the limits of liability for the service provider on emergency, urgent or routine corrective maintenance ?

These questions do appear to apply to this solicitation. The terms "in-house", "SP" and "WRRB" are not in the CLOIS PWS. In fact, this entire quote is not found in the PWS CLOIS. The reference is also not accurate. Please review question and resubmit identifying what portion of the PWS creates the question.Reference: 11.1.2.2.4.1.4.
