1.0 OBJECTIVE:

This contract is a performance-based acquisition for non-personnel services. All support provided shall comply with Title 10, United States Code, Section 2383 (10 U.S.C. 2383), Defense Federal Acquisition Regulation Supplement, Procedures, Guidance, and Information subpart 207.503 (DFARS PGI 207.503), and Department of Defense Instruction

1100.22 (DoDI 1100.22), which pertain to inherently governmental functions.

As a performance based acquisition, this contract is designed to ensure that contractors are given freedom to determine how to meet the Government's performance objectives and that all appropriate performance quality levels are achieved.

2.0 ORGANIZATION BEING SUPPORTED

Joint Navigation Warfare Center at Kirtland Air Force Base (AFB), New Mexico.

3.0 MISSION

The JNWC mission is to enable PNT superiority for the Department of Defense, Interagency

Partners, and the Coalition.

4.0 OVERVIEW OF SERVICES REQUIRED

This contract provides non-personal services. Services include but are not limited to advisory and assistance and knowledge based services. In no instance shall this contract be used for Inherently Governmental Functions. In all cases, Government personnel supervising contract personnel under the auspices of this contract shall be responsible to execute these actions. All briefings, policies, plans, and other products that are developed, reviewed, created, etc., shall be studied and approved by a Government entity.

5.0 J0 – SENIOR LEADER SUPPORT

5.1 MISSION OVERVIEW

The JNWC/J0 is the JNWC Director and Deputy Director’s office of primary responsibility for strategic engagement planning, executive communications efforts, and event management.

As such, the J0 is often required to connect across divisions, inter-agencies, and components at all levels in order to facilitate flow of information, coordination, and synchronization and enable implementation the JNWC Director’s vision, strategy, objectives, and priorities.

5.2 OVERVIEW OF SERVICES

To fulfil the above role, the J0 executes its duties and responsibilities in these main areas: (1) deliberate planning and recommendations from JNWC senior leader engagements, (2) executive strategic messaging through remarks, briefing materials, correspondence, and talking points, (3) managing center-wide shared resources and facilities.

5.3 JNWC/J0 REQUIREMENTS

5.3.1 REQUIREMENT 1: EXECUTIVE SUPPORT

In support of Executive Business Support, the contractor shall:

5.3.1.1 Work directly with JNWC senior leadership, division chiefs, and action officers supporting their assigned mission areas. The Contractor shall be responsible for performing administrative duties, managing their work load, and prioritizing tasks including:

5.3.1.2 Interfacing with higher headquarters, Joint Chiefs of Staff (JCS), other Combatant Commands (CCMDs), subordinate service and functional components in addition to other interagency organizations. Integrates and coordinates support of JNWC initiatives.

Researches and assembles background information and summarizes material for JNWC use.

Analyzes requirements to ensure critical information is available when required. Works with JNWC and HHQ staff to coordinate projects and issues for JNWC senior leadership. (~as required)

5.3.1.3 Coordinate executive communications, including taking calls, responding to emails and interfacing with higher headquarters, and other external agencies

5.3.1.4 Assembles packages for JNWC senior leadership for review, signature, and staffing.

After signature is obtained from the senior leadership, ensures action is completed and forwarded properly to the appropriate office.

5.3.1.5 Monitor progress toward accomplishment of various tasks and initiatives of senior leadership. With minimal or no guidance, respond to routine or non-technical requests. (~as required)

5.3.1.6 Support routing of documents to include preparation of routing packets, reviewing documents for accuracy and completeness, and transmitting signed/approved documents to complete the routing process.

5.3.1.7 Provide review and quality control of all staff packages and tasking deliverables to include formatting and edits for all taskers internal or external.

5.3.1.8 Manage and track senior leadership internal taskers.

5.3.1.8.1 Provide senior leadership daily updates on tasker status, completion deadlines, and contact info for OPR identification.

5.3.1.9 Support JNWC leadership and execute daily administrative tasks.

5.3.1.9.1 Plan JNWC-initiated meetings and take detailed minutes. Provide copies of minutes within one business day to government representative and knowledge management representative for record-keeping.

5.3.1.9.2 Answer phone calls, provide information to callers or connect callers to appropriate people.

5.3.1.9.3 Schedule meetings and update Director and Deputy Director calendars.

5.3.1.9.4 Create spreadsheets and presentations for senior leaders. This will require intermediate understanding of using and manipulating spreadsheets and graphic management tools.

5.3.1.9.5 Receive weekly JNWC division activity reports and collate into a single weekly report.

5.3.1.10 Establish and maintain an organized filing system of paper and electronic documents for rapid retrieval. Prepare and review internal and external documents for JNWC senior leadership.

5.3.1.11 Maintain and manage calendar of activities, resources, meetings, and events for the principal. (~as required)

5.3.1.11.1 Provide hard-copy resource calendar updates to post outside the appropriate rooms.

(~weekly and as required)

5.3.1.12 Schedule meetings and appointments and manage travel itineraries for principals. (~as required)

5.3.1.13 Arrange and coordinate meetings and events requiring principal attendance. (~as required)

5.3.1.14 Be proficient in advanced Microsoft Power Point, Excel, and Word software packages.

5.3.1.15 Maintain an organized filing system of paper and electronic documents for rapid retrieval of information. (~as required)

5.3.2 REQUIREMENT 2: EXECUTIVE STRATEGIC COMMUNICATIONS

DEVELOPMENT

In support of the JNWC/J0, the contractor shall:

5.3.2.1 Provide support to JNWC senior leadership in the creation and updating of the JNWC

Mission Brief (~3-4 times a year, and as required).

5.3.2.2 Create and/or update staff meeting presentations as directed in support JNWC leadership (~weekly).

5.3.2.3 Coordinate event books, briefings, and background papers with JNWC SMEs on topics as directed by JNWC senior leadership (~ 10-15 times a month).

5.3.3 REQUIREMENT 3: EXECUTIVE EVENT MANAGEMENT

In support of the JNWC/J0, the contractor shall:

5.3.3.1 Provide support to the action officers in the planning, and management of on-site conferences and workshops (~4-5 times per year) in the local area or via TDY and as directed by senior leadership.

5.3.3.1.1 This support is limited to logistics support in arranging, scheduling rooms, setting up conferences agendas, coordinating briefings with stakeholders, note taking, and documenting key issues with recommendations to the Government.

5.3.4 REQUIREMENT 4: TASK MANAGEMENT TOOL

In support of the JNWC senior leadership, the contractor must be capable of assisting in the management of the web-based Task Management Tool (TMT). The contractor shall provide the following TMT support:

5.3.4.1 Act as Task Management Tool (TMT) SME on received NIPRNet and SIPRNet taskings requiring principal notification.

5.3.4.2 Coordinating with J0 representatives and JNWC action officers to ensure they are aware of assigned tasks and due dates for TMTs requiring principal review.

5.3.4.3 Utilize the web-based Task Management Tool (TMT) or specified replacement, to control/review taskers on the NIPRNet and on the SIPRNet. (~as required)

5.3.4.4 Provide assistance and training on the use of TMT to JNWC TMT action officers.

Reviews out-going products ensuring content is in accordance with governing rules, regulations, and/or instructions. Ensures that documents meet the required purpose. All matters requiring immediate JNWC-level attention are highlighted to JNWC senior leadership and the staff in a timely manner. (~as required)

5.3.4.5 Manage the JNWC’s assigned taskings using the Task Management Tool (TMT) on NIPRNet and SIPRNet by coordinating with JNWC action officers to ensure they are aware of assigned tasks and due dates.

5.3.4.5.1 Initiate and enter taskers originating from the JNWC into TMT at the direction of the principal.

5.3.4.5.2 Manage all JNWC-originated TMT taskers and activities that require action, either receiving or originating. This would include coordination on the timing of internal and external extensions when identified.

5.3.4.6 Review JNWC-related taskers on the NIPRNet and on the SIPRNet. (~as required)

5.3.4.7 Review JNWC products ensuring content is in accordance with governing rules, regulations, and/or instructions. (~as required)

5.3.4.8 Ensure tasker responses meet the required purpose and suspense. (~as specified)

5.3.4.9 Ensure all matters requiring immediate JNWC senior leadership attention are highlighted to the staff and the senior leadership in a timely manner. (~as required)

5.3.4.10 Provide a daily wrap-up of all JNWC-relevant TMT taskers (internal and external) to senior leadership and division representatives (~daily)

5.3.5 REQUIREMENT 5: SECURITY CLEARANCE

5.3.5.1 In support of the JNWC/J0, the contractor shall meet the following security clearance requirements:

5.3.5.2 Interim or Current Secret Clearance.

6.0 J1 - PERSONNEL

6.1 OVERVIEW OF SERVICES

Services requested shall be at the discretion of JNWC/J1 or designated representative to mirror or assist personnel-related duties as required. Inherently governmental functions shall not be performed by the contractor.

This contract shall not be used to make determinations in personnel policy or guidance. Any personnel file reviews, programs, analysis, etc. produced for these tasks and subtasks will be reviewed and approved by the unit government entity, as required.

6.2 J1 SPECIFIC REQUIREMENTS

6.2.1 REQUIREMENT 1: EXECUTIVE SUPPORT

In support of J1, the contractor shall:

6.2.1.1 Work directly with JNWC/J1 or designated representative supporting their assigned mission areas. The Contractor shall be responsible for performing administrative duties, managing their work load, and prioritizing tasks as requested by JNWC/J1 including:

6.2.1.2 Researching and assembling background information for JNWC/J1 use.

6.2.1.3 Analyze requirements to ensure critical functions, as determined by JNWC/J1, is performed when required.

6.2.1.4 Works with JNWC and HHQ staff to coordinate projects and issues for JNWC/J1. (~as required)

6.2.1.5 Monitor progress toward accomplishment of various JNWC taskings and initiatives.

With minimal or no guidance, respond to routine or nontechnical requests.

6.2.1.6 Assembles packages for JNWC senior leadership for review, signature, and staffing.

After signature is obtained from the senior leadership, ensures action is completed and forwarded properly to the appropriate office.

6.2.1.7 Support JNWC leadership and execute daily administrative tasks.

6.2.1.7.1 Answer phone calls, provide information to callers or connect callers to appropriate people.

6.2.1.7.2 Create spreadsheets and presentations for senior leader dissemination. This will require intermediate understanding of using and manipulating spreadsheets and graphic management tools.

6.2.1.8 Establish and maintain an organized filing system of paper and electronic documents for rapid retrieval. Prepare and review internal and external documents for JNWC/J1.

6.2.1.9 Be proficient in advanced Microsoft Power Point, Excel, and Word software packages.

6.2.2 REQUIREMENT 2: DEFENSE TRAVEL SYSTEM SUPPORT

7.0 J3 – OPERATIONS

7.1 MISSION OVERVIEW

On behalf of USSPACECOM, the JNWC/J3 provides oversight and coordination of

USSPACECOM NAVWAR task priority issues among the DoD, governmental agencies, coalition and allied nations. The JNWC/J3 provides 24/7 direct and reach back NAVWAR support to the warfighter and integrates NAVWAR information, expertise, and analysis support across the assigned customer base.

7.2 OVERVIEW OF SERVICES

To accomplish the JNWC/J3 mission for operations support, the contractor shall provide support in the following areas: administrative, security, operations research and analysis, modeling and simulation, warfighter operations, training, exercises, war games, intelligence analysis, and data management.

7.3 JNWC/J3 REQUIREMENTS

7.3.1 REQUIREMENT 1: GENERAL ADMINISTRATIVE AND KNOWLEDGE

MANAGEMENT SUPPORT

In providing general administrative support to the J3, the Contractor shall perform the following actions and document/record progress within an approved system of record (e.g. standard office software, specialized office software, and/or approved database) and provide updates to J3 leadership on a frequent (weekly, bi-weekly, monthly, as required, or as specified) basis:

7.3.1.1 Monitor progress toward accomplishment of various tasks and initiatives within J3.

7.3.1.1.1 With minimal or no guidance, respond to routine or non-technical requests within 24 hours. (~as required).

7.3.1.1.2 Inform the appropriate J3 leadership when unable to meet required deadlines for assigned tasks.

7.3.1.2 Support routing of documents to include preparation of routing staff packages, reviewing documents for accuracy and completeness, verification of proper security classification, ensuring of proper storage, and transmitting signed/approved documents to complete the routing process. (~as required).

7.3.1.3 Provide review and quality control of all staff packages and tasking deliverables to include formatting, technical editing, security classification, and proofing for all taskers internal or external. (~as required).

7.3.1.4 Manage, maintain current and accurate status, and track internal taskers. (~as required).

7.3.1.5 Plan meetings and other events, to include scheduling meeting/conference rooms, inviting attendees, and coordinating audio and video display and teleconferencing capabilities.

7.3.1.5.1 Notification to required and optional attendees a minimum of 2 business days of meeting planning initiation, or as soon as practical if meeting is within 2 business days.

7.3.1.5.2 Verify and validate security clearances of attendees no later than 2 business days prior to meeting initiation, or as soon as practical if meeting is within 2 business days.

7.3.1.5.3 Ensure all files and documentation is printed and available for attendees. (~as required)

7.3.1.5.4 Record detailed minutes (to include date, time, location, attendees, agenda items, updated details on agenda items, post-meeting action items, and post-meeting action items responsible individuals/areas).

7.3.1.5.5 Compile, collate, concatenate, archive, and provide meeting minutes to the J3, or the designated J3 representative, no later than one (1) business day after completion of the meeting.

7.3.1.5.6 Receive and compile applicable slides, data, information, and other inputs for meetings.

7.3.1.6 Maintain an electronic archive of all minutes, files, and documents, in accordance with current Knowledge Management (KM) standards.

7.3.1.7 Answer phone calls, provide information to callers, or connect callers to appropriate people.

7.3.1.8 Schedule meetings and update J3 Division calendars.

7.3.1.9 Create spreadsheets, documents, reports, and presentations for J3 leaders.

7.3.1.10 This will require, at a minimum, an intermediate understanding of using and manipulating standard office productivity software.

7.3.1.11 Provide and receive Weekly Activity Reports (WAR) from multiple areas, and collate into a single weekly report for the J3 Division every Monday before 1200MT (or as directed).

7.3.1.11.1 Save final draft and finalized/approved versions on/in an approved system of record.

7.3.1.11.2 Submit consolidated report to designated J3 personnel for approval and routing.

7.3.1.11.3 Each designated area with J3 shall submit a minimum of one (1) topical/situational highlight, in a GOFO-level format, with each WAR submission.

7.3.1.12 Establish and maintain an organized filing system of paper and electronic documents minutes in accordance with current Knowledge Management (KM) standards.

7.3.1.13 Create, maintain, update and publish the J3 recall roster on a monthly basis, on the first calendar day of every month.

7.3.1.14 Ensure all Personal Time-Off (PTO), or company-provided time-off, is coordinated with the applicable Government leadership to ensure all JNWC mission objects are maintained.

7.3.1.14.1 If a scheduling conflict occurs between Contractor and Government (GOV; Military (MIL) and Civilian (CIV)) requested/scheduled time-off, the GOV personnel have priority in deconfliction.

7.3.1.14.2 A listing of all in-progress, pending, and approved PTO shall be provided every Friday.

7.3.1.15 Maintain an accurate personnel status in the JWNC Personnel Tracker.

7.3.1.16 The Contractor shall support the J3 Division Knowledge Management (KM) activities.

In providing this support, the Contractor shall:

7.3.1.16.1 Develop, review, and update, the J3 Knowledge Management Plan on a quarterly basis.

7.3.1.16.2 Review/update current and accurate listing on active taskers, assigned/responsible personnel, current status, date assigned, date due, date completed.

7.3.1.16.3 Document and record progress within an approved system of record and provide a daily update to division leadership.

7.3.1.16.4 Develop and maintain briefing templates and associated production timelines.

7.3.1.16.5 Develop, maintain, disseminate, and track battle rhythm slides.

7.3.1.16.6 Develop and actively manage the battle rhythm for recurring events.

7.3.1.16.7 Provide assistance for collaborative/information sharing capabilities.

7.3.1.16.8 Manage and track the Current Operations (CUOPS) order process to include, receipt, tracking of assignment/responsibility, status updates, in-progress reviews, transmittal to internal and/or external organizations.

7.3.1.16.9 The Contractor shall measure ongoing activities and assist in identifying where situations deviate from the plan.

7.3.1.16.10 Document and record progress on/in an approved system of record and provide a weekly update to division leadership of all current/active orders on the first working day of every week.

7.3.1.16.11 Track higher headquarters orders, and other directives.

7.3.1.16.12 Document and record progress within an approved system of record and provide a weekly update to division leadership of all current/active HHQ orders on the first working day of every week month.

7.3.1.16.13 Coordinate and develop products, manage all aspects of J3 facilitated briefings and presentations and accomplish all other tasks required to support Current Operations (CUOPS) battle rhythm events.

7.3.1.16.14 Action J3 taskers as well as any requests for information to include adjudication and synchronizing USSPACECOM activities and operations with subordinate, Combatant Commands (CCMDs), Joint Staff (JS) and other organizations, as required by the task.

7.3.1.16.15 Support related operational gap analysis as required by the USSPACECOM Commander.

7.3.1.16.16 Document and record progress on/in an approved system of record and provide a daily update every working weekday to division leadership.

7.3.1.16.17 Integrate and synchronize Current Operations (CUOPS) with CCMD activities.

7.3.1.16.18 Create, integrate, and synchronize products in support of Current Operations

(CUOPS) in coordination with Services, Joint Task Force (JTF) Space Defense (JTF-SD), Higher Headquarters (HHQ), Service Components, and other organizations.

7.3.1.16.19 Document and record progress on/in an approved system of record and provide a monthly update to division leadership.

7.3.1.16.20 Monitor, coordinate, advise, and assist other CCMDs on NAVWAR activities.

7.3.1.16.21 Must be familiar with all Command Business Rules, Command Guidance, and

Operations Instructions related to Current Operations (CUOPS) activities.

7.3.1.16.22 Establish mechanisms to develop assessments; measure progress in meeting

USSPACECOM objectives and end states based on orders.

7.3.1.16.23 Assess organizational readiness and support operational gap analysis to inform resourcing efforts.

7.3.1.16.24 Assists updating the Defense Readiness Reporting System (DRRS) per applicable Chairman, Joint Chiefs of Staff Instructions (CJCSI) USSPACECOM Instructions (SPI), and other applicable instructions.

7.3.1.16.25 Review/report readiness to execute assigned missions in support of National Military Strategy (NMS) objectives via the Defense Readiness Reporting System (DRRS). Ensures JCCA sent on time to Joint Staff.

7.3.1.16.26 Track Defense Readiness Reporting System (DRRS), way ahead and implementation strategies. Executes Defense Readiness Reporting System (DRRS) per CJCSI and SPI.

7.3.1.16.27 Review DRRS current and anticipated mission ratings. Ensures Defense Readiness Reporting System (DRRS) prepared for approval before the 15th calendar day every month.

7.3.1.16.28 Assist during monthly Joint Mission Essential Task List (JMETL) assessments using numbered plans and operations to ensure DRRS is prepared for approval before the 15th calendar day every month.

7.3.1.16.29 Act as Current Operations (CUOPS) representative for readiness review working groups and boards.

7.3.1.16.30 Prepares materials for all working groups and boards.

7.3.1.16.31 Stores/archives all materials from working groups and boards

7.3.1.16.32 Support OPTs as directed.

7.3.1.15.19 Develop and publish policy, procedures and technical solutions for JNWC Command and Control (C2) architecture and infrastructure in accordance with (IAW) published Department of Defense (DoD) and subordinate directives.

7.3.1.16.33 Document and record progress on/in an approved system of record and provide a monthly update to division leadership on the first calendar day of every month.

7.3.1.16.34 Identify and address JNWC C2 challenges and ensures solutions are synchronized IAW Combatant Commander’s (CCDR) decision making cycle.

7.3.1.16.35 Develop, publish, and maintains JNWC Common Operating Picture (COP) reporting requirements and procedures IAW published directives.

7.3.1.16.36 Document and record progress on/in an approved system of record and provide a monthly update to division leadership on the first calendar day of every month.

7.3.1.16.37 Review and respond to taskers and requests for information and adjudicate and synchronize C2 activities and operations with subordinates, Combatant Commands, Joint Staff and other organizations IAW established deadlines.

7.3.1.16.38 Document and record progress on/in an approved system of record and provide a monthly update to division leadership.

7.3.1.16.39 Develop and integrate valid and accurate C2 focused training objectives into major exercises within the J3 exercise planning cycle.

7.3.1.16.40 In support of the J3, the Contractor must be capable of assisting in the management of the web-based Task Management Tool (TMT). In support of J3 TMT requirements, the Contractor shall:

7.3.1.16.41 Manage the JNWC/J3 assigned taskings using the Task Management Tool (TMT) on NIPR and SIPR by coordinating with JNWC/J3 action officers to ensure they are aware of assigned tasks and due dates.

7.3.1.16.42 Initiate and enter taskers originating from the JNWC into TMT at the direction of the principal.

7.3.1.16.43 Manage all JNWC-originated TMT taskers and activities that require action, either receiving or originating.

7.3.1.16.44 This would include coordination on the timing of internal and external extensions when identified.

7.3.1.16.45 Review JNWC-related taskers on the NIPR and on the SIPR. (~as required).

7.3.1.16.46 Review JNWC products ensuring content is in accordance with governing rules, regulations, and/or instructions. (~as required).

7.3.1.16.47 Ensure tasker responses meet the required purpose and suspense. (~as specified).

7.3.1.16.48 Ensure all matters requiring immediate J3 senior leadership attention are highlighted to the staff and the senior leadership in a timely manner. (~as required).

7.3.1.16.49 Provide a daily wrap-up of all JNWC-relevant TMT taskers (internal and external) to

J3 senior leadership and division representatives (~daily).

7.3.1.16.50 Develop and implement a comprehensive file organizational structure for the J3 areas on the J3 areas of share-drives across multiple computer domains.

7.3.1.17 The contractor shall provide technical editing support, as required, to create and publish professional JNWC documentation.

7.3.1.17.1 Documentation includes plans, reports, research papers, scientific or technical articles, technical manuals, organizational regulations and procedures, brochures, pamphlets and briefings.

7.3.1.17.2 Technical Editor support must be coordinated with the Contracting Officer (CO) or a Contracting Officer’s Representative (COR) before support is provided.

7.3.1.17.3 The contractor shall review and revise narrative and illustrated documents developed by others for publication by making sure the material is arranged logically and is written clearly and interestingly for the intended audience.

7.3.1.17.4 The contractor shall not make substantial changes to documents without discussions with the authors.

7.3.1.17.5 The contractor shall advise and assist authors during the writing stage to improve quality of draft documents.

7.3.1.18 The Contractor PM shall designate a Primary and Alternate Contractor Lead for J3 on a monthly basis, or when changed.

7.3.1.18.1 The Contractor Lead (and Alternate Lead) for J3 shall be the primary representative of the PM within J3.

7.3.1.18.2 The PM shall ensure of the Lead and Alternate Lead are unavailable, that the GOV is provided a specified additional Lead.

7.3.2 REQUIREMENT 2: OPERATIONS SUPPORT

The Contractor shall provide the following Operations Support:

7.3.2.1 Interface with higher headquarters, Joint Chiefs of Staff (JCS), Combatant Commands

(CCMDs), subordinate service and functional components and external organizations and personnel.

7.3.2.1.1 Integrates and coordinates support of J3 initiatives.

7.3.2.2.2 Assembles packages for Division Chief (J3) or the Deputy Division Chief (DJ3) for review, signature, and staffing.

7.3.2.2.3 After signature is obtained from the Division leadership, ensures action is completed and forwarded properly to the appropriate office, and properly saved and archived.

7.3.2.3 The contractor shall assist the JNWC with implementing all three lines of effort:

7.3.2.4 The contractor will often work directly with warfighters to provide real-time warfighter support. The contractor shall perform the following tasks:

7.3.2.4.1.1 Provide joint planning support to warfighters for PNT superiority using tools such as the Adaptive Planning and Execution System (APEX) and the Joint Planning and Execution System (JPES).

7.3.2.4.1.1.1 The APEX combines individual Service terminology and operating procedures into one standard multi-faceted system.

7.3.2.4.1.1.2 It provides standardization to the joint planning system used for the execution of complex multi-Service exercises, campaigns, and operations.

7.3.2.4.1.14 Develop NAVWAR functional staff estimates that provide comprehensive OPLAN/CONPLAN-based red and blue order of battle mission analysis in order to support joint force operational planning considerations.

7.3.2.4.1.15 Update and maintain the JNWC Arsenal with updated and accurate NAVWAR technical information.

7.3.2.4.1.16 Develop operational planning inputs and products (e.g. Courses of Action (COA) analysis, OPLAN review, draft OPLAN appendix)

7.3.2.4.1.17 Produce “ribbon” charts (platform/munition/system performance chart development/analysis) and tables for JNWC customers.

7.3.2.4.1.18 Maintain the JNWC NAVWAR Armory.

7.3.2.4.1.19 Participate in appropriate capability-based assessments and related initiatives.

7.3.3 REQUIREMENT 3: THEATER NAVIGATION WARFARE COORDINATION

CELL (TNWCC) SUPPORT

7.3.3.1 Provide necessary Subject Matter Expertise (SME) in the area of NAVWAR, at the

Operational and Tactical levels of planning and operations.

7.3.3.1.1 All personnel assigned to a TNWCC shall have, and maintain, an active/valid TS/SCI security clearance.

7.3.3.1.2 Personnel hired without a TS/SCI security clearance shall not be eligible to have their labor hours billed to the JNWC, until they are granted a TS/SCI clearance and have access to the necessary areas within the JNWC facilities.

7.3.3.2 All personnel assigned for duties on a TNWCC shall be available for short-notice (10-day

TDY notification for an extended period TDY for Continental United States (CONUS) and Outside of the Continental United States (OCONUS) travel of up to 60 calendar days from the date of arrival on-station at the location travelled to.

7.3.3.2.1 On the first calendar day of every month, the Program Manager (PM) shall provide an update/validation report to the J3 Division (J3 Division Chief, J3 Deputy Division Chief, J33 Current Operations Lead, J37 Training/Exercise Lead) with the general and Contractor-specific requirements for each TNWCC area of responsibility (AOR) and the readiness status of personnel assigned to TNWCCs.

7.3.3.2.2 If personnel are not fully capable/ready of meeting a 10-day PTDO requirement, the PM shall provide the reason for non-readiness, and the date that the personnel will meet all requirements every Friday.

7.3.3.3 For any TNWCC skillsets that are not filled, the PM shall submit a weekly report, every

Friday, stating:

7.3.3.5 Response and support to Requests for Information (RFIs), and provide a cohesive/consolidated fused operational-intelligence analysis of the NAVWAR environment to operational and tactical units.

7.3.3.5.1 All RFIs received shall have their receipt acknowledged to the requestor within 24 hours of receipt.

7.3.3.5.2 All RFIs received shall be relayed to the JNOC for entry/tracking in the JNWC RFI Tracking Log.

7.3.3.5.3 All RFIs answered, and all correspondence related to the RFI, shall be relayed to the JNOC for closeout/tracking on the RFI Tracking Log.

The Contractor shall support the JNOC. In providing this support, the Contractor shall:

- IAW Joint Publication (JP) 3-14, supports the JNWC Director (DIR), Deputy Director(DDIR), J3 Division Chief (J3), and other JNWC Leadership in executing Command and Control (C2) authorities to ensure Commander (CDR), United States (US) Space Command (USSPACECOM) is ready to conduct Joint Space Operations to protect and defend the Space Joint Operating Area (JOA) and deliver assured theater and global effects in accordance with CDRUSSPACECOM intent and national and other Combatant Commander (CCDR) objectives.

- IAW DoDM 5105.12-V2, DoDM 5205.07-V3, AFMAN16-703-V3, and AFMAN17-1302-O, maintain a minimum of two (2) qualified…
