COMBINED SYNOPSIS/SOLICITATION
SOLICITATION NUMBER: FA251725Q0123
SUBJECT: REQUEST FOR QUOTE (RFQ) FOR 16 EWS Landscape MX, PETERSON SFB
Description of Requirement. The Contractor shall furnish all labor, tools, material, and transportation necessary to complete landscaping project for 16th EWS, Peterson SFB, CO in accordance with the terms and conditions specified within this Performance Work Statement (PWS). The Contractor shall comply with all federal, state and base environmental regulations, as well as Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) requirements.
All communications with the requiring activity concerning this solicitation shall cease until the award is announced.
During this period, interaction is only allowed with either the Contracting Officer or Contracting Specialist.
Notice to Offerors: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
2. The 21st Contracting Squadron, Peterson Space Force Base (SFB), intends to utilize this Request for Quotation (RFQ), under solicitation number FA2517-25-Q-0123 to award a Firm Fixed Price (FFP) purchase order.
The Government intends to award one contract to the responsible Offeror whose quotation represents the Lowest Price Technically Acceptable (LPTA) to the Government.
3. This solicitation document, and incorporated provisions and clauses, are those in effect through Federal Acquisition Circular 2025-03, Defense Federal Acquisition Regulation Supplement (DFARS) Change dated 1/17/2025, and the Department of the Air Force Federal Regulation Supplement (DAFFARS) dated 10/16/2024.
4. This effort is being solicited as a small-business set aside under the North American Industry Classification System (NAICS) code 561730 – Landscape Care and Maintenance Services. The small business size standard is $9.5M. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.

5. A detailed description of the 16 EWS Landscape MX services required for 16 EWS Building on Peterson SFB can be found in the Performance Work Statement (PWS) (Attachment 1).
6. Performance shall take place at Peterson SFB, Colorado. Table 1 details the anticipated Periods of Performance (PoP) for 16 EWS Landscape MX services, with a Period of Performance (PoP) of 30 September – 28 January 2026

INSTRUCTIONS
1. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Sep 2023), and the following addendum applies to this acquisition:
- Paragraph (c) is revised to the following:
Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.
- Paragraph (g) is revised to the following:
Contract award (not applicable to Invitation for Bids) The Government intends to award a FFP contract resulting from the RFQ to the responsible Offeror whose quotation represents the lowest price technically acceptable (LPTA) to the Government. To be eligible for award, the Offer must receive an acceptable rating for all factors that have been set forth in this RFQ. Since an award will be based on initial responses, Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The government intends to award a FFP purchase order without interchanges with respective offeror(s). The Government, however, reserves the right to conduct interchanges if deemed in its best interest. The Government may conduct interchanges with one, some, none or all offeror(s) at its discretion. Offerors who do not quote the entire package requested may be considered non-responsive and their quotation may not be evaluated. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all.
2. Please provide a Firm Fixed-Price Quote prepared and submitted in the following format:
i. Cover Letter (NTE 1 page), Technical Approach (NTE 10 pages) and the CLIN Pricing Sheet (Attachment
2) properly filled out, are required;
ii. Table of Contents, Glossaries, Tabs, and List of Acronyms do not count against the page limit;
iii. Pages shall be single line spaced; with a minimum 1-inch margin all around. The font shall be no smaller than 10 point and no larger than 12 point for general text, text in tables, charts, graphs, and figures. No condensed fonts allowed; Times New Roman or Arial font preferred.
iv. The Cover Letter shall identify the Offeror’s Point of Contact (POC) to include a phone number and email address for any questions regarding the submitted quotation and the having authority to negotiate and bind the company as well as the Offeror’s UEI and CAGE Code;
v. If page limits are exceeded, the excess pages will not be read or considered in the evaluation of the quotation.
vi. Please note: CLIN 1004 for the awning is an optional item IAW PWS Para 3.
vii. Please note: CLIN 1005 for Shelter 2 is an optional item IAW PWS Para 3.
3. Quoters shall complete the attached CLIN Pricing Sheet (Attachment 2) by inputting a price for all yellow cells.
Quoters shall round calculations to the nearest dollar.
4. Terms and content of your quote: Quotes should be based on the terms of this RFQ. The Government may reject any quote that is not based on these terms. Quotes must contain information relevant to all the information contained within this solicitation and its attachments. It is the Offeror’s responsibility to complete their representations and certifications at SAM.gov. Without an active SAM.gov registration under the solicited NAICS code for this RFQ, evaluation for award cannot take place.
5. Responsibility Determination: Information obtained from sources, included but not limited to the System for Award Management (SAM) may be used as part of the responsibility determination made IAW FAR 9.104-1.
EVALUATION
1. The Government intends to award a FFP contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose quotation represents the lowest price technically acceptable.
2. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
3. Quotes that receive an unacceptable rating for technical acceptability will not be considered for award. Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.
4. The compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors below.
• Factor 1 : Technical Approach :
- Acceptability of this factor is based on an Offeror describing an adequate approach to addressing the below elements of the PWS. The submission shall document the Offeror’s processes and capabilities to demonstrate an understanding of the requirement and not just restate the PWS.
- The Offeror shall demonstrate an effective and sound approach:
• Describe your process for completing Section 3 of the PWS in the allotted timeframe.
The following table shall be used for the evaluation of Factor 1:
Adjectival Rating Description
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
• Factor 2 : Price :
- Adequate price competition is anticipated and exists if two or more responsible offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements. Therefore, the Offerors’ total evaluated prices (TEPs) will be evaluated for price reasonableness. The TEP will be the only discriminator amongst Offerors for this factor. Price analysis shall be used to evaluate the price reasonableness of LPTA Offeror.
- Offerors shall complete the CLIN Pricing Sheet contained within Attachment 2 (yellow cells ONLY).
- The Government may compare Offeror’s TEP, compare TEPs to the Independent Government Estimate
(IGE), or may use other price analysis techniques per FAR 13.106-3(a). Evaluation of option prices shall not obligate the Government to exercise the options.
A tax exemption letter will not be provided for this acquisition please keep this in mind when preparing your quote.
AWARD PROCESS
1) The Government will first review all quotes for compliance and then order the Offerors from Lowest TEP to Highest TEP. All compliant quotes will then be evaluated for Factor 1, Technical Approach on acceptable/unacceptable basis. Quotes that are technically unacceptable are un-awardable. The Government will continue the evaluation process until all quotes have been evaluated.
2) Then, the lowest priced quote deemed technically acceptable, will be evaluated for Factor 2, Price. Prior to award, the quoted price of the lowest priced technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR 13.106-3(a). The quotes TEP will also be evaluated to ensure balanced pricing IAW FAR 15.404-1(g). If the price is determined to be fair and reasonable, the lowest priced responsible Offeror, who is technically acceptable, will receive the award. The award will be made to that Offeror without further consideration to any other Offerors.
3) Provision at FAR 52.212-2, Evaluation-Commercial Items (Nov 2021) is NOT used in this solicitation. The evaluation procedures are outlined in this document.
4) The Offeror shall complete FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (Nov 2021). The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the SAM accessed through https://www.sam.gov.
5) FAR clauses 52.212-4, Contract Terms and Conditions – Commercial Items (Nov 2023), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Nov 2024), apply to this solicitation. 7) Organizational Conflicts of Interest. All Offerors shall identify any conflict of interest or appearance issues that might be a potential Organizational Conflict of Interest.
