PERFORMANCE WORK STATEMENT

FOR

16th Electromagnetic Warfare Squadron (EWS)

LANDSCAPE PROJECT

28 August 2025

1. Agency Background. The 16th EWS has a services contract requirement for revamping the landscaping in pdf 16 EWS Building with markings.

2. Description of Services. The Contractor shall furnish all labor, tools, material, and transportation necessary to complete landscaping project for 16th EWS, Peterson SFB, CO.

3. Scope. Minimum requirements necessary to complete landscaping project:

• Must include a minimum of 6 trees native to the local area.

• Must include a minimum of 8 shrubs native to the local area.

• Must include a seating area.

o Must include enough seating and tables to accommodate a minimum of 20 people.

Four precast concrete picnic tables - see attachment 1

• 2 Rectangular – two different locations

• 2 Rectangular – same location o Must include shading over tables and seating.

Two picnic shelters in the same style as those of the near buildings

7’H minimum - see attachment 2

• Shelter 1 – must cover two (2) rectangular picnic tables with maximum size being 16’x13’

• Shelter 2 – must cover one (1) circular picnic table maximum size being 11’x10’(optional) o Must include one trash receptable by each table.

o Must be located on hardscape.

Recommended pavers in the size of 12” – 18”

• Must include 50% hardscape and 50% greenspace.

• Must include a weather proof cell phone storage device.

o Must include minimum of lockable 50 compartments.

o Must include compartments large enough to fit cell phones completely inside.

o Must be located out of restricted area o Must be located on the other side of the vehicle path the patrols use, preferably 30 feet from the perimeter.

o An awning to cover storage device (optional)

4. Hours of Operation. The building is open for contract performance from Monday – Friday, 07:30 to 16:30, except federal holidays and Space Operations Command family days are considered non-duty days.

5. Place of Performance.

6. Security Clearance or Access to Building 2027. The contractors performing the work will be escorted at all times to gain access inside the secured areas of building 2027. The contractor must comply with the host bases instruction for entry to the base.
