About this file
The document is a Vendor Questions and Government Answers file for Solicitation FA251725Q0089 for a Flyaway SATCOM Terminal Antenna. The solicitation is issued by the 21st Contracting Squadron for one terminal to be located at Peterson Space Force Base in Colorado, with key technical requirements including WGS certification, GEO orbit operation, auto-tracking capability, and Ka-band functionality. Specific technical details include dish sizes between 1.2M-2.4M, a requirement for up to a 5MB circuit with minimum BER of 10^6, and LNB/BUC with 20-40W output power.
The procurement is a 100% small business set-aside with a firm-fixed price purchase order, classified under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Vendors must be registered in the System for Award Management (SAM) and submit quotes via email to SrA Kyle Howard by 2:00 PM MDT on 13 August 2025. Country-of-origin restrictions prohibit manufacturing from China, and the contract's funding is contingent upon appropriated funds availability. Interested vendors must carefully review Attachments 2 and 3 for offeror instructions and evaluation factors to remain eligible for award.

Solicitation FA251725Q0089 - Flyaway SATCOM Terminal Vendor Questions and Government Answers
Overview: Vendor questions are listed in black text and the responses from the government are in red text.
Q. Is a WGS certification a requirement?
A. WGS certification is a requirement for us.
Q. Is there a specific modem needed for this requirement?
A. No specific modem required however, standard protocols we would request would be : QPSK, 8PSK, 16QAM, DVB if possible.
Q. If no modem is required, is there an L-band interface requirement?
A. Only by way of a standard up-converter to SHF for the HPA.
Q. Is there a tracking capability needed?
A. Auto track required, yes.
Q. Single orbit or Multi-Orbit? i.e. GEO, MEO, HEO, etc.
A. GEO only.
Q. Dish size 1.2M – 2.4M. Do you want us to quote multiple sizes?
A. Yes please.
Q. Is there a minimum gain for receive?
A. No minimum gain per-se, we will be predominantly operating from a distance of approx. 2,500 miles north of the equator so, and for example, well inside the footprint of IOR 64 Deg E.
Q. What gain is needed for transmit in each band?
A. Without knowing how much gain can be offered, that’s difficult to answer. I would suggest we would be utilizing no more than max a 5MB circuit with a min required BER of 106 to the WGS constellation.
Q. Baseband Equipment: Do you want us to supply a modem with the terminal? If so, please specify a part number.
A. A modem would be required but I don’t know a part number.
Q. For this opportunity, may I ask whether WGS certification is mandatory?
A. Yes, WGS is an absolute requirement for us.
Q. And do you have any country-of-origin restrictions for this project?
A. Nothing can be manufactured from China
Q. Would you also require the corresponding LNB and BUC?
A. Yes please, Ka band (other bands for non WGS employment if available (see salient characteristics)
Q. If so, please kindly let us know the transmit and receive frequency ranges, as well as the desired output power for the BUC A. Ka Band, between 20W and 40W dependant on what is available but also happy to hear what can be provided.
