Statement of Work (SOW)
Project Number:
Project Title: Peterson Space Force Base
(PSFB) Artificial Turf and Installation
6 August 2025
1. GENERAL REQUIREMENTS:
1.1. Conduct all work in accordance with this SOW, all applicable federal, state, and local regulations, and Space Force specifications for outdoor recreational surfaces.
1.2. The Contractor is responsible for verifying site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a solution.
1.3. The Contractor shall furnish all labor, materials, equipment, and services necessary to install two synthetic turf areas, including underlay padding, infill, and field markings, on an existing concrete pad.
2. TURF INSTALLATION:
2.1. Install two separate synthetic turf areas on the existing concrete pad, each with the following specifications:
2.1.1. Dimensions: Two separate areas of 5 yards x 36 yards, one on either side of the existing equipment. 180 square yards each, 360 total yards.
2.1.2. Turf Color: Green field turf with white lines OR blue turf with white lines. The Government Representative will make a selection at the time of award.
2.1.3. Space Force Logo: The Space Force Logo will be printed in the center of both 5 yard x 36 yard areas of turf (see Attachment 7 for reference). The color of the Space Force text will be either black or grey (in accordance with Attachment 5 and Attachment 6). The vendor will select the text color that offers optimal visibility on both the green and blue turf options.
2.1.4. Pile Height: Between 3/4 inch and 1.5 inches.
2.1.5. Material: Synthetic turf designed for high durability and UV resistance, suitable for outdoor use on concrete.
2.1.6. Yard Markings: Solid white lines at 5-yard increments (e.g., 5, 10, 15, 20, 25, 30 yards).
2.2. Underlay Padding:
2.2.1. Thickness: Not to exceed 1/2 inch.
2.2.2. Material: Shock-absorbing padding suitable for installation on concrete, providing cushioning and safety without compromising stability.
2.2.3. Performance: Must meet or exceed industry standards for impact attenuation.
2.3. Infill:
2.3.1. Material: Non-rubber infill (e.g., sand, organic, or synthetic alternatives).
2.3.2. Environmental: Infill shall be non-toxic and compliant with EPA guidelines.
2.4. Installation Surface Preparation:
2.4.1. The contractor shall inspect and prepare the concrete pad to ensure proper adhesion and drainage, addressing any irregularities prior to installation.
2.4.2. The existing concrete pad shall meet the following minimum conditions:
• Surface Flatness: Deviation not to exceed ¼ inch in 10 feet in any direction, as verified by a straightedge test.
• Structural Integrity: No visible cracks, spalling, or surface delamination. Concrete shall exhibit no signs of movement or instability under foot traffic or equipment load.
• Surface Cleanliness: Pad must be clean, dry, and free of loose debris, oil, grease, sealers, or contaminants prior to installation.
• Drainage: Installation shall ensure adequate drainage to prevent water pooling, compliant with site-specific requirements.
2.4.3. If any of the conditions in 2.4.2 are not met, the contractor shall notify the Government prior to proceeding.
3. PERFORMANCE STANDARDS:
3.1. The installed turf system (turf, padding, infill) shall meet the following performance standards:
3.1.1. Durability: Withstand heavy foot traffic and outdoor weather conditions for a minimum of 5 years.
3.1.2. Maintenance: Require minimal maintenance, with the contractor providing a maintenance guide outlining care procedures.
3.1.3. Vertical Load: Withstand vertical loads of at least 75 psi without permanent deformation, verified via American Society for Testing and Materials (ASTM) D3574.
3.1.4. Drainage Rate: Facilitate drainage at a minimum rate of 10 inches/hour, tested per
ASTM F1551.
3.1.5. Fiber Retention: Maintain a minimum of 95% fiber retention and structural integrity after simulated wear equivalent to 10 games, using ASTM F1015 protocols.
3.1.6. Impact Attenuation: Meet or exceed ASTM F1936 standards for impact attenuation (Gmax ≤ 200).
4. INSTALLATION REQUIREMENTS:
4.1. Timeline:
4.1.1. Installation shall be completed within 60 calendar days from contract award.
4.2. Site Access: Contractor shall coordinate with base personnel for site access and security requirements.
4.3. Work Area Access: The worksite is located on Peterson Space Force Base but not within a restricted area. Therefore, all contractors must have proper authorization to access the site. Upon acceptance of this contract, the contractor shall complete and submit a PSFB Visitor Request to the Government Representative. All PSFB Visitor Requests shall be submitted no later than 15 business days prior to the first day of work.
The Contractor shall coordinate EAL processing with the Contracting Officer. Any contractor who fails to pass a background check will not be permitted to work on the installation.
4.4. Hours of Operation: Work shall be performed during normal business hours (7:00a.m.- 5:00p.m.) unless approved otherwise. Requests to work beyond and/or outside of these hours must be routed through the Contracting Officer as well as the Government Representative for approval. Requests to work beyond and/or outside of these hours shall be submitted to the Contracting Officer for approval. The contractor will not be able to work on federally recognized holidays or special events. If there is a special event that comes up during the hours of 7:00 a.m.-5:00 p.m., the contractor will be notified as soon as possible but the contractor should be prepared to stop work on short notice.
4.4.1. Inspection and Testing Schedule: Provide a timeline identifying inspection and testing checkpoints for:
• Subgrade preparation and compaction
• Aggregate base installation (gradation, depth, compaction)
• Turf roll layout and seaming
• Infill material installation (depth, distribution)
• Final grooming and field markings
4.4.2. Testing Procedures and Standards: All testing must be performed by qualified personnel and meet all required ASTM standards.
4.4.3. Nonconformance and Corrective Action: Any deficiencies shall be corrected.
Retesting is required at contractor’s expense for all failed areas before proceeding.
4.5. Cleanup: Contractor shall remove all debris and restore the work area to its original condition, excluding the installed turf areas.
5. DELIVERABLES:
5.1. Installed Turf Areas: Two fully installed turf areas meeting all specifications of the SOW.
5.2. Documentation:
5.2.1. Manufacturer’s warranty for turf, padding, and infill.
5.2.2. Maintenance guide for turf system.
5.2.3. As-built drawings showing layout and markings.
5.2.4. Certification of compliance with ASTM and environmental standards.
5.3. Training: The contractor shall provide a one-time, on-site training session for designated base personnel within 5 business days of project completion and prior to final acceptance. The training shall include:
5.3.1. Content Requirements:
• Overview of synthetic turf system components (turf, infill, base, seams)
• Recommended routine maintenance tasks:
o Brushing/grooming frequency and methods o Infill redistribution and top-off procedures o Removal of debris and contaminants
• Seasonal care practices (e.g., snow/ice removal, heat considerations)
• Inspection procedures to identify wear, seam separation, or infill displacement
• Recommended equipment (with manufacturer specifications)
5.3.2. Documentation: A summary of training content and materials shall be submitted.
