About this file
This document is Amendment 4 to a Question/Comment Matrix for Solicitation FA251725Q0021, covering C2 Systems & VTC Suite Maintenance & Tier 3 Support for the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM). The solicitation requires non-personal services for maintaining and supporting Video Telecommunications (VTC) and Video Distribution System (VDS) at Peterson Space Force Base and Cheyenne Mountain Space Force Station in Colorado. Key highlights include a firm fixed-price contract with monthly invoicing, mandatory Crestron Programmer certification requirements, and planned system upgrades from September 2025 to September 2026 involving the removal and replacement of end-of-life video codecs and integration with modern web conferencing platforms like Microsoft Teams and WebEx.
The amendment addresses several critical vendor questions, including historical service call data, expected labor hours, staffing expectations during exercises, and certification requirements. Notably, the contract requires a minimum of 1-2 C2VTC personnel on-site during major and minor exercises, with potential remote support and extended hours. Mandatory deliverables include technical status updates, risk assessments, configuration management records, system diagrams, and revised programming code. The government will provide source code and system drawings to the awarded contractor. The solicitation emphasizes performance-based contracting, with vendors expected to price their proposals based on the task requirements and anticipated workload.

Question/Comment Matrix
| Industry Questions | Government Answers | ||
| 1. Could you provide historical data on service calls or support tickets broken down by Critical, Normal, and Exercise categories over the past 12 months? | Please see attached Quarterly Reports on Sheet2 of this document. | ||
| 1a. Additionally, what are the average monthly labor hours associated with Tier 3 support? | This is a performance-based contract the quote should reflect the cost to complete the task. | ||
| 2. | Since this is a Firm Fixed Price contract with monthly invoicing, is there an expected baseline or range of monthly labor hours to assist with pricing? How does the government anticipate handling workload spikes beyond the fixed price—will change orders or additional labor provisions be considered? | Please see the answer to Question 1a. | |
| 3. | Are there any planned system upgrades, expansions, or technology refreshes during the contract term that could impact engineering or programming workload? | Yes, there are planned system upgrades during the contract term that may impact engineering and programming workloads. Specifically, about seven N&NC conference rooms have been identified for the removal and replacement of end-of-life (EoL) video codecs. These rooms will also be upgraded to support modern web conferencing platforms such as Microsoft Teams, WebEx, DISA GVS, and Pexip WebRTC. These enhancements are expected to require coordination, configuration, and potential integration efforts from the engineering and programming teams. BLUF: If the incumbent is assigned to the JOC modernization upgrade project, there may be scheduling conflicts due to overlapping resource demands, as the same personnel would be supporting both efforts. There is a major modernization project this team would be helping with. It is planned to go from Sept 2025 – Sept 2026. The work should be spread out over this time and not be a significant impact. | |
| 4. | Beyond the quarterly summary report, are there additional documentation or reporting requirements we should factor into our proposal? | Recommended contractor provide regular technical status updates, such as progress on development, integration, and testing activities, along with risk assessments, configuration management records (e.g., to ensure compliance with DISA STIGs), and applicable compliance reports. Mandatory deliverables include updated system diagrams/as-built drawings and revised programming code, all of which shall be the property of the Government. |
5. Could you provide more detail on staffing expectations and required contractor presence during major and minor exercises (e.g., number of personnel onsite, remote support requirements, extended hours)?
During major and minor exercises, contractor support is expected to include standby coverage for the JOC, CCR, and Battle Cab. This typically requires a minimum of 1–2 C2VTC personnel on-site, depending on the severity and complexity of the issue. Additional remote support or extended hours may be necessary based on exercise scope and operational tempo. Expectations should also account for scheduled building-wide power outages.
6. The PWS states that the contractor shall possess a minimum of a Gold-Level Master Crestron Programmer Certification. Will the Government recognize a Crestron Masters Technology Architect (MTA) certification as an acceptable equivalent in lieu of the Gold-Level certification for meeting this requirement? The Crestron Masters Technology Architect certification is considered desirable and acceptable, as it demonstrates an individual’s advanced capability to design and implement Crestron technologies and solutions. However, a valid Crestron Programmer certification remains a mandatory requirement.
7. If the Government does not recognize the Crestron Masters Technology Architect (MTA) certification as an acceptable equivalent to the Gold-Level Master Crestron Programmer certification, would the Government consider accepting equivalent years of demonstrated experience working on Crestron systems in lieu of the certification requirement? No, a certification is required.
8. Is there a current staffing plan supported by the incumbent that the site is working with? Or will this be a new requirement? Unknown. Consider to be a new requirement.
9. Please provide if available the usable source code for all the tools listed on Attachment #3 Government has current copies of codes and will provide to the awardee.
10. Please provide system drawings for both sites. If available. Government should have current copies of system drawings and will provide to the awardeee.
