To be eligible for the award, the Offer must receive an acceptable rating for all factors. The evaluation factors that establish the requirements of acceptability shall be set forth in this RFQ. The Government intends to award based on the initial quotation submission without interchanges. Offerors who do not quote the entire package requested will be considered non-responsive and their quotation may not be evaluated. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all.

Since award will be based on initial responses, Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The responses to this RFQ are intended to be evaluated, and award made, without interchanges unless interchanges are deemed to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Contractors that may address any aspect of the quote and may or may not be documented in real time. Offeror responses to interchanges will be considered in making the award selection decision. 11. Evaluation Criteria. Evaluation criteria will include the following factors:

Factor 1 – Technical Approach Factor 2 – Price

Factor 1 – Technical Approach

This factor assesses the Offeror's technical approach to meeting the requirements outlined in the Performance Work Statement (PWS). Offerors shall demonstrate a clear understanding of the requirements and present a technically acceptable approach. The retention plan will be evaluated on its clarity and feasibility. The plan will be incorporated into the contract upon award. Simply restating the PWS is not sufficient. The following requirements shall be addressed:

• Requirement 1: Tier Three Support: Describe your process for responding to Tier Three support requests during exercises and real-world contingencies in PWS Sections 2.1.3 and

2.3.8. This description shall include:

• Escalation procedures

• Mean time to respond (MTTR) targets and how these targets will be achieved as outlined in PWS Section 2.1.3 and 2.3.8

• Communication protocols

• Processes for documenting and tracking support requests

• Requirement 2: Technical Qualifications and Retention Plan for Crestron Gold and Information Assurance Technical (IAT) Level II Certified Personnel:

The Offeror shall provide the following:

• Documentation of Certifications: Provide verifiable documentation (e.g., copies of certifications, access to online verification portals) demonstrating that proposed key personnel possess current Crestron Gold-Level certifications and valid IAT Level II or higher certifications in accordance with DoD 8570.01-M.

• Detailed Acquisition and Retention Plan: A detailed plan outlining the Offeror's strategy for:

o Acquiring qualified technicians with both Crestron Gold-Level and IAT Level II certifications. The plan must address recruitment sources, screening processes to ensure candidates have the necessary certifications.

o Maintaining the required certification levels for the life of the contract, including strategies for recertification.

Evaluation of Factor 1:

Adjectival Rating Description Acceptable The Offeror’s technical approach meets the minimum requirements of the solicitation.

Unacceptable The Offeror’s technical approach does not meet the minimum requirements of the solicitation.

Factor 2 – Price The Offeror shall submit a price for each CLIN contained within Attachment 2 (yellow cells

ONLY). As per FAR 52.217-8, the Government may extend performance of any services unilaterally. The option to extend under this clause may be exercised at any point during the life of the contract and may be exercised more than once; however, the total extension of performance under this option shall not exceed six months. For pricing of FAR 52.217-8, it will automatically be calculated based on the Offeror’s pricing for Option Year 4 for evaluation purposes.

Adequate price competition is anticipated and exists if two or more responsible offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements.

The Government may compare Offeror Total Evaluated Price (TEP), compare TEPs to the Independent Government Estimate (IGE), or may use other price analysis techniques per FAR 13.106-3(a). Evaluation of option prices shall not obligate the Government to exercise the options. For purposes of evaluation, the TEP is defined in Attachment 2.
