MEMORANDUM FOR RECORD

FROM: 21 CONS

SUBJECT: Questions Regarding FA2517Q0020 – Indoor Plant/Landscape Maintenance

1. This MFR is being accomplished to address questions in relation to the site visit that occurred on 24 January 2025. If there is a question that is answered in the PWS, the section has been added to the end of the answer.

2. Questions:

i. Are all the plants indoors?

1. Yes, the plants that will be cared for are all indoors in plants beds. We have changed the name of the requirement to better align with the service.

ii. Are the plants in pots, interior beds, or both?

1. Both, some are in pots for easier rotation.

iii. What is the largest plant size?

1. Unknown.

iv. Where are the plant beds located in the building?

1. There are 5 sections on the first floor, labeled in the attached diagram. There is an additional section on the 3rd floor called the “catwalk” that is not pictured.

v. How big is the “catwalk”?

1. 200 square feet of planting area.

vi. Is there a plant list?

1. It is in the PWS. The plants listed in the PWS are the ones that are authorized to be in the building. (Section 1.2)

vii. Does the government pay for dead plant replacement?

1. No. The contractor will be responsible for replacing dead or dying plants with new ones. The replacement plant does not need to be the same species as the dead one. (Section 2.9)

viii. There are rocks in the plant beds, is that a requirement?

1. No. There is no rock requirement in the PWS.

ix. How do we water the plants?

1. The current incumbent has two portable water tanks on wheels that they use to water the plants, so that should be included in your quote. (Section 2.8)

x. How often is maintenance?

1. Once a week, generally about 6-7 hours for one person. There is no specific day of the week that the work needs to be done, that is at the contractor’s discretion.

xi. How early can we arrive? 08:00 Must exit by 16:00

1. Refer to PWS Section 3.2.

xii. Is there a minimum coverage requirement for the plant beds?

1. No.

xiii. Where can we fill the water tanks indoors?

1. There are slop sinks located in the Men’s and Women’s restrooms on the first floor that can be used to fill and store the tanks. (Section 2.8)

xiv. Are cell phones permitted at all?

1. No. No cellphones or Bluetooth devices are allowed in the building.

xv. How do we get into the building?

1. Please see diagram for the loading doc entrance. There is a gate before the entrance with a button to alert facility management that you have arrived. You will enter through the loading dock area and facility management will give you a temporary badge.

xvi. Are we bringing our own tools?

1. Yes. (Section 1.1)

xvii. How do we get our supplies upstairs?

1. There is a freight elevator that can be utilized.

xviii. What past pesticides and chemicals were used on the plants?

1. That is proprietary to the contractor.

xix. How deep are the plants beds?

1. 1- 3 ft depending on the area.

xx. What are the plant bed dimensions?

1. See Measurements (Rough estimates)

a. Plant Bed 1: 18 ft X 45 ft

b. Plants Bed 2: 15 ft X 16 ft

c. Plant Bed 3: 15 ft X 16 ft

d. Plant Bed 4: 18 ft X 30 ft

e. Plant Bed 5: 18 ft X 18 ft X 25 ft
