SOLICITATION NUMBER: FA251725Q0020
SUBJECT: REQUEST FOR QUOTE (RFQ) FOR BLDG 1 LANDSCAPE MAINTANENCE
Description of Requirement. The Contractor shall furnish all labor, tools, material, and transportation necessary to conduct weekly inspection and maintenance of all live foliage/plants in SPoC HQ Bldg 1, Peterson SFB, CO. There are approximately 341 plants and 20 trees throughout the building. Plants are located on the atrium floor and in planters that catwalk the west atrium. The contractor shall perform weekly inspection and maintenance on all live foliage plants in SPoC B-1 as follows: Check for proper moisture level, clean and trim plants, remove debris, dead leaves and trash from soil and floor areas upon completion of maintenance, add soil/mulch to soil surface as needed to keep plants healthy, rotate plants to predominant light sources as needed, provide proper levels of plant nutrients, inspect and treat for disease or insect infestation in accordance with local, State, and Federal regulations. Water sources are available on all floors of the building. Due to safety concerns, water hoses will not be utilized for watering plants; portable water tanks or alternate methods will be used to water plants. The contractor shall replace any expired or diseased plants, and any plants that reach maximum growth in pot or are determined unhealthy by the contractor and/or Facility Manager. All replacement plants will be of the same type or equal to that being replaced and must be approved by SPoC B-1 Facility Manager. Work shall comply with all applicable commercial and US military standards/specifications as well as Federal, State, and local laws and regulations (see Attachment 1 – Performance Work Statement, Appendix C).
All communications with the requiring activity concerning this solicitation shall cease until the award is announced.
During this period, interaction is only allowed with either the Contracting Officer or Contracting Specialist.
Notice to Offerors: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
2. The 21st Contracting Squadron, Peterson Space Force Base (SFB), intends to utilize this Request for Quotation (RFQ), under solicitation number FA2517-25-Q-0020 to award a Firm Fixed Price (FFP) purchase order.
The Government intends to award one contract to the responsible Offeror whose quotation represents the Best Value to the Government.
3. This solicitation document, and incorporated provisions and clauses, are those in effect through Federal Acquisition Circular 2025-02, Defense Federal Acquisition Regulation Supplement Change dated 01/03/2025, and the Department of the Air Force Federal Regulation Supplement dated 10/16/2024.
4. This effort is being solicited as a 100% small business set-aside under the North American Industry Classification System (NAICS) code 561730, Landscape Care and Maintenance Services. The small business size standard is $9.5M. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.
5. A detailed description of the Landscape Maintenance on Peterson SFB can be found in the Performance Work Statement (PWS) (Attachment 1).
6. Performance shall take place at Peterson SFB, Colorado. Table 1 details the anticipated Periods of Performance (PoP) for Bldg. 1 Landscaping Maintanence Services, to include a base period, four (4) option periods and a six-month extension period IAW FAR 52.217-8.

INSTRUCTIONS
1. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Sep 2023), and the following addendum applies to this acquisition:
- Paragraph (c) is revised to the following:
Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.
- Paragraph (g) is revised to the following:
Contract award (not applicable to Invitation for Bids) The Government intends to award a FFP contract resulting from the RFQ to the responsible Offeror whose quotation represents the lowest price technically acceptable (LPTA) to the Government. To be eligible for award, the Offer must receive an acceptable rating for all factors that have been set forth in this RFQ. Since an award will be based on initial responses, Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The government intends to award a FFP purchase order without interchanges with respective offeror(s). The Government, however, reserves the right to conduct interchanges if deemed in its best interest. The Government may conduct interchanges with one, some, none or all offeror(s) at its discretion. Offerors who do not quote the entire package requested may be considered non-responsive and their quotation may not be evaluated. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all.
2. Please provide a Firm Fixed-Price Quote prepared and submitted in the following format:
i. Cover Letter (NTE 1 page), Technical Approach (NTE 5 pages) and the Pricing Worksheet (Attachment 3) properly filled out, are required;
ii. Table of Contents, Glossaries, Tabs, and List of Acronyms do not count against the page limit;
iii. Pages shall be single line spaced; with a minimum 1-inch margin all around. The font shall be no smaller than 10 point and no larger than 12 point for general text, text in tables, charts, graphs, and figures. No condensed fonts allowed; Times New Roman or Arial font only.
iv. The Cover Letter shall identify the Offeror’s Point of Contact (POC) to include a phone number and email address for any questions regarding the submitted quotation and the having authority to negotiate and bind the company as well as the Offeror’s UEI and CAGE Code;
v. If page limits are exceeded, the excess pages will not be read or considered in the evaluation of the quotation.
3. The quoter shall specify the associated CLIN for each item included in the quote. Quoters shall complete the attached Pricing Sheet (Attachment 3). Each deliverable must be priced within the pricing worksheet to calculate the total not to exceed (NTE) price for each period. Quoters shall round calculations to the nearest dollar.
4. Terms and content of your quote: Quotes should be based on the terms of this RFQ. The Government may reject any quote that is not based on these terms. Quotes must contain information relevant to all the information contained within this solicitation and its attachments. It is the Offeror’s responsibility to complete their representations and certifications at SAM.gov. Without an active SAM.gov registration under the solicited NAICS code for this RFQ, evaluation for award cannot take place.
5. Responsibility Determination: Information obtained from sources, included but not limited to the System for Award Management (SAM) may be used as part of the responsibility determination made IAW FAR 9.104-1.
EVALUATION
A. The Government intends to award a FFP contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will award to the lowest priced offeror that is determined to be technically acceptable. To be eligible for award, the Offer must receive acceptable rating for all factor(s) contained in this solicitation.
B. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
C. The compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors:
• Factor 1 : Technical Acceptability :
- To be rated “Acceptable”, the quote shall demonstrate an effective and sound approach to fulfilling the requirements listed in Attachment 1 – PWS Section 2.
- Quotes that receive an unacceptable rating for technical acceptability will not be considered for award. Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.
- The following table shall be used for the evaluation of Factor 1:
Adjectival Rating Description Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
• Factor 2 : Price :
- The Offeror shall submit a price for each CLIN contained within Attachment 3 (yellow cells ONLY).
As per FAR 52.217-8, the Government may extend performance of any services unilaterally. The option to extend under this clause may be exercised at any point during the life of the contract and may be exercised more than once; however, the total extension of performance under this option shall not exceed six months.
For pricing of FAR 52.217-8, it will automatically be calculated based on the Offeror’s pricing for Option Year 4 for evaluation purposes.
- The Government may compare Offeror TEPs, compare TEPs to the Independent Government Estimate (IGE), or may use other price analysis techniques per FAR 13.106-3(a). Evaluation of option prices shall not obligate the Government to exercise the options. For purposes of evaluation, the TEP is defined in Attachment 3.
