Request for Quote

AMENDMENT ONE: RFQ# FA2517-20-Q-0038

Title of Requirement: C4I ISP Infrastructure Phase II Premise Wiring

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This is a Request for Quote (RFQ) for buildings 0218, 0590, 0625, 1270, 1283, 1284, 1322, and 1325 Premise Wiring is sent on behalf of 21st Communication Squadron.

3. This requirement is a 100% Small Business set-aside. The anticipated award will be a firm-fixed-price contract, which an award will be made to the offeror whose quote is technically acceptable and lowest price. A single award will be made as a result of evaluation of quotes received

4. The solicitation shall incorporate provisions and clauses that are in effect through Federal

Acquisition Circular 2020-07, 2 July 2020. Provisions and clauses may be obtained via http://acquisition.gov.

5. The North American Industry Classification System (NAICS) code is 238210 – Electrical

Contractors and Other Wiring Installation Contractors. The Product Service Code is N060 –

Installation of Fiber Optics Materials, Components, Assemblies and Accessories mater. The small business size standard for this code is $16.5 Million.

6. The period of performance must start by end of FY20 and be complete by FY21. Vendors shall provide a timeline for completion in quote.

7. This RFQ was prepared IAW the procedures outlined in Subpart 13.5.

8. The contract line item numbers (CLINs) are detailed in Table 1 below.

9. A detailed description of this requirement can be found in the Statement of Objectives (SOO) dated 25 March 2020 (Attachment 1: SOO). Building photographs can be found in Attachment 2:

10. Performance shall take place on Peterson AFB, IAW the Statement of Objectives, Attachment 1.

11. FAR 52.212-1, Instruction to Offerors Commercial Items (Jan 2017):

Please provide a Firm Fixed Price quote.

IAW FAR 52.212-1, all quotes should include:

1. The solicitation number

2. Quote number

3. Name, address, and telephone number of the offeror

4. DUNS Number and CAGE Code

5. Expiration of Quotation

6. Time Specified for Receipt of Offers

7. Terms of any express warranties

8. Price and any discount terms

9. F.O.B. destination, Expected delivery date

10. Please provide a 90 day acceptance period for your quote

11. Acknowledgement of all solicitation amendments

12. Quotes must indicate quantity, unit price and total amount. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration

13. RFQ submission must be in accordance with the solicitation

a. Offerors must be registered in the System for Award Management (SAM.gov) to be eligible for award (Ref. DFARS 252.204-7004, Required Central Contractor

Registration); CAGE Code/ DUNS information can be found by contacting the Small

Business Administration at www.sba.gov or System for Award Management at www.sam.gov.

Questions: regarding this solicitation shall be submitted in writing, via e-mail to the Contracting http://www.sba.gov/ http://www.sam.gov/

Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. All questions must be submitted no later than 12:00 p.m. Mountain Time

(MT) on 3 August 2020.

As a result of this Amendment, the response time has not changed: Quotes are due no later than 12:00 p.m. Mountain Time on 7 August 2020. Please submit quotes in writing, via e-mail, to the Contracting Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. Quotes must detail unit/item price, extended price and total price, as well as documentation that addresses the required items from the SOO.

Government Points of Contact:

All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer.

Site Visit: A site visit was conducted 27 May 2020 from 9:00 a.m. MT through 1:00 p.m. MT.

Although not required, please be advised that offerors who did not attend the site visit are solely responsible for their FFP quote and the Government is not liable for any mistakes that may arise from not surveying the site prior to submission of an offer.

12. FAR 52.212-2 Evaluation Criteria – Commercial Items (Oct 2014)

(a) The Government will award a firm fixed price contract on a competitive basis resulting from the solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government. The method of evaluation will be Lowest

Price Technically Acceptable (LPTA). The Government will award to the lowest priced offeror that is determined to be technically acceptable. The following factors shall be used to evaluate offers:

(b) Award Process:

Evaluation Process: First, the Government will rank the Quotes from lowest price to highest price. Next, the lowest priced quote will then be evaluated for technical acceptability IAW the stated criteria as outlined in Factor 1. If the lowest priced quote is technically acceptable the evaluation process stops and award will be made to that offeror without further consideration to any other offerors. If the lowest priced quote is technically unacceptable, the Government will continue the evaluation process until reaching a technically acceptable quote. The Government reserves the right to award without exchanges.

(c) Factor 1 – Technical Acceptability:

i. Technical evaluation provides an assessment of the offeror’s capability to satisfy the

Government’s requirement. Technical Acceptability will be based on the below subfactor. This factor will be rated as acceptable or Unacceptable. The subfactor must be rated acceptable to be considered for award. Quotes that receive an unacceptable rating for the subfactor may not be considered for award.

Subfactor 1: Engineering, furnishing, installing and testing: To be rated

“Acceptable”, the quote shall provide an acceptable approach (i.e. Method, manning, etc.) to meeting the stated requirements in the SOO for engineering, furnishing, installing and testing new unshielded Category

(CAT 6) premise wiring within Buildings 0218, 0590, 0625, 1270, 1283, 1284, 1322, and 1325 at Peterson AFB, CO. (paragraph 1.0 of SOO). The quote must clearly state how the offeror will meet the stated requirements in the SOO. Quotes shall not merely regurgitate the SOO. Quotes that regurgitate the SOO, will be deemed technically unacceptable and subsequently unawardable.

Acceptable: Acceptable is defined as: The quote provides an acceptable approach that meets the minimum stated requirements of the SOO for engineering, furnishing, installing and testing new unshielded Category

(CAT 6) premise wiring within Buildings 0218, 0590, 0625, 1270, 1283, 1284, 1322, and 1325 at Peterson AFB, CO.

Unacceptable: Unacceptable is defined as: The quote does not provide an acceptable approach that meets the stated requirements of the SOO for engineering, furnishing, installing and testing new unshielded Category

(CAT 6) premise wiring within Buildings 0218, 0590, 0625, 1270, 1283, 1284, 1322, and 1325 at Peterson AFB, CO.

ii. Quotes that do not meet all stated requirements of the solicitation may be considered non-compliant and may not be considered for award.

(d) Factor 2 – Price Evaluation

The quoted price will be evaluated in order to determine if it’s reasonable in accordance with FAR 13.106-3(a). Pricing for technically unacceptable quotes may not be evaluated

(e) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

13. Responsibility Determination: Information obtained from sources such as, System for

Award Management (SAM), Federal Awardee Performance and Integrity Information

System (FAPIIS), Contractor Performance Assessment Reporting System (CPARS), and

Past Performance Information Retrieval System (PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104-1.

14. The Government intends to make a selection based on initial quote submissions without conducting exchanges, but reserves the right to conduct them if, during the evaluation, it is determined to be in the best interest of the Government. Exchanges may be conducted with one, some, or all offerors as the Government is not required to conduct exchanges with any or all offerors responding to this solicitation.

(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.

Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security

Forces for processing. When reporting to the office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and a valid vehicle insurance certificate to obtain a vehicle pass.

(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-501, Volume 1, The Air Force Installation Security Program and AFI 31-501, Personnel Security Program Management.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

(f) Failure to comply with these requirements may result in withholding of final payment.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

(i) 52.203-13, Contractor Code of Business Ethics and Conduct (OCT

2015) (41 U.S.C. 3509).

(ii) 52.203-19, Prohibition on Requiring Certain Internal Confidentiality Agreements or
