Project Title: C4ISP Infrastructure Upgrade Document Title: Questions and Answers in response to the RFQ
RFQ# FA2517-20-Q-0038
1. Is there a fiber that is being installed as part of this project? Paperwork in the packet referring to CS41 ISP fiber install. I don’t see anything else about it. Answer: This project is to upgrade existing premise wiring with Category-6 premise wiring; we have no fiber requirements as part of this effort nor did we reference any in the Statement of Objectives.
2. Do we know how many cabinets/racks we are supposed to install for this project? I see in the SOW that the military is supplying 3 cabinets for the installer to install. 2 lockable 6’ cabinets in bldg. 218 in CR117 and 1 half lockable cabinet/rack in bldg. 1322 adjacent to the Avaya telephone cabinet on the first floor. It talks about other cabinet/racks to be installed but doesn’t really specify how many or where? I’ve read this over several times it talks about 4 post racks for equipment, 2 post racks for cabling and cabinets but doesn’t talk about how many they want or where they are needed? I’ve looked at the questions and pictures and it just references that the answers will be in the amendment 1 SOW. Answer:
SOO Para 2.2.8 states, For the building 0218, the Government shall provide two (2) 19” lockable cabinets (one cabinet for voice and the other for data), and the Contractor shall install them in the Communications Room (CR) 117. For the building 1322, the Government shall provide one (1) 19” half-rack lockable cabinet, and the Contractor shall install it adjacent to the Avaya Telephone Cabinet on the 1st floor. For the rest of building, the Contractor shall provide and install with appropriate floor-mounted or wall-mounted 19” cabinets/racks where required.
The equipment racks shall be 4-post, standard 19” racks. The Contractor shall provide with appropriate horizontal/vertical cable management, blanking panels, and shelving for all equipment cabinets/racks. The Contractor shall properly ground all equipment cabinets/racks and install electrical runs/feeders to them from the nearest electrical utilities service panels. In the SOO’s drawings, the cabling for B590 will be terminated in the B590 basement existing rack in new Cat-6 patch panels provided by contractor according to industry specs as called out. In the SOO’s drawings for B625, there is not sufficient room for additional racks in the comm room identified, however there are multiple voice & data patch panels spread out across the two different existing racks already in place. During the walkthrough it was identified that these will be consolidated by the vendor with all voice in one rack, and all data in the 2nd rack, allowing for the additional room required for the patch panels necessary. In the SOO’s drawings, the cabling for B1270 will be terminated in the B1270 basement existing rack in new Cat-6 patch panels provided by contractor according to industry specs as called out. The only vendor supplied and installed locking cabinet (at this time unless identified as necessary elsewhere during pre-construction walkthrough) is in B1325, first floor, as shown on SOO drawings. All other facilities will use existing racks if able.
3. It doesn’t really say where the patch panels are needed either? Just states that the installer will supply them. Can you confirm location? Answer: required to be installed in each comm room identified in the SOO drawings for where the cabling will terminate.
4. Will all new patch panels be installed in existing racks and or cabinets? Answer: See answer 2 above.
5. Is cable tray required or can J-hooks be used to support the cables the entire run? Answer:
Cable trays are required for main runs in hallways but J-hooks are acceptable for feeders out to individual areas/drop locations.
6. Are new full or half rack cabinets required? If so, please clarify where they are required.
Answer: See Answer 2 above.
7. Are PDU’s required? If so, please clarify the quantity required. Answer: PDUs are to be part of the cabinets purchased/installed by the selected vendor; if using existing racks, PDUs should already be installed.
8. Is surface raceway required? If so, please clarify where it is needed. Answer: During walkthrough with interested vendors it was noted there is no surface raceway identified at that time, and that all cabling is to be installed inside the wall to the drop locations. If selected vendor identifies discrepancies with that during the pre-construction walkthrough then it will be re-addressed at that time.
9. Please confirm all new outlets are dual category 6 outlets. Answer: All outlets to be installed (unless otherwise identified in the SOO/on the drawings) are dual category 6 outlets housing 1-data and 1-voice jack in accordance with color schemes, termination requirements and spares as outlined in the Peterson Air Force Base Construction Design Guide (also attached).
