General Questions:

Q: Can we confirm that the supplier will be providing all materials, or will the client provide the materials?

A: Selected vendor provides all materials.

Q: For each diagram, can the client provide the final number of drops and locations?

A: Yes, will be included in the updated SOO and facility drawings.

Q: Are new network racks planned for all buildings and should the vendor provide those? If only certain comm rooms, can you specify which comm rooms will need new network racks?

A: Yes, will be included in the updated SOO and facility drawings.

Q: Will vendor be responsible for providing ladders and lifts for the onsite work?

A: Yes

Q: Will vendor provide new patch panels for all sites?

A: Yes

Q: Is work to be completed during normal business hours?

A: Yes, unless otherwise needed and will be coordinated with selected vendor as appropriate.

Q: Does the department of the Air force have any special discounts with the cabling manufacturing companies that we should apply?

A: No.

Q: What is the planned timeframe for project completion?

A: Must start by end of FY20, and be complete by FY21; we expect vendors to provide realistic timelines for the amount of work being asked.

Q: When is the anticipated date for the final or revised SOO/RFP and expected response date?

A: At this time the target date for RFQ release is yet to be determined.

Q: Can the Government provide to scale PDF or CAD drawings for each facility?

A: We do not have scaled drawings.

Q: Will all facilities require the new cabling infrastructure to be installed, tested, and cut over prior to any demo?

A: At this time, yes. However for smaller installs such as dormitory manager’s offices those may be considered for 1-4-1 swaps. Any downtime for 1-4-1 swaps will need to be coordinated prior to it happening; vendors should propose which parts of facilities can be considered for 1-4- 1 so there is not additional conduit being required to be ran.

Bldg. 218:

Q: TR 173 has (2) fully populated network cabinets, is the Government expectation that the contractor utilize one of these existing cabinets for the replacement locations? Due to the size of this room, there is not enough space to install a third cabinet for the new infrastructure.

A: This has been updated that all cabling will be brought back to TR 117 and the tie cable still installed between TR 117 and TR 173. There will be 2 GFE locking cabinets that the vendor will need to install, ground, run power to and terminate all cabling into. Statement of Objectives has been updated with this information. Gives both vendor and 21 CS room to work in versus the cramped TR 173. There are existing voice-recorders that will need to remain in TR 173 and other specialized equipment however it will need to be tied back to TR 117; 21 CS will discuss with selected vendor during pre-construction site walks.

Q: Will the Government update the drawing to include wall phones not listed on the provided drawings and provide an update the drop locations?

A: Yes, all drawings will be updated.

Bldg. 590:

Q: Will the Government verify from the drawing provided, a reduction from 5 locations to 3 locations?

A: Yes, all drawings will be updated

Bldg. 625:

Q: Will the Government verify from the drawing provided, a correct inventory of drop locations on the remaining areas of the facility?

A: Yes, all drawings will be updated

Q: Will the Government concur, that the existing CAT6 infrastructure voice cabling be required to relocate from the 110 wall field to existing 2 post rack? Will these voice cables need to be retested and included in as-built required documents.

A: Re-establish one rack for voice, one rack for data. If cabling is being re-terminated, testing will be required.

Q: Per the drawing, will the 2 network locations be needed in the SIPR room?

A: No. Drawings will be updated.

Bldg. 1158:

Q: Will the Government update the requirements for the single office locations and location of TR for these locations to be terminated in?

A: B1158 will be removed completely from this requirement.

Bldg. 1284:

Q: Can the Government please verify the drawing location count is correct?

A: Yes, all drawings will be updated

Bldg. 1322:

Q: Can the Government clarify the statement that there will be a GFE network rack and location? Per the suggested location of a GFE rack, will the Government require the contractor to submit a AF Form 332 to CE for any required coring for infrastructure pathways if there is a cinderblock wall that will need to be passed through.

A: For B1322 the proposed way ahead is take a GFE rack, have the vendor install the rack adjacent to the Avaya telephone maintenance cabinet in the warehouse, install electrical and necessary grounding, then have all homeruns terminating into the newly placed rack. Any coring that is required should be addressed in proposals and 21 CS/SCX will work with CES for approval.

Q: Will the GFE network rack be installed, grounded, and electrical installed prior to installation?

A: No, include as part of proposal.

Q: Will the vendor provide the cable trays and the new network rack?

A: Yes.

Bldg. 1325:

Q: Will the Government be providing the 6’ lockable network rack and will the GFE network rack be installed, grounded, and electrical installed prior to installation?

A: Not for B1325, the GFE racks available are too tall. Requires vendor to provide and install lockable rack to include electrical and grounding.
