Amendment 1 to Combined/Synopsis solicitation FA2517-16-Q-6042 Response to Questions
1. Q: Concerning Attachment 2, DD254Draft: Is this attachment to be considered for advisory purposes only, or is it to be “fully completed and submitted,” as noted in “Combined Solicitation/Synopsis, para. xv, p. 7?
A: Attachment 2, DD254 Draft is included in the Request for Quote for your reference. A completed DD254 will only be required from the Contractor to whom the contract is awarded.
2. Q: I do not currently hold a Secret security clearance. What does a “plan to obtain” need to include?
A: At a minimum, the Offeror should discuss any previous security clearances held by the lead author and a statement that the company will coordinate with the Designated Government Representative to process a request to reactivate that clearance or to obtain new clearance.
3. Q: Due to prior commitments, I am not able to meet the deadlines for delivery as outlined in the RFQ. Can I submit a quote that proposes a later delivery date for the first deliverable?
A: All submitted quotes will be evaluated as outlined in the RFQ, so yes, you may submit a quote with proposed changes, with the understanding that such changes may not be in the Government’s best interest. It is anticipated that production of the manuscript will begin on award of the contract, but as outlined in the Schedule of Delivery Requirements, the Contractor will coordinate the submission of deliverables through the Designated Government Representative. Any deviation from the original schedule during production will be considered on a case by case basis.
4. Question: For registration on the System for Award Management (SAM), is it necessary for my company to be registered under NAICS Code 711510 in order to be considered responsive to this solicitation?
A: By responding to this RFQ you are asserting that your company qualifies as a small business under the Small Business Administration guidelines, and no further action from you is required. For additional information or assistance, you may wish to contact the Colorado Procurement Technical Assistance Council (http://www.coloradoptac.org/).
