Description:

In accordance with (IAW) FAR 12.603(c)(2), Streamlined Solicitation for Commercial Items, the following is submitted for this Request for Quote (RFQ):

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation FA2517-16-Q-6042, History Book, is being issued as a Request for Quote (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 and through Department of Defense Acquisition Regulation Change Notice 20160811. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil/vffar1.htm.

(iv) This acquisition will be a small business set aside. The applicable NAICS code is: 711510, Authors, independent with a size standard of $7.5 million. A single award will be made as a result of evaluation of proposals received.

(v) Exhibit A is the list of delivery requirements and shall be completed and submitted as part of the Contractor’s quote. All travel costs shall be included in the total price.

(vi) This requirement is for a scholarly, academic quality manuscript on the history of the Air Force space launch enterprise in the form of an analytical narrative manuscript, thoroughly researched and footnoted in a professional manner.

(vii) Delivery terms for all items listed in this solicitation shall be:

FOB Destination to: Peterson AFB, Colorado Springs, CO, 80914.

Final Delivery shall be: 36 months after date of award with component delivery requirements due at the end of each month (Exhibit A).

(viii) Provision FAR 52.212-1 -- Instructions to Offerors -- Commercial Items (Oct 2015), applies to this acquisition. The following addenda apply to this provision:

Addendum to 52.212-1, Instructions for RFQ Submission

a. Please provide a Firm Fixed-Price quote IAW this RFQ and the Statement of Delivery Requirements (SDR) (Attachment 1). FAR Part 15 does NOT apply. The Government intends to establish award without further communications with Offerors. Offerors are highly encouraged to quote their best technical and pricing quotes in their initial submissions. However, the Government reserves the right to communicate with any or all Offerors submitting a technical and price quote, if it is determined advantageous to the Government to do so. This statement does not mean that the Government is obligated to communicate with every Offeror. An Offeror may be eliminated from consideration without further communication if its technical and or price quotes are not among those Offerors considered most advantageous to the Government.

b. Offerors shall include the following with their RFQ: Factor 1 – Technical and Factor 2 – Price.

i. Factor 1 – Technical

The Technical Section is limited to 25 pages. A page is defined as each face of an 8-1/2 x 11-inch sheet of paper. Page margins shall be a minimum of 1-inch each for the top, bottom, and sides. Text type shall be Times New Roman or Arial, no smaller than 12-point with normal proportional spacing. Text lines will be no less than single-spaced. Any text within graphics, exhibits and figures shall be no smaller than Times New Roman or Arial 8-point font. Text within tables shall be no smaller than Times New Roman or Arial 10-point font. Pages exceeding the authorized page count will be removed from the proposal.

Indices, cover pages, table of contents are not subject to the limit. This section shall provide sufficient information to allow the evaluation of the Subfactors as outlined in Paragraph ix, FAR 52.212-2 Evaluation--Commercial Items (Oct 2014). The Technical Section will be broken out by evaluation subfactors.

(a) Subfactor 1 – Credentials: The offeror shall provide a resume or curriculum vitae for the author(s) to include education background. The offeror shall provide a list of all professional publications of the author(s).

(b) Subfactor 2 – Sample Review: The offeror shall provide an 8 - 10 page professionally published sample of writing from the lead author. This sample’s topic shall be a space or rocket related subject.

(c) Subfactor 3 – Security Clearance: The Offeror must provide either a certificate of clearance for the lead author or provide a plan to obtain such clearance because all personnel working under this contract must possess a Secret Security Clearance for the performance of this work. The lead author(s) must be in posession of a U.S. security clearance of Secret or higher or be capable of obtaining a Secret or higher clearance. RFQ FA2517-16-Q-6042 requires access to information (see Attachment 2 - DD 254 Draft) classified at the Secret level which will be released only to offerors possessing the appropriate clearance. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R).

ii. Factor 2 – Price

(a) Please provide the Price by filling in Exhibit A. Offerors shall round the price to the nearest dollar. Quotes submitted with extended figures hidden or set to display to the nearest dollar without rounding may not be accepted. Quotes submitted without Exhibit A may be considered non-responsive.

(b) Payment Terms: 36 equal commercial interim payments will be made upon delivery and acceptance of each delivery requirement IAW the schedule of delivery requirements listed in Exhibit A. Alternate payment terms shall not be accepted.

a. The Government anticipates making award in September 2016, with delivery 36 calendar months after contract award (separate delivery requirements due at the end of each month).

b. Please provide a 30-day acceptance period for your quote.

c. Offeror must be registered in SAM under 711510, Authors, Independent in order to be considered responsive. All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal.

d. Offeror must complete the Following Full Text Clauses to be considered responsive: FAR 52.212-3 (July 2016) and 52.209-2 (Nov 2015), DFARS 252.209-7999 (June 2016) and DFARS 252.211-7003 (Mar 2016) (Attachment 3 – Contractor Submittal Form).

e. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer.

f. The provision at FAR 52.212-2 Evaluation--Commercial Items (Oct 2014) applies to this acquisition.

(ix) Provision FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014), applies to this acquisition. The following addenda apply to this provision:

Addendum to FAR 52.212-2 Evaluation – Commercial Items (Oct 2014)

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

1. Technical Evaluation:

(a) Technical evaluation will be based on an evaluation of the stated Technical Subfactors. Each Subfactor must meet the minimum standards of a “Satisfactory” rating to be considered for an award.

(b) The Technical evaluation criteria, in relative order of importance will be significantly more important than price considerations. In using this decision approach, the Government seeks to award to the responsive, responsible offeror whose proposal is most advantageous to the Government considering technical Subfactors and price. The Government may award to a higher priced offer based on this evaluation criteria.

(c) The factor will be evaluated on the following Subfactors:

i. Subfactor 1 – Credentials: The lead author shall demonstrate an academically qualified background in a space or rocket related subject. At a minimum, the lead author shall have achieved a Masters in history or another subject related to space or rockets. At a minimum, the lead author shall demonstrate at least one space-related professionally published non-fiction work.

ii. Subfactor 2 – Sample Review: The offeror shall demonstrate a narrative equivalent in style and tone to other non-fiction military history publications such as: Beyond Horizons: A History of the Air Force in Space, 1947–2007 and On Alert: An Operational History of the United States Air Force Intercontinental Ballistic Missile Program, 1945–2011.. The offeror shall demonstrate skills in primary and secondary source research. The sample must be consecutive pages of a work and include scholarly annotations or footnotes.

iii. Subfactor 3 – Security Clearance: The Offeror must provide either a certificate of clearance for the lead author or provide a plan to obtain such clearance.

(d) Each Subfactor will receive one of the following technical ratings:

DESCRIPTION

Superior Based on the offeror’s education, curriculum vitae or resume, and writing sample, the Offeror exceeds the minimum technical requirements and the Government has a high expectation that the offeror will successfully fulfill contract requirements.

Satisfactory Based on the offeror’s education, curriculum vitae or resume, writing sample, and security clearance certificate or plan, the Offeror meets the minimum technical requirements and the Government has a reasonable expectation that the offeror will successfully fulfill contract requirements.

Unsatisfactory Based on the offeror’s education, curriculum vitae or resume, writing sample, and security clearance certificate or plan, the Offeror does not meet the minimum technical requirements and the Government has no expectation that the offeror will successfully fulfill contract requirements.

2. Price: Price will be evaluated IAW FAR 13.106-3, but will not be rated.

3. Determination of Responsibility: Determination of offeror responsibility will be reviewed IAW FAR 9.104.

b. Award Process:

1. The Government will first evaluate all quotes for responsiveness. Quotes not submitted IAW the requirements of the solicitation to include all required attachments may be considered non-responsive.

(a) IAW Factor 1: Technical, the Government will then evaluate quotes on the overall technical rating of all subfactors listed above.

(b) The Government will conduct comparative evaluations of offers.

(c) Price will be evaluated for reasonableness IAW FAR 9.104, but will not be rated.

(d) An award will be made to the offeror that is most advantageous to the Government considering technical rating and price. This competitive selection may result in an award being made to a higher priced offeror where the Contracting Officer (CO) determines that the higher technical rating of the higher priced offeror outweighs the price difference. While the CO will strive for maximum objectivity, the selection process by its nature is subjective. Therefore, professional judgment is implicit throughout the entire process.

(e) Before the offer's specified expiration time, the Government may accept the offer, whether or not there are communications after its receipt, unless a written notice of withdrawal is received before award.

2. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) The provision at FAR 52.212-3, Offeror Representations and Certification—Commercial Items (July 2016), with Alternate I, is applicable to this acquisition. Ensure all Representations and Certifications are updated in SAM. See Attachment 3, Contractor Submittal Form, for full text and applicable fill-ins. The Contractor Submittal Form (Attachment 3) must be submitted as part of the quote. Quotes submitted without the Contractor Submittal Form may not be considered for award.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 2015), applies to the acquisition.

(xii) The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jun 2016), applies to this acquisition. See Attachment 4, Additional Terms and Conditions, for full text.

(xiii) Additional terms and conditions apply to this solicitation and are found in Attachment 4, Additional Terms and Conditions.

(xviii) The Defense Priorities and Allocation Systems (DPAS) does not apply to this request for quote.

(xv) Exhibit A, Attachment 2, DD254 Draft, Attachment 3, Contractor Submittal Form, and Attachment 4, Additional Terms and Conditions must be fully completed and submitted with the offeror’s quote. Quotes are due via e-mail not later than 10:00 am (Mountain Time) on Tuesday, 6 September 2016. If you have questions, please submit them in writing not later than 10:00 am (Mountain Time) on Thursday, 1 September 2016. All quotes and questions (if applicable) shall be emailed to both the Contracting Specialist and the Contracting Officer. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer and the Contract Specialist.
