STATEMENT OF DELIVERY REQUIREMENTS (SDR)

FOR

HISTORY OFFICE BOOK PROJECT

FOR

HQ AIR FORCE SPACE COMMAND OFFICE OF HISTORY (AFSPC/HO)

1. DESCRIPTION OF DELIVERABLES: Contractor is required to provide a scholarly, academic quality history of the Air Force space launch enterprise in the form of an analytical narrative manuscript, thoroughly researched and footnoted in a professional manner.

3. OVERVIEW OF DELIVERY REQUIREMENTS: The requirement is for a scholarly, academic-quality, book-length history of the Air Force space launch enterprise in the form of an analytical narrative manuscript, thoroughly researched and footnoted in a professional manner.

4. SPECIFIC REQUIREMENTS: The finished manuscript shall be similar in style and tone, but not identical in style and tone to Beyond Horizons: A History of the Air Force in Space, 1947–2007 and On Alert: An Operational History of the United States Air Force Intercontinental Ballistic Missile Program, 1945–2011. All reviews, briefings, policies, and plans that are developed, reviewed and created, shall be studied and approved by the Designated Government Representative (DGR) prior to moving on to another task. The assignment of the DGR shall be the responsibility of the History Office through written notification to the Contracting Officer (CO) and Contractor no later than three business days after the date of the award. The History Office may make changes to the DGR as necessary to fulfill the terms of the contract by notifying the CO and the Contractor in writing within three business days of such change.

4.1. REQUIREMENT 1: The Contractor shall deliver an original manuscript comprised of a chapter-by-chapter analytical narrative on the history of the Air Force space launch enterprise. This includes, but is not limited to, an introduction, subsequent chapters on specific topical elements within the launch enterprise, and a concluding chapter that briefly summarizes the most important lessons to be drawn from surveying seven decades of Air Force space launch history. Specific topics to be covered should include but are not limited to the subjects in paragraph 4.3 below.

4.2. REQUIREMENT 2: The Contractor shall document each chapter with academic-quality source notes, using the Chicago Manual of Style for annotation, as well as explanatory notes or editorial comments explaining key people, issues, technical terms, etc., as is necessary.

4.3. REQUIREMENT 3: The manuscript shall address, but is not restricted to, the principle areas of development and evolution of Air Force space launch vehicles themselves, from intercontinental ballistic missiles (ICBMs) through evolved expendable launch vehicles (EELVs) to the present; evolution of space launch services, including the relationship between blue-suit crews and commercial providers; establishment and evolution of East and West Coast launch centers—Cape Canaveral Air Force Station (AFS) and Vandenberg Air Force Base (AFB)—and their respective ranges; and organizational changes, both internal to the Air Force and within industry, that have significantly affected how the Air Force has managed its space launch responsibilities.

4.4. REQUIREMENT 4: The Contractor shall fulfill this requirement as a chronological narrative, commencing with the immediate post-World War II years and concluding as proximate to the present as possible. The final list of topics to be addressed shall be coordinated with the DGR in the form of a detailed outline.

4.5. REQUIREMENT 5: The Contractor shall deliver an original manuscript that includes the typical front and back matter such as a preface, a table of contents, a list of illustrations and photographs, and a bibliography or guide to sources. The narrative as well as all front and back material shall be written at an unclassified level suitable for publication.

4.6. REQUIREMENT 6: The Contractor shall deliver an original manuscript approximately 500-600 finished, single-spaced pages in Arial 12 and in a document format mutually agreeable to the Contractor and DGR. The Contractor shall be responsible for all editing and corrections that are deemed necessary by the DGR.

5. DELIVERY REQUIREMENTS:

5.1. Draft chapters and other materials as referenced in the schedule, Exhibit A.

6. DELIVERY REQUIREMENTS SUMMARY:

6.1. The award effective date will be 30 September 2016. All delivery objectives are expressed in calendar months. Each delivery objective must be submitted to the DGR on the last calendar day of the month, or if this day falls on a weekend or holiday it must be submitted the last business day prior to the end of the month.

6.2. No more than two components of the delivery may be late, and delivery of all components must be no more than two working days late. All component revisions must be accomplished within two business days of customer notification from the DGR. DGR shall communicate acceptance of revisions to Contractor within two business days.

All copies of the final manuscript must be identical in format and submitted on one (1) compact disk using a word processing program that is approved by the DGR before work begins and two (2) paper copies on 8 ½ by 11 inch bond paper.

7. PRODUCT OWNERSHIP. All research notes, correspondence, interview transcript narratives, and rights to publication of the study shall become the property of the United States Air Force at the end of the project. Publication of the work shall be determined by the DGR. The individual(s) involved in research and writing this work shall be listed as the author(s) of the published work.

8. PROPRIETARY DATA.

8.1. The Contractor shall request DGR approval prior to the use of any proprietary data or software tools to fulfill the requirements of this contract.

8.2. The DGR shall provide the Contractor access to information required to produce delivery components commensurate with author’s security clearance and on a need-to-know basis.

8.3. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.

8.4. The Government has unlimited rights to all delivered materials developed under this SDR. The Contractor shall not use any materials pertaining to this requirement for business development or any other vendor strategic purposes. However, the Contractor is authorized to include summary delivery information in proposals to be submitted to the Government to satisfy past performance information requirements.

9. GENERAL INFORMATION. The Government observes the following days as holidays; as such the Contractor may not have access to Government installations on these days:

· New Year’s Day

· Birthday of Martin Luther King Jr. Day

· Washington’s Birthday

· Memorial Day

· Independence Day

· Labor Day

· Columbus Day

· Veterans Day

· Thanksgiving Day

· Christmas Day

If these Federal Holidays fall on Saturday, the preceding Friday will be observed. If these Federal Holidays fall on Sunday, the following Monday will be observed.

In addition to the days designated as holidays, the Government may also observe the following days:

· Any day designated by Federal Statute; Executive Order; President’s Proclamation, or local Command.

10. SECURITY REQUIREMENTS. Secret clearances are required for all Contractor personnel to access certain research material. All persons accessing this material must be in posession of a U.S. security clearance of Secret or higher or be capable of obtaining a Secret or higher clearance. Access to classified material up to the Secret level is required in accordance with the Contract Security Classification Specification, DD Form 254. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including Secret classification. All Contractor personnel proposed to work on this requirement must be U.S. citizens. All personnel shall ensure the protection of classified information and controlled unclassified information (CUI).

10.1. The DGR shall provide the appropriate security access to the Contractor for the supported programs, as required.

10.2. The Contractor shall safeguard Personally Identifiable Information (PII) IAW the policies and procedures in AFI33-332, Communications and Information, Air Force Privacy and Civil Liberties Program.

10.3. The Government provides guidance to prime Contractors for contracts requiring access to classified material by incorporating DD Form 254, DoD Contract Security Classification Specification, into the contract. The DD Form 254 tells the Contractor what needs to be protected and to what degree. The DD Form 254, with its attachments and incorporated references, is the only authorized means for providing security classification guidance.

10.4. All Contractor personnel shall identify themselves as such when conversing with Government or other Contractor personnel during business meetings, over the telephone, in video teleconferences or via electronic mail to avoid any perception that they may be Government employees and to avoid situations arising where sensitive topics might be better discussed solely between Government employees.

10.5. Electronic mail signature blocks shall identify Contractor/company affiliation. Documents or reports produced by Contractors shall be suitably marked as Contractor products or Contractor participation appropriately disclosed.

10.6. All Contractor personnel shall be required to visibly distinguish themselves from Government employees (e.g. corporate identification badges, lanyards, etc.) identifying their name and company/Contractor affiliation at all times while on a Government installation. These items shall be conspicuously displayed at all times to allow for easy identification as a Contractor employee or authorized Subcontractor working for the Contractor.

11. GOVERNMENT OFFICE PRODUCTIVITY SOFTWARE. The Contractor shall be able to create, open, review, modify and save files created in the programs included in the United States Air Force (USAF) Standard Desktop Configuration (i.e. Microsoft Office, Adobe Acrobat products).

12. TRAVEL. As an integral part of performing some of the requirements of this document the Contractor may need to travel to domestic locations. The Contractor shall incorporate all travel in their quote.

The Contractor shall submit all travel plans to the DGR at least 7 days prior to traveling. The DGR shall coordinate the destination unit’s availability and notify the Contractor of any conflicts. Any additional access requirements for the following locations will identified by the DGR in advance of travel. Contractor will complete all necessary documentation to accomplish such access.

13. BASE CLOSURE Situations may arise where Government facilities may not be accessible (i.e., base closure due to weather, force protection conditions, etc.). The DGR shall coordinate the destination unit’s availability and notify the Contractor of any conflicts.

14. ACCESS TO INSTALLATIONS DURING CRISIS. The delivery of this requirement may not be considered to be mission essential during times of crisis. Should a crisis be declared, the CO or their representative shall verbally advise the Contractor if temporary suspension of access is necessary, followed by a written notification. A representative of the CO shall further notify the Contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis shall be negotiated in accordance with FAR clauses for “Changes”.

15. PUBLICATIONS

Publications, forms, memorandums, and policy letters that apply to the requirement are listed below. The Contractor can access unclassified forms and publications on the Internet at: http://www.e-publishing.af.mil/.

The Directive/Guidance (D/G) column indicates the extent of Contractor compliance with the publication that is prescribed by the SDR. A “D” in the column means the publication is a “directive publication,” that requires mandatory compliance by the Contractor. A “G” in the column means the publication is a “guidance publication.” These publications provide guidance for the Contractor to perform particular tasks or operations in a manner compatible with Air Force procedures. However, the Contractor is required to comply with the intent of the publication. Additionally any procedures developed by the Contractor shall be compatible with the intent of the “G” publications. *D/G stands for Directive and/or Guidance

Regardless of the date listed for the publications below, the Contractor is responsible for complying with or utilizing the latest versions of the publications listed, throughout the life of the contract.
