FA2517-13-T-6016 Cable TV and High Speed Internet at Peterson AFB 23 May 2013 Questions and Answers #2

1. Is a franchise agreement and right of way agreement required?

Answer: According to AFI 64-101 section 4.3, there are four documents required by any Cable TV provider to provide service on Peterson AFB. They are 1) Base Access Letter, 2) License to Use Real Property, 3) Franchise Agreement and 4) a contract. The Government is soliciting for this requirement in accordance with Air Force Instruction (AFI) 64-101, Multichannel Video Programming Distribution (Broadcast Cable) dated 1 December 2005 and AFI 64-117, Air Force Government-Wide Purchase Card (GPC) Program dated 20 September 2011. These documents can be found at: http://www.epublishing.af.mil/

2. Appendix A, where can the publications be found? Which sections of the publications are applicable to this requirement?

ANSWER: The best way to look them up would be Google. However, if they are needed they can be provided by the customer.

3. Is satellite cable TV acceptable?

ANSWER: Satelite is not considered cable TV. Satelite is under a different type of service and is not what this BPA is for. However, we do offer satelite service here on PAFB.

4. Statement of work is not clear and well defined. The statement of work does not discuss timelines for installation of equipment or repair times. It does not address damage of equipment by the government user. Section 2, Service Summary does not appear to be performance thresholds but part of the general requirements. It is unclear who the customers are.... residential and non residential How do these customers differ from FA2517-10-P-6036. The way the statement of work is written it sounds like the contractor gets all cable TV and internet service on base.

Answer: There are currently 34 organizational entity accounts across Peterson AFB that use their Government Purchase Card (GPC) to purchase Cable TV and internet services and are not attached to any government contracting vehicle. The Government’s intent is to capture these accounts on to the BPA(s) resulting from this solicitation and to provide a contracting vehicle for future procurement of the same requirements. All personal services (residential and non residential) are considered to be treated like they would in the commercial industry. If someone breaks the equipment or does not pay for service they are responsible for it.

5. Please post using PDF version...not all viewers have a high version of Microsoft Word.

Answer: Previous postings have been converted to pdf files and re-posted. Future postings will be in pdf format.

6. In your Q&A you stated the contractor could not suspend service after 60 days of nonservice. It is not written anyway in the SOW regarding nonpayments and how they should be handled. If it is not in the SOW, the customer should comply with contractor's billing practices or have services suspended. What about reinstatement fees? Late fees for nonpayment?

Answer: The government’s intent of any resulting BPA’s is to capture USAF organizations that currently receive or want to receive Cable TV and high speed internet services and to pay for that service with their Government Purchase Card (GPC). All billing and payments shall adhere to the GPC Program as delineated by Air Force Instruction (AFI) 64-117 dated 20 September 2011. This document can be found at: http://www.epublishing.af.mil/

7. The SOW does not discuss customer services hours or responses time to services. Since this SOW is so vague does the contractor's policies and procedures apply.

ANSWER: A BPA is an agreement not a contract. This means that the customer must fall under the same rules as any other commercial industry standards.

8. How the proposal is going to be evaluated is not clear in FAR 52.212-2? What is the government going to be considered technical acceptable? What "other factors" is being considered? How is price being considered? How many BPAs will be awarded?

ANSWER: Technical acceptance is based on capability. If said contractor is capable of providing the service then they will be considered technically acceptable. But, they must meet these criterias 1) Base Access Letter, 2) License to Use Real Property, 3) Franchise Agreement and 4) a contract.

9. If the aggregate total is $100,000 for five years and we were to charge for example - $20.00 per month for a television outlet service. The number of users for five years would be $100000 divided by $20 or 5000 outlets maximum over five years. If you take the 5000 outlets and divide it by 60 months the maximum amount of working television outlets is going to be 83 television outlets billed monthly. If we factor in Internet users – you are probably going to see this number closer to 50 outlets. Obviously, if the prices are higher because of the other alternative services (expanded, digital, hd, dvr and internet services) – then the number of working television outlets diminishes accordingly. MY QUESTION IS THIS – IS THIS YOUR INTERPRETATION ALSO and IS THIS YOUR INTENT?

Answer: We will make the changes to reflect $100,00 per year and $500,000 Not to Exceed.
