SAMPLE
Statement of Work (SOW) for KHILS RF/IR Beam Combiner Project
Sample Order, Dated xxxxxxx
1.0 INTRODUCTION. The Kinetic Kill Vehicle Hardware-in-the-Loop Simulator (KHILS) facility provides a realistic ground-evaluation environment that quantifies the performance of strategic precision-guided interceptors and tactical precision-guided munitions concepts. KHILS personnel are currently supporting a Multi-Spectral Scene Generator (MSSG) project demonstration. The hardware installed into KHILS for this demonstration shall provide KHILS with a follow-on dual-model hardware-in-the-loop simulation capability which KHILS personnel and customers will exploit for the development of dual-mode seeker evaluation procedures; the evaluation dual-mode developmental seekers; and the evaluation of dual-mode guidance and control algorithms. The effort described in this SOW is only for the development of the RF/IR beam combiner.
1.1 Background. KHILS’ Multi-Spectral Scene Projector (MSSP) program is part of a tri-service effort, tasked to develop and demonstrate a dual-mode (IR and RF) common aperture scene projection system. The final dual-mode scene projector system shall provide the scenes for simulations that include testable hardware components. In lieu of a specific dual-mode seeker, the KHILS team has opted to bore sight an infrared focal plane array (FPA) into an existing cylindrical body housing a radio frequency (RF) conformal array antenna for the Air Force system demonstration. An RF/IR beam combiner will provide the medium by which, the RF and IR targets are spatially combined within the field-of-regard/field-of-view of the dual-mode bore sighted test article.
2.0 SCOPE. The purpose of the following tasks are to design, develop, and fabricate a beam combiner with low loss insertion properties at 10 GHz as well as high reflectivity properties at long wave infrared wavelengths. Completion of this task shall consist of delivery of a sub-scale combiner for design verification and delivery of a full-scale combiner with associated technical documentation.
3.0 TECHNICAL REQUIREMENTS.
3.1 Phase 1: Sub-Scale Beam Combiner. An eight-inch beam combiner shall be fabricated and delivered to 96 TSSQ/RNXT for RF and IR characterization of the combiner. The Government will determine the dielectric constants for the material at the specified wavelength to select the optimum thickness for minimum insertion loss. The information resulting from the Government’s characterization will be made available to the contractor within 15 working days after receipt of the combiner by the Government. Any integration or installation of the sub-scale beam combiner required in the KHILS facility will be accomplished by the Government as an in-house task. The sub-scale beam combiner shall serve only as a development tool. The testing of the sub-scale beam combiner by the Government will aid in the fabrication of the full-scale beam combiner in Phase 2, paragraph 3.2. (CDRL A010)
3.2 Phase 2: Full-Scale Beam Combiner. Following successful completion of Phase 1, a full-sized beam combiner shall be fabricated to the specifications of this SOW (See Annex A: RF/IR Beam Combiner Specifications) including any revisions resulting from completion of phase 1. The uncoated combiner shall be delivered to 96 TSSQ/RNXT for RF characterization then returned to the contractor to have the IR reflective coating applied. The contractor shall conduct environmental durability tests for abrasion, humidity, and adhesion on witness samples. The contractor shall provide a final report, in contractor format, describing the performance of the full-scale beam combiner and any special handling, mounting, or storage considerations required. Any integration or installation of the final beam combiner required in the KHILS facility will be accomplished by the Government as an in-house task. The full-scale beam combiner shall be used as part of the facility configuration in the Multi-Spectral Scene Generator (MSSG) project demonstration. (CDRL A010)
3.3 Compliance Requirements. The contractor shall ensure the combiner accurately processes date/time data (including, but not limited to, calculating, comparing, and sequencing) so when used in combination with other information technology it shall accurately process date/time data if the other information technology properly exchanges date/time data with it.
3.4 Reviews. The following reviews shall be conducted at the contractor’s facility in performance of this task effort:
3.4.1 A Technical Interchange Meeting (TIM) shall be held by telephone conferencing. The meeting will include technical and program management personnel as necessary, to include: the Government Program Manager (PM); other Government personnel as needed; Contractor task PM as identified in paragraph 5.1.1; and other technical personnel as needed. 4.0 DATA DELIVERABLES. The following data shall be delivered in accordance with the basic Statement of Work, Exhibits A and B, DD Form 1423, CDRL. Distribution requirements for this task are supplements, not deletions unless specified, to the basic CDRL.

5.0 SPECIAL CONSIDERATIONS.
5.1 Program Management:
5.1.1 Project Management. The contractor shall designate a project manager who shall be responsible for the control and coordination of all work performed on this task order. The contractor shall provide the project manager’s name in writing to the PCO within 7 days after issuance of task order.
5.1.2 Government Project Manager. The Government Project Manager for this task order is Ms. Julie Slezia, 96 TSSQ/RNXT, 850-882-XXXX. The Technical Delivery Order Manager for this task is David Budenstein, 96 TSSQ/RNXT, 850-882-XXXX.
5.2 Program Status. The contractor shall monitor performance and cost of this task order IAW the applicable clauses of the CIMTIC contract. (CDRL A004)
5.3 Security Clearances. The minimum level of security clearance to work on this task order is SECRET.
6.0 TRAVEL REQUIREMENTS. No travel is required in performance of this task.
7.0 LABOR REQUIREMENTS. The task order duration is NTE 10 months from the date of issuance.
