CONTINUATION OF DD FORM 254, FA2487-16-D-00XX (CIMTIC IV), SOLICITATION # FA2487-15-R-0121:

13. SECURITY GUIDANCE:

The requirements, restrictions and other safeguards prescribed by the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M, 28 Feb 06 applies to all classified contract performance after 28 Feb 2006.

Task ordering could require additional security classification guidance. Additional security classification guidance will be provided, maintained and used by the contractor as required. Security classification guidance on information, hardware and equipment not included in security classification guides will be furnished to the contractor through the ACO or authorized representative at the time the contractor is tasked a classified project, furnished information, hardware and equipment or when classification changes occur. Task ordering requiring additional security classification guidance as indicated above independent of other changes will not require updating or revising the DD Form 254.

When contractor performance will be on a government installation for 30 continuous days or more and access to classified is required for contract performance enter the following information in Item 13 continuation sheets:

Item 8.a: In addition to the contractor's facility, performance will also be at Eglin AFB, Eglin Test Sites and other facilities as determined by task orders.

Items 10a., 11.h., and 11.i.: For COMSEC and EMSEC requirements and guidance see attachment #1. For STU-III (secure telephone) requirements comply with NISPOM Chapter 5, Section 1. For STU III keys and support at government installations contact the supporting communications organization; at Eglin AFB, FL contact 96 CG/SCXSC, 201 West Eglin Blvd., Suite 110, Eglin AFB FL 32542-6829. When Government Furnished Equipment (GFE) Automated Information Systems (AIS) are used on a government installation EMSEC countermeasures will be applied by the government supporting activity.

Item 10.e. (1): All intelligence information required for this contract will be handled in accordance with special security requirements provided in the SCI attachment and regulations listed in 13B at attachment #2. Prior approval of the contracting activity is required for subcontracting. Access to intelligence information requires special briefings and a U.S. Government clearance at the appropriate level.

Item 10.e.(2): Contractor requires access and storage of Non-SCI intelligence materials and must comply with AFI 14-303 and AFMC Supplement 1. AFI 14-303 can be found at http://www.e-publishing.af.mil. The AFMC Supplement will be provided under separate cover by the program manager upon request from the contractor. For additional guidance contact the local Senior Intelligence Office (SIO).

Item 10.f.: Special Access Requirements (SAR) procedures may apply. User agency managers of Special Access Programs will grant access when the need-to-know is required to accomplish the required efforts under this contact. This Special Access Required (SAR) program has been approved by the Secretary of the Air Force. All security aspects of this program will be administered under the provisions set forth in the National Industrial Security Program Operating Manual (NISPOM), Joint Air Force- Army- Navy (JAFAN) 6/0 Revision 1, “Special Access Program Security Manual,” 29 May 08, Joint Air Force- Army- Navy (JAFAN) 6/9, “Physical Security Standards for Special Access Facilities” dated 23 Mar 04 with Change 1 dated 9 Dec 2004, JAFAN 6/3, “Protecting Special Access Program Information Within Information Systems”, dated 15 Oct 2004, JAFAN 6/4 Revision 1, Special Access Program Tier Review Process”, dated 9 May 2006, this DD Form 254, and the Program Security Directive (PSD)/ Security Classification Guide (SCG). The Defense Security Service (DSS) has been carved out from cognizance and inspection responsibility. Classification and Declassification activities/marking will be accomplished IAW E.O. 12958 and Information Security Oversight Office (ISOO) Implementation Directive entitled “Classified National Security Information Directive No. 1”, effective 22 Sep 03 and SAF/AAZ Implementation Guidance dated 24 Apr 06 at attachment #3. These requirements must flow down to any subcontractors.

Item 10.g.: The contractor is permitted access to North Atlantic Treaty Organization (NATO) information in performance of this contract. The government project manager is the designated representative that will ensure the contractor Facility Security Officer and concerned employees are NATO briefed prior to access being granted. Prior approval of the contracting activity is required for subcontracting. Access requires a final U.S. Government clearance at the appropriate level. Forward NATO classified materials needed by the contractor only from an Air Force subregistry directly to the contractor concerned.

Item 10. h.: The contractor is permitted access to Foreign Government Information, in the performance of this contract. Access to Foreign Government Information requires a U.S. Government clearance at the appropriate level. Comply with the Foreign Government Information requirements in the NISPOM, Chapter 10, Section 3.

Item 10.j.: Protect “For Official Use Only” information the same as company proprietary information and as specified in the NISPOM, Chapter 5, Section 5. Also see attachment # 4 (For Official Use Only (FOUO) Addendum) for additional guidance.

Item 10.k.: Any transfer or processing of classified or sensitive information via electronic methods (e.g., facsimile, telemetry, voice, computer) must be protected by implementing an appropriate combination of countermeasures such as encryption devices and sound practices and procedures. For performance at contractor site the specific countermeasures used must be coordinated by the Project Manager for approval through the DSS Field Office (see Item 6c).

Item 11.c: The contractor requires access to classified source data up to and including TOP SECRET and will store classified source data up to and including TOP SECRET in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents and Executive Order 12958 as amended. Use of “Multiple Sources” on the “Derived From” line necessitates compliance with Executive Order 12958 as amended, NISPOM paragraph 4-208, and use of bibliography. Classification and Declassification activities/marking will be accomplished IAW E.O. 12958 and Information Security Oversight Office (ISOO) Implementation Directive entitled “Classified National Security Information Directive No. 1”, effective 22 Sep 03.

Item 11.d.: The contractor must provide adequate storage for classified hardware and materials up to and including the TOP SECRET level, which exceeds two cubic feet and is of size and quantity that cannot be safeguarded in a GSA approved storage container.

Item 11.f.: The city and country of overseas performance will be provided at the time of tasking. A copy of the DD Form 254 must be provided to the U.S. Government Information Security Program Manager (ISPM) responsible for overseas inspections and security oversight. USAFE/A7SXI and PACAF/A7SX will be provided copies of the DD Form 254 as applicable. Requirements for AFMC Foreign Disclosure and Policy for the transportation of approved released information are at attachment # 5.

Item 11.g.: The contractor is authorized to use the services of Defense Technical Information Center (DTIC) and is required to prepare and process a DD Form 1540, (Registration for Scientific and Technical Information Services) in accordance with the NISPOM. The contracting activity must be involved in certifying need-to-know to DTIC. SAP information will not provided to or received from DTIC.

Item 11.j.: The contractor must comply with any OPSEC requirement/clauses indicated in the contract. On Eglin AFB, follow the Eglin OPSEC Program guidelines as established by 96 TW/IPIP (OPSEC). OPSEC requirements pertain to performance on all government installations. OPSEC requirements will be identified in the individual Test Directives issued to the contractor with tasking.

Item 11.k.: This contract requires the use of the Defense Courier Service. The contracting activity will request DCS services from the Commander, Defense Courier Service, ATTN: Operations Division, Fort George G. Meade, MD 20755-5370.

Item 11.l.: Any transfer or processing of classified or sensitive information via electronic methods (e.g., facsimile, telemetry, voice, computer) must be protected by implementing an appropriate combination of countermeasures such as encryption devices and sound practices and procedures. The specific countermeasures used must be coordinated by the Project Manager for approval through the 96 CG/SCXSI, 102 North 2nd Street Suite 106, Eglin AFB, FL 32542-6829. Contractor will use countermeasures already established by the host government activity or sponsoring contractor facility. For performance on other government installations coordination by the Project manager with the appropriate communications activity is required.

The use of cellular phones, hand-held radios, beepers/pagers, cordless telephones and cordless microphones to include all wireless electronic devices shall be addressed in the Standard Operating Procedures (SOP) or Information Security (IS) procedures for each computer facility where classified processing is accomplished.

Item 14 Continued: The requirements for Special Access Program (SAP): are established in (JAFAN) 6/0 Revision 1 “Special Access Program Security Manual,” 29 May 08, applicable Program Security Directives (PSDs) and Security Classification Guides (SCGs) for each individual program accessed; Facility Security Operating Procedures (SOPs) and Automated Information Systems Security Procedures (AISSPs).

Item 15 Continued: security oversight responsibility for all non-SCI and non-SAP materials released or developed under this contract off government installations. 96 SFS/S-5I, Information Security Program Manager (ISPM) 101 West D Avenue, Suite 24, Eglin AFB, FL 32542-5418 has exclusive security oversight for all Non-SCI and Non-SAP materials and performance on Eglin AFB, FL. Special access resides with AFOSI/PJ.

International Security Requirements: Contract performance/tasking could require contact and involvement with foreign nationals and/or their representatives. Contractor must comply with export control laws and acts, the NISPOM and any clauses in the contract and Statement of Work (SOW)/Performance Work Statement (PWS).

For the disclosure of US Information to Foreign Interests comply with the requirements in the NISPOM, Chapter 5, Section 5, paragraph 5-507.

The use of cellular phones, hand-held radios, beepers/pagers, cordless telephones and cordless microphones to include all wireless electronic devices shall be addressed in the Standard Operating Procedures (SOP) or Information Security (IS) procedures for each computer facility where classified processing is accomplished.

The Notification of Government Security Activity and visitor group security agreement clause applies. See contract clause for details.

Contract can require access to sensitive unclassified government automated information systems (AIS) in categories AIS-I, II and III. As a minimum contractor employees must be the subject of a favorable Single Scope Background Investigation (SSBI) if granted access and performing in category AIS-I positions. As a minimum contractor personnel if granted access and performing in categories AIS-II and III positions must be the subjects of a favorable National Agency Check with Inquiries (NACI). EMISSIONS SECURITY REQUIREMENTS

The contractor shall ensure that emissions security (EMSEC) conditions related to this contract are minimized.

2. Contractors located and performing off government installations and not connected to classified government networks must have their Information Systems (IS) accredited in accordance with the National Industrial Security Program Operating Manual (NISPOM), Chapter 8 by Defense Security Service (DSS) representatives. Classified processing shall not begin until specific written approval/authorization has been received from DSS.

3. Government furnished or contractor owned Information Systems operated by contractors on government installations will be accredited by the local government Designated Approval Authority Representative (DAAR). When government furnished or contractor owned Information Systems (IS) are used on government installations EMSEC countermeasures will be applied by the government supporting activity. Classified processing shall not begin until accreditation is completed by appropriate government personnel.

4. Contractor is required to provide copies of the written approval/authorization to appropriate government personnel upon request.

5. Problems encountered in obtaining the written approval/authorization for classified processing should be brought to the attention of the Government Contracting Activity (GCA) and Government Program Manager.

6. The EMSEC authority at Eglin AFB is 96 CG/SCXSI, located in Building 380, Room 207.

7. Use of any telecommunications system or device to include, but not limited to; cellular phones, hand-held radios, beepers/pagers, cordless telephones, cordless microphones, facsimile machines and computers constitutes consent to monitoring in accordance with AFI 33-219.

COMSEC ACCESS AND /OR ACCOUNT

The contractor is governed by NSA/CSS Policy Manual No. 3-16, 5 August 2005. Access to COMSEC information or material is restricted to US citizens holding final U.S. Government clearances and is not releasable to personnel holding only a reciprocal clearance. Personnel requiring COMSEC access shall be briefed in accordance with NSA/CSS Policy Manual No. 3-16. NOTE: The COMSEC briefing applies only to the use and control of cryptographic equipment and specialized COMSEC publications and/or information. Additionally COMSEC information or equipment must be retained in a contractor facility COMSEC account in accordance with NSA/CSS Policy Manual No. 3-16.

SCI ATTACHMENT

CONTRACT NO: FA2487-16-D-00XX (solicitation FA2487-15-R-0121)

CONTRACT EXPIRATION DATE: 31 May 2021

ITEM 13 A: This contract requires additional security requirements established for Sensitive Compartmented Information (SCI) IAW DOD Directives listed in 13B below. DSS is relieved of security inspection responsibility for SCI that is released to or developed under the contract and held within the contractor SCIF. DIA with trained DSS augmentees shall be responsible for reviewing all contractors’ SCIF documentation to ensure compliance with SCI directives or regulations.

ITEM 13 C: Inquiries pertaining to classification guidance on SCI will be directed to the responsible AFTC COR, indicated in Item 13 AA. Any SCI-derived material generated under this contract will be reviewed by the contract monitor for proper classification prior to final publication and distribution. The AFLCMC/INM SSO designated in Item 13O, will provide assistance as required.

ITEM 13 D: SCI data furnished to or generated by the contractor will require special security handling and controls beyond those in the National Industrial Security Program Operating Manual (NISPOM). These supplemental instructions will be furnished and/or made available to the contractor through the COR by AFLCMC/INM.

ITEM 13 E: Names of contractor personnel requiring access to SCI will be submitted to the contract monitor for approval. Upon approval by the contract monitor, a letter justifying need for access will be prepared and submitted to AAC/XRIS.

ITEM 13 F: The contractor will notify the AFLCMC/INM immediately upon receiving “reportable information” or knowledge of a change in the personal status involving employees assigned to work on this contract who have SCI access or access to any other intelligence information. “Reportable information” is defined in Annexes C and E of Director of Central Intelligence Directive 6/4 Personnel Security Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information (SCI). “Changes in status” is defined in Chapter 2 of Department of Defense Manual 5105.21-M-1 Sensitive Compartmented Information Administrative Security Manual (August 1998) (For Official Use Only). (These two categories will be interpreted to mean information or changes in personal status which potentially could affect an employee’s continuing eligibility for access to SCI.)

ITEM 13 G: The contractor will establish and maintain an access list of those employees working on the contract. A copy of this list will be furnished to the contract monitor when requested.

ITEM 13 H: The contractor will submit requests to the COR for transmitting SCI certifications (10 days prior to travel within CONUS and 14 days for overseas trips) who will in-turn forward to the Eglin SSO for processing. JPAS will be used when applicable.

ITEM 13 I: The contractor will advise the SCI contract monitor immediately upon reassignment of personnel to other duties not associated with this contract. A copy of this list will be furnished to the SCI Contract Monitor, who in turn will notify AFLCMC/INM.

ITEM 13 J: Release of Information: SCI will not be released to contractor employees without specific release approval of the Eglin Senior Intelligence Officer (SIO) or the originator of the material when applicable. SCI with restrictive caveats (ORCON, PROPIN, etc.) will be released to contractors only when originator approval has been obtained. This approval will be obtained through AFLCMC/INM based on approval and certification of "need-to-know" by the COR. SCI documentation, or other material concerning this contract will not be discussed with or released to any individual, subcontractor, agency (including Federal Government agencies and employees), and contractor employees not working on the contract without prior written approval from the contract monitor.

ITEM 13 K: Any SCI data released or generated by the contractor in support of this contract remains the property of the DOD Department, agency, or command that released it. The contract monitor will maintain a record of all SCI released to contractor and upon completion/cancellation of the contract, must return all such material to SSO Eglin. This applies to all data and materials, including working papers and notes. Inventories will be completed by the CSSO or Alternate and the results provided to AFLCMC/INM through the COR by 31 Dec each year.

ITEM 13 L: When required, the contractor will derivatively classify documents created in the course of this contract using the procedures and criteria defined in Executive Order 12958, Classified National Security Information, (EO 13526) as amended and Information Security Oversight Office Implementing Directive No. 1. Requests for original classification of intelligence information at any classification level or within any compartment will be referred to AFLCMC/INM. Requests for classification not involving SCI or intelligence will be referred to the 96 ABW Security Forces office via the Contracting Officer’s Representative (COR).

ITEM 13 M: Contractor is prohibited from using references to SCI accesses, even by unclassified acronyms, in advertising or recruitment media or on the company website without specific, case-by-case approval by AFLCMC/INM. (Refer to DCID 6/1)

ITEM 13 N: The contractor will not reproduce any SCI related to this contract without the written permission from the COR. When such permission has been granted, the contractor will control and account for such reproduction in the same manner as pertains to originals. Reproduction of hard copy SCI documents in entirety is not permitted.

ITEM 13 O: Contractor will not sanitize or decompartment any SCI or intelligence. If the contractor believes fulfillment of this contract requires sanitization of SCI or decompartmentation of intelligence, the information will be forwarded to AFLCMC/INM.

ITEM 13 P: (If SCIF Exists) Secure vault facilities have been established and will be maintained by the contractor. SCI material associated with this contract will be separately stored and maintained only in such properly accredited facilities and in approved safes at the contractor location. The supporting cognizant security authority (CSA) is TBD.

ITEM 13 R: This contract does require the use of DCS.

ITEM 13 S: Electronic processing of classified information is permitted only when the requirements of NACIS 5004/5005, NACSIM 5203 or NSTISSAM 2-95 have been met as determined by an accredited EMSEC authority. This contract requires electronic processing of SCI. EMSEC accreditation of AISE must be obtained IAW AFMAN 14-304, para. 7.2. Operational accreditation of AIS using software must be obtained IAW AFMAN 14-304, Chapter 8. The CSSO will appoint an Information Assurance Officer (IAO) and provide an appointment letter to the Eglin SSO.

ITEM 13 U: AFLCMC/INM prohibits the possession or use of all cameras, video recorders, audio recorders, cellular phones, hand-held radios, two-way pagers and all devices containing a Radio Frequency transmitter in any AFLCMC/INM SCIF. Contractor will comply with AFLCMC/INM policies which prohibit the possession or use of memory/storage devices variously described as Flash Memory, Memory Sticks, Smart Media, Thumb Drives and/or Jump Drives in SCIFs.

ITEM 13 V: Contractor Special Security Officers (CSSOs) must coordinate with the SCI COR prior to subcontracting any portion of SCI level work involved in the contract.

ITEM 13 Z: The following activity (SSO Eglin) is designated as the User Agency Special Security Office for SCI requirements.

ITEM 13 BB: RELEASE OF NON-SENSITIVE COMPARTMENTED INFORMATION (NON-SCI) INTELLIGENCE INFORMATION TO US CONTRACTORS

1. Requirements for access to non-SCI:

a. All intelligence material released to the contractor remains the property of the US Government and may be withdrawn at any time. Contractors must maintain accountability for all classified intelligence released into their custody.

b. The contractor must not reproduce intelligence material without the written permission of the originating agency through the Intelligence Support Office. If permission is granted, each copy shall be controlled in the same manner as the original.

c. The contractor must not destroy any intelligence material without advance approval or as specified by the contract monitor (COR). (EXCEPTION: Classified waste shall be destroyed as soon as practical in accordance with the provisions of the Industrial Security Program).

d. The contractor must restrict access to only those individuals who possess the necessary security clearance and who are actually providing services under the contract with a valid need to know. Further dissemination to other contractors, sub-contractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the originating agency through the COR.

e. The contractor must ensure each employee having access to intelligence material is fully aware of the special security requirements for this material and shall maintain records in a manner that will permit the contractor to furnish, on demand, the names of individuals who have had access to this material in their custody.

f. Intelligence material must not be released to foreign nationals or immigrant aliens whether they are consultants, US contractors, or employees of the contractor and regardless of the level of their security clearance, except with advance written permission from the originator. Requests for release to foreign nationals shall be initially forwarded to the contract monitor and shall include:

(1) A copy of the proposed disclosure.

(2) Full justification reflecting the benefits to US interests.

(3) Name, nationality, particulars of clearance, and current access authorization of each proposed foreign national recipient.

g. Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the contractor will return all classified intelligence (furnished or generated) to the source from which received unless retention or other disposition instructions (see AFMAN 37-139) are authorized in writing by the COR.

h. The contractor must designate an individual who is working on the contract as custodian. The designated custodian shall be responsible for reciting and accounting for all classified material. The inner wrapper of all classified material dispatched should be marked for the attention of a designated custodian and must not be opened by anyone not working directly on the contract.

i. Within 30 days after the final product is received and accepted by the procuring agency, classified intelligence materials released to or generated by the contractor, must be returned to the originating agency, through the contract monitor, unless written instructions authorizing destruction or retention are issued. Requests to retain material shall be directed to the COR for this contract in writing and clearly indicate the justification for retention and identity of the specific document to be retained.

j. Classification, reclassification, or declassification markings of documentation produced by the contractor shall be consistent with that applied to the information or documentation from which the new document was prepared. If a compilation of information or a complete analysis of subject appears to require a security classification other than that of the source documentation, the contractor shall assign the tentative security classification and request instructions from the contract monitor. Pending final determination, the material shall be safeguarded as required for its assigned or proposed classification, whichever is higher, until the classification is changed or otherwise verified.

2. Intelligence material carries special markings. The following is a list of the authorized control markings of intelligence material:

a. “Dissemination and Extraction of Information Controlled by Originator (ORCON).” This marking is used, with a security classification, to enable a continuing knowledge and supervision by the originator of the use made of the information involved. This marking may be used on intelligence that clearly identifies, or would reasonably be protected by the use of other markings specified herein, or by the application of the “need-to-know” principle and the safeguarding procedures of the security classification system.

b. Permit ready identification of an intelligence source or method which is particularly susceptible to countermeasures that would nullify or measurably reduce its effectiveness. This marking may not be used when an item or information will reasonably be protected by the use of other markings specified herein, or by the application of the “need-to-know” principle and the safeguarding procedures of the security classification system.

c. Authorized for Release to (Name of the Country(ies)/International Organization.” The above is abbreviated “REL _________________________.” This marking must be used when it is necessary to identify classified intelligence material the US government originator has predetermined to be releasable or has been released through established foreign disclosure channels to the indicated country(ies) or organization.

3. The following procedures govern the use of control markings.

a. Any recipient desiring to use intelligence in a manner contrary to restrictions established by the control markings set forth above shall obtain the advance permission of the originating agency through the COR. Such permission applies only to the specific purposes agreed to by the originator and does not automatically apply to all recipients. Originators shall ensure that prompt consideration is given to recipients’ requests in these regards, with particular attention to reviewing and editing, if necessary, sanitized or paraphrased versions to derive a text suitable for release subject to lesser or no control markings.

b. The control marking authorized above shall be shown on the title page, front cover, and other applicable pages of documents, incorporated in the text of electrical communications, shown on graphics, and associated (in full or abbreviated form‚ with data stored or processed in automatic data processing systems. The control marking also shall be indicated by parenthetical use of the marking abbreviations at the beginning or end of the appropriate portions. If the control marking applies to several or all portions, the document must be marked with a statement to this effect rather than marking each portion individually.

c. The control markings shall be individually assigned at the time of preparation of intelligence products and used in conjunction with security classifications and other marking specified by E.O. 13526 and its implementing security directives. The marking shall be carried forward to any new format in which the same information is incorporated including oral and visual presentations.

4. Request for release of intelligence material to a contractor must be prepared by the contract monitor (COR) and submitted through the AFLCMC/INM to the Senior Intelligence Officer, AFLCMC/INM. This should be accomplished as soon as possible after the contract has been awarded. The request will be prepared and submitted plain bond paper accompanied by a copy of the DD-254 and the Statement of Work (SOW). (Note: COR can obtain a copy of format from AFLCMC/INM.)

FOR OFFICIAL USE ONLY (FOUO) ADDENDUM

The following procedures will be used to protect FOR OFFICIAL USE ONLY (FOUO) material:

1. HANDLING: Access to FOUO material shall be limited to those employees needing the material to do their jobs. The FOUO marking is assigned to material created by a DoD user agency. FOUO is not a classification, but requires extra precaution to ensure it is not released to the public.

2. MARKING: Mark unclassified documents containing FOUO; “FOR OFFICIAL USE ONLY” at the bottom of each page and back cover (if any). In a classified document:

a. Mark individual paragraph that contains FOUO, but not classified material by placing “FOUO” at the beginning of the paragraph.

b. Mark top and bottom of each page that has both FOUO and classified material with the highest security classification of the material on that page.

c. Mark “FOUO” at the bottom of each page that has FOUO but not classified material.

d. If a classified document also contains FOUO material or if the classified material becomes FOUO when declassified, place the following statement on the bottom of the cover or the first page under the classification marking: “NOTE: If declassified, review the document to make sure material is not FOUO and not exempt under DoD Regulation 5400.7/Air Force Supplement, 24 June 2002 before public release.”

e. Mark other records such as computer print outs, photographs, films, tapes, or slides “FOR OFFICIAL USE ONLY”so the receiver or viewer knows the record contains FOUO material.

f. Mark each part of a message that contains FOUO material. Unclassified messages containing FOUO material must show the abbreviation “FOUO” before the text begins.

g. Ensure documents that transmit FOUO material call attention to any FOUO attachments.

h. FOUO material released to a contractor by a DoD user agency must have the following statement on the front page or cover: “THIS DOCUMENT CONTAINS MATERIAL EXEMPT FROM MANDATORY DISCLOSURE UNDER THE FREEDOM OF INFORMATION ACT. EXEMPTION(S) _________APPLY.”

3. STORAGE: During normal duty hours, place FOUO material in an out-of-sight location, if your work area is accessible to persons who do not have a valid need for the material. After normal duty hours, store FOUO material to prevent unauthorized access. File with other unclassified records in unlocked files or desks when internal building security is provided. When there is not internal security, locked buildings or rooms usually provide adequate after-hours protection. For additional protection, store FOUO material in locked container such as file cabinets, desks, or bookcases. Expenditure of funds for security container or closed areas solely for the protection of FOUO material is prohibited.

4. TRANSPORTING FOUO INFORMATION: Recording containing FOUO information shall be transported in a manner that prevents disclosure of the contents. When not commingled with classified information, FOUO information may be sent via first-class mail or parcel post. Bulk shipments, such as distributions of FOUO Directives or testing materials, that otherwise qualify under postal regulations, may be sent by fourth-class mail. In the CONUS discussion of FOUO material on the telephone is authorized if necessary for the performance of the contract. Electronic transmission of FOUO information (voice, data or facsimile) should be by approved secure communications systems whenever practical.

5. RELEASE: FOUO material shall not be released outside the contractor’s facility except to representatives of the DoD.

6. DESTRUCTION: When no longer needed, FOUO material shall be disposed of by a method that precludes its disclosure to unauthorized individuals.
