Eglin AFB, FL Backshop Maintenance

Questions & Answers
1. RFP Section B, Pg. 5 of 39, CLIN 0008. Transition Period is defined as a 30-day transition.
Start Date is defined as 1 December 2016. Completion Date is defined as 31 December 2016.
Question: Please clarify whether the transition is for a 30-day or 31-day period of time.
Answer: The Transition Period is 30 Days. The Transition Period start date will be changed in RFP Amendment #1 from 1 December 2016 to 2 December 2016.
2. RFP Section I, Pg. L-29 & L-30, Listed clauses: 52.245-1 Government Property (April 2012), 252.211-7007 Reporting of Government-Furnished Property (August 2012), 252.245-7001 Tagging, Labeling and Marking of Government Furnished Property (April 2012), 252.245-7002 Reporting Loss of Government Property (April 2012), 252.245-7003 Contractor Property Management System Administration (April 2012) and 252.245-7004 Reporting, Reutilization, and Disposal (March 2015)
Question: To the extent that the above referenced FAR and DFARS clauses conflict with referenced Air Force regulations, which takes precedent?
Answer: If a conflict arises, notify the contracting officer for resolution.
3. RFP Section L, Pg. L-5, Para 1.3.2, Paragraph 2. Offerors shall not alter the format or page size of Government provided forms that call for Offeror responses on the forms themselves, unless the instructions below allow tailoring (e.g. the Section L attachments). Offeror’s responses submitted on Government-provided forms are not otherwise subject to these restrictions.
Question: These two sentences appear to contradict one another. Could you please clarify? Is it possible to personalize (Company Name) on headers and footers on the form.
Answer: RFP Section L, Pg L-5, Para 1.3.2, will be modified in RFP Amendment #1.
Offerors shall not alter the format or page size of Government provide forms. Company headers and footers are acceptable.
4. RFP Section L, Pg.L-7para 2.4 (1): Management of Personnel, a. States: Include an organizational chart identifying key personnel positions, to include a resume for the General Manager. PWS Pg. 11, para 2.3, refers to the Service Provider Contract Manager, Pg. 48, para 14.4, Performance Evaluation Meetings, refers to the contract manager.
Question: Please clarify if these are all the same position.
Answer: They are the same person.
5. PWS Pg. 34, Para 8.5 – Base Access for Contractor Support. The service provider shall submit an Authorization to Sponsor Individuals as per Eglin Integrated Defense Plan (EIDP)(FOUS) Annex W, paragraph 3.13.1 authorizing service provider personnel to submit base access request for the service provider to sponsor and escort personnel on official business.
Question: What is the procedure to obtain the Eglin Integrated Defense Plan (EIDP) (FOUO) required to authorizing service provider personnel to submit base access request for the service provider to sponsor and escort personnel on official business supporting?
Answer: The EIDP will be made available to the awardee. The process for submitting base access requests (abbreviated) is a follows:
Base access for contractors, sub-contractors, and/or their employees or individuals on official business will be contingent upon favorable review of credentials (as identified in the background/vetting).
Authorization to receive an installation access badge/pass requires a pre-identified Eglin AFB organizational contract officer/administrator or security manager to submit a badge or pass request memorandum to 96 SFS/S5B. The information collected will be name, SSN, DOB, driver license information, brief description of duties, start/end dates and contract number.
The vetting standard for physical access and generation of access credentials include querying the government databases, as available and within the law. This determination will be done through the National Crime Information Center Interstate Identification Index (NCIC III) name check, Suspension, Revocation, Barment (SRB) list and Terrorist Screening Database (TSDB) (when available). Requests for official visitors must be submitted no later than 3 duty days prior to the date of the visit (thru the Government sponsor organization).
Individuals approved for official business working on Eglin AFB for 30 days or more will be issued a Defense Biometric Identification System (DBIDS) access identification badge by 96 SFS/S5B personnel located at the East or West Gate Visitor Control Center. The access badge is a locally produced DBIDS card showing photo, name, sponsor, company, destination and valid days of the week and times authorized on the installation. The MPS will issue a green striped CAC to authorized contractors who require both installation and computer access.
If an internal badging system is needed while performing the contract, the contract company is responsible for the badging system and the internal badge will not grant access to the installation. The contractor ID card issued by 96 SFS is used only for base access and for identification of a contractor when they do not hold any type of other DoD identification.
6. PWS Pg. 36, Para 9.4 states: “The 96 MXG will provide Technical Order Distribution Office (TODO) support for all appointed shop TO librarians. If a TODO or Technical Order Distribution Account (TODA) individual is deemed necessary, it will be an additional duty of a Quality Control person.” It is not clear whether the Government or the contractor determines the necessity for a TODO.
Question: Please clarify “who” deems it necessary for the Offeror to have a TODO or TODA? Please explain why the contractor would need a TODO if the 96MX is providing one to support all appointed shop TO librarians?
Answer: This is the Offeror’s option. If the Offeror decides to have/use a person as a TODO is will be an additional duty of one of their QC inspectors.
7. PWS Pg. 37, Para 9.10 Government Furnished Equipment. The only place the PWS allows for transition inventory is with regard to the CACRL/SPRAM items listed in Appendix C mentioned in 9.10 Government Furnished Equipment.
Question: Please clarify if it is the Government’s intent to also inventory all Government Furnished assets also listed in Appendix C-2, C-3, C-4, C-5 and C-Please clarify if it is the Government’s intent to have the contractor conduct inspections of facilities listed in Appendix C-1?
Answer: After contract award the intent is to conduct a joint inventory with the gaining and losing contractors and the Government Property Administrators. Then yes, the contractor will be responsible for conducting inspections and this will be limited to facility conditions.
8. PWS Pg. 37, Para 9.11 Government Furnished Property. In this paragraph it says that “Turn-ins shall be approved through the CMO.”
Question: When the term ‘turn-in” is used here, does that refer to DRMO of Eglin AFB? If so, then in this case for items on Appendix C, C-1 and C-3 clause 252.245-7004 does not apply, correct? Will the service provider be able to use government computers for daily submission of time sheets to service provider accounting section?
Answer: Incorrect, after the Government approves an asset for Turn=in clause 252.245- 7004 is followed, allowing assets to be screened by other DoD organizations prior to the Government Plant Clearance Officer giving disposition to DRMO any government property. Yes, the service provider might have problems accessing corporate website or time accounting websites using government computers. If the contractor needs computer access outside of what the base offered it will be at the services providers’ expense.
9. PWS APPENDIX C 2 Forward Supply Points/Munitions Accounts
Question: Will the government provide a current, detailed list of all items in the CA/CRL and SPRAM Accounts, containing all required data elements for creating a compliant property record as stated in 52.245-1 (f)((iii)(A) Government Property clause?
Answer: Yes, will be provided at time of award.
10. PWS APPENDIX C-3 Information Technology Equipment (ITE)
Question: Please provide detailed list of all items in the Information Technology Equipment list containing all required data elements for creating a compliant property record as stated in 52.245-1 (f)((iii)(A), Government Property clause?
Answer: Yes, will be provided at time of award if deemed necessary. Please reference Section J, Attachment 2 of the RFP, all required data elements are listed.
11. PWS APPENDIX C-4 Composite Tool Kits (CTKs)
Question: Please provide a current, detailed list of all items contained in each CTK (BOM) to include all required data elements for creating a compliant property record as stated in 52.245-1 (f)((iii)(A), Government Property clause.
Answer: The PWS only requires the contractor to maintain the CTKs, therefore the number of tools is not provided. Please reference Section J attachment 2 of the RFP, all required data elements are listed.
Question: What is the name of the government’s tool accountability system that the contractor will be required to update and will the government provide the contractor employees training on how to use this system?
Answer: Tool Control MAXIMUM (TCMAX), the contractor will be provided the required training.
12. PWS 13.1. states: “The Quality Control (QC) office shall include an adequate number of dedicated inspectors to cover both shifts and shall be available during all hours of operations; the QC office shall consist of personnel with formal QC training/certification and must have official documentation indicating they have previously held an AF AFSC (or sister-service equivalent courses) in: on/off-equipment in the Fabrication Flight (sheet metal, machine shop or corrosion), in/off-equipment Propulsion, on/off-equipment Fuels, F-15/F-16 Phase (crew chief), F-16 or F- 15 AIS and on/off-equipment Armament based on the mission design series aircraft of the 96 TW.” This paragraph appears to require a minimum of 12 QCIs (2 per each of the 6 areas listed to cover both shift) yet Attachment L7 indicates the Government estimate to be six QCIs.
Additionally, AFI 21-101 requires specific training and certification for personnel who inspect NDI (para 6.6.9 – trained and qualified 2A7X2) and Egress (para 6.6.4 – egress inspectors complete egress certification IAW 4.4.3.2.6.2.1.2. PWS 13.1 does not address this requirement.
Question: Please further clarify the QCI requirement for
a. All the areas listed in PWS 13.1
b. Egress and NDI
c. The apparent disconnect between PWS 13.1 and Attachment L7
Answer: The specialties noted are required by the PWS. Shift coverage of these specialties will be determined by the service provider.
13. Attachment 4, DD254 Box 11.d. As a contractor we are working in spaces and security regulations controlled by the Air Force and contractor performance restricted to 96 MXG in Box 11 a. Page 1, Section 11.d states “The contractor must provide adequate storage for classified hardware and materials up to and including the SECRET level that exceeds two cubic feet and is of size and quantity that cannot be safeguarded in an approved GSA storage container.”
Question: Given the workspace and restrictions, would not the US Government provide the required containers and storage space and require the contractor to maintain, control and secure as directed? Please verify that the contractor must purchase approved GSA storage containers. If this is the requirement, please provide data on the number and sizes of storage containers required so bidders can determine the costs to include in our proposed price.
Answer: Yes the Government will provide the required containers and storage space.
14. Attachment L6 (Cost Format A&B). The “Base Labor Rate Amount” to be included on Cost Format A would be the fully loaded rate received from any subcontractors and may vary from subcontractor to subcontractor. The cost build-up for a subcontracted labor category will be different from that for a self-performed position as different loads are applied. Consequently, a separate row on Cost Format A will be necessary the contractor and each subcontractor for any given labor category. We suggest adding a “Company” column to Cost Format A to identify the company providing the labor category identified on each row. This would enable the elimination of Cost Format B as the information would redundant to that provided on Cost Format A.
Answer: Attachment L6 (Cost Format A&B) may be modified by the Offeror.
15. Attachment L7. Comments/Questions/Suggestions: The “Hours” column on the table appear to reflect 2,080 hours for each position. These hours are then to be multiplied by the FBLR to derive a fully loaded price for each positon. From a CAS perspective the “Hours” column should reflect the ‘Productive Hours” for each position, which should be reduced for paid vacation, holidays, and H&W as well as unpaid time off for FMLA, military leave, etc. The hours per FTE for a position will vary depending on whether it is an Exempt, SCA, or CBA position due to differences in paid time off and unpaid time off policies.
Answer: Offerors are reminded that Section L, paragraph 3.8. states “The Offeror can propose the “Government Estimated Staffing Matrix” or provide an alternate solution to staffing.”
16. Attachment L7 (Cost Format D). The table provides no area in which to include the cost of Other Direct Costs for the proposal, such as uniforms required by the CBA, vehicles required to perform solicitation requirements, etc.
Answer: Attachment L7 (Cost Format D) will be modified in RFP Amendment #1 to include a row for “Other Direct Costs.”
17. Attachment L7 (Cost Format D) The charts listed in Attachment L7, Cost Format D – Government Individual Total Evaluated Cost Format, first column contains a listing of Labor Category/level and depicts hour’s associated CBA positions on the Eglin program. Engineering Technician VI, Environmental Control Specialist I, Librarian, Production Control Clerk (Senior), and Supply Technician are not included on the listing provided.
Answer: Attachment L7 (Cost Format D) will be modified in RFP Amendment #1.
18. Section L; 1.3.2. Narrative responses shall be typed with 1.5 line spacing
Question: Does this include Tables, charts, graphs and figures?
Answer: No
19. Section L; 1.3 Table L1. Proposal Organization for Volume III Past Performance limits the Attachment L2 information sheets to 4 pages per reference.
Question: Will the Government please clarify if there is a page limitation for response to other information to be included in the volume such as Section L 4.2 and 4.3?
Answer: There are no page limits in Volume III – Past Performance except for the Past Performance Information Sheets.
20. Section L; 2.5 SF2 / Section M; 2.0 (1) / PWS 13.1.2 "L: 2.5 Subfactor 2: Quality Control (QC) “a. Training QC personnel and rotation strategy as per section 13.1.2 of the PWS.”
Question: Will the Government please clarify what is meant in regards to “Rotation Strategy?” Is this a reference to the rotation of QC Inspectors back to the shops for the one week every 6 months or is another type of rotation expected?”
Answer: Rotation strategy is referencing the note under paragraph 13.1.
21. PWS 5.10 Maintenance Operations Flight Services. “The service provider shall provide Maintenance Operations Flight (MOF) services in accordance with AFI 21-101, Chapter 5
(excluding Para 5.2.1.6., 5.2.1.7., 5.2.1.8.1., 5.2.1.8.2., 5.2.2.1.6., 5.2.2.1.11.2., 5.2.2.1.13., 5.2.2.2.4., associated AFI 21-101/AFMC as specified within this PWS in support of the 96 TW.”
Question: Should the statement in the PWS be: “….(excluding Para 5.2.1.6., 5.2.1.7., 5.2.1.8.1., 5.2.1.8.2., 5.2.2.1.6., 5.2.2.1.11.2., 5.2.2.1.13., and 5.2.2.2.4.), and associated AFMC Sup 1 to AFI 21-101 as specified within this PWS in support of the 96 TW.”?
Answer: Yes the statement should be "..(excluding Para 5.2.1.6., 5.2.1.7., 5.2.1.8.1., 5.2.1.8.2., 5.2.2.1.6., 5.2.2.1.11.2., 5.2.2.1.13., 5.2.2.2.4., and 5.3), and associated AFMC Sup 1 to AFI 21-101 as specified within this PWS in support of the 96 TW." Amendment #1 of the RFP will include an updated PWS.
22. AFI 21-101 Ch. 5 referenced in the PWS stating “The service provider shall provide Maintenance Operations Flight (MOF)” which requires a Maintenance Training section to be established. The number of Unit Training Managers and Maintenance Training Instructors is dependent upon the population to serve; i.e. the number of squadrons and personnel. These numbers are not indicated in the PWS.
Question: In order to determine the required number of Unit Training Managers and Maintenance Training Instructors, how many squadrons and personnel will require training or could the government provide the expected or anticipated number of contractors for this section?
Answer: Paragraph 5.3 should be added to the excluded list. A Maintenance Training Element is not part of the requirement. Amendment #1 of the RFP will include an updated
PWS.
23. Appendix A: Attachment L5 lists the PWS sections required to be address in each Factor and Subfactor of proposals. There are many PWS sections that are not included in the matrix that are specifically related to the subfactors. (Such as, PWS 14.2-14.4 for Quality Control and 4.1-4.5, 14.1, 18-18.2, etc.) Not all PWS sections are reflected in the L5 matrix.
Answer: Attachment L6 "Cross Reference Matrix", column "PWS" is not meant to be an all-inclusive reference. Submit your Quality Control Plan in accordance with Section L, paragraph 2.5.
24. PWS para 6.1 Strike Plan states “The plan shall be submitted to the CO and CMO no later than 30 days prior to performance start….” Section L 2.4 “At a minimum the Offeror shall provide sub-para c. Strike Plan.”
Question: Does the GOV want the entire strike plan in the proposal or at Transition start?
Answer: Provide your entire strike plan with your proposal in accordance with Section L.
25. PWS para 10.11 Support Agreements:
Question: Can a complete list with hyper-links of all current support agreements be published with corresponding workload data? This critical to calculating manpower requirements.
Answer: The workload data at PWS Appendix A includes workload data for support agreements. A complete list with hyperlinks will not be provided.
26. Section L Pg. L-5, Para 1.3.2 Page Size and Format. 2nd sentence states, “Narrative responses shall be typed with 1.5 line spacing. Font type shall be Arial and the type size for the text shall be no smaller than 12 point with proportional spacing permitted.”
2nd Paragraph states, “Offerors shall not alter the format or page size of Government provided forms that call for Offeror responses on the forms themselves, unless the instructions below allow tailoring (e.g. the Section L attachments). Offeror’s responses submitted on Government provided forms are not otherwise subject to these restrictions.”
Section L, Pg. L-18, Attachment L2, Past Performance Information. Form has 13 different lines of information requested. The Attachment L2 Form, as presented in the RFP, is single line spacing and Times New Roman font.
Question: Is it the intent of the Government for the offeror to recreate the Attachment L2 form using font and line spacing restrictions as set forth in Section L, Para 1.3.2 (Arial Font 12pt, 1.5 line spacing)…or… Is it the intent for the Offeror to render the Attachment L2 form as it is formatted in the RFP (Times New Roman 12pt font, single line spacing) with the answers provided in the same format (Times New Roman 12pt font, single line spacing)?
Answer: Offerors are to comply with Section L, paragraph 1.3.2 when responding to the solicitation. 1.3.2 States, “Narrative responses shall be typed with 1.5 line spacing. Font type shall be no smaller than 12 point with proportional spacing permitted.”
27. Section L Pg. L-12, Para 4.0, Volume III – Past Performance. The only page restriction in Past Performance per Section L Pg. L-4, Table L1 Proposal Organization, is listed for Information Sheets, Attachment L2. There are no page restrictions listed for the 4.0, 4.2, or 4.3 level paragraphs.
Question: Can the offeror make an assumption that an introduction and subsequent information contained in section 4.2 and 4.3 is not held to any page limit restrictions?
Answer: There are no page restrictions stated in paragraph 4.0, 4.2, and 4.3.
28. The General Manager, Quality Control Manager, Aircraft Maintenance Production Superintendent, and Production Super are not part of the CBA; yet, each are discussed in the
RFP.
Question: Will the Government provide job descriptions for these positions?
29. Regarding the CBA
Question: Can the job descriptions for all the listed positions in the CBA please be provided?
30. Regarding Attachment 6
Question 1: In Cost Format A, are the applied rates considered as the contractors fully burdened rate, also is the base labor rate the employees regular wage?
Answer: Yes
Question 2: Does all 3 cost formats need to be submitted or does the contractor has an option to submit 1 of the three?
Answer: Only if the offeror contemplates proposing subcontractors.
