Questions & Answers #2

1. Reference: PWS, 3.1 SERVICE PROVIDER FURNISHED VEHICLES

Question: General-purpose vehicles are not requested but requirements in the PWS point toward the need for some. Our assessment indicates that the Production Supervisor should have a ½-ton pickup or equivalent for covering large areas on both shifts in all weather conditions.

Additionally, there are requirements to occasionally go to Duke Field for UH-1N maintenance, and for Armament to go to Ranges 22 and 24.

Answer: Duke Field about 10 miles from Eglin and Range 22 and 24 are located on Eglin AFB and approximately 1/5 mile behind the hydraulics shop

2. Reference: PWS 5.76 Range Support

Question: Can the government provide the locations or distances of the ranges so that an accurate estimate of contractor vehicle support can be determined?

Answer: It’s extremely rare that Eglin range support is required; the approximate distance is 10 miles.

3. Reference: PWS, 3.1 SERVICE PROVIDER FURNISHED VEHICLES

Comment: There are no vehicles listed for NDI, Quality Control, Propulsion (non-special purpose), or the Site Lead.

Question: Will the government list EZGO golf carts for these positions in order to consistently ensure efficient and effective service?

Answer: EZGO’s are listed in appendix C6.

4. Reference: Appendix A Workload Data

Question: The Workload Data in Appendix A shows 11 HPOs and 2 PEs for F-15s per year.

This falls in line with what one would expect when F-15s were on a 200-hour inspection cycle.

Does the workload data need to be updated, or are the jets not flying 400 hours per year each?

Answer: Workload data is correct as stated.

5. Reference: Section L paragraph 4.4.1

Comment: "The Offeror shall provide a summary of all prime Offeror and major subcontractor/team member performance history submission."

Question: What is the definition of a major subcontractor for this effort?

Answer: Section L, paragraph 4.4.1 will be amended to remove the word “Major.”

6.0 Reference: Eglin CBA APPENDIX A, page 47

Comment: it appears that the Level I Environmental Control Specialist makes more than the level II. In all other cases, the higher the level, the higher and the pay wage (ex: electronics technician maintenance I & II).

Question: Are the wage rates for the Environmental Control Specialist I and II positions correctly depicted?

Answer: They are correctly depicted.

7. Reference: Attachment L7

Question: The response to question 17 published 12 Oct 2016 stated that" Attachment L7 (Cost Format D) will be modified in RFP Amendment #1." Other than the addition of the ODC row, there does not appear to be any changes. The original question asked for clarification as to why the CBA titled positions were not included in the Government estimate in Attachment L7.

Please clarify why the following CBA titles are not included in the Government manning estimate, Attachment L7 i. Engineering Technician VI ii. Environmental Control Specialist I iii.

Librarian iv. Supply Technician

Answer: These are positions that are currently not being used, nor built into the Government Estimate at Attachment L7.
