APPENDIX D3
SEEKER TEST AND EVALUATION FACILITY (STEF)
1.0 PURPOSE.
2.0
The STEF provides the capability to evaluate the performance of laser, IR, millimeter wave (MMW), and optical seekers and sensors against fixed and moving targets in various kinds of weather; make ground-based IR and photometric measurements; and evaluate laser, MMW, and IR techniques, countermeasures, and devices.
2.1. The STEF, located at TA C-52A, is used for non-release testing of airborne laser/IR/MMW weapon systems, and ground testing of laser/IR/MMW instrumentation.
Facilities include a 300-foot instrumentation tower, an environmentally-controlled tower hoist building, a 450-foot rail and track-mounted turntable with remote control, a static in-ground turntable with remote control, a small concrete block building (8779), an instrumentation building, and communications equipment. Power is available for connection of mobile instrumentation vans. Communications at TA C-52A include (in building 8780) telephone lines, an intercom to the turntable and the tower platforms, a PA system, and a ground-to-ground radio. A 100-foot-square concrete laser target is located at the base of the tower. The track-mounted turntable and in-ground turntable allow vehicle rotation that can be remotely controlled from the instrumentation building.
Missions run on TA C-52A are controlled from TS C-102. Other range instrumentation on TA C-52A is described in Appendix B-9B.
GENERAL.
3.0
3.1. The Contractor shall operate and maintain the STEF and associated systems and equipment, including:
CAPABILITIES.
3.1.1. A 300-foot tower and associated obstruction lighting and hoist-support building.
3.1.2. A personnel/freight elevator and associated 2500-pound-capacity hoist. (operate only)
3.1.3. An in-ground turntable facility including a 150,000-pound-capacity turntable with remote control and position indicator.
3.1.4. A control/instrumentation building with common support equipment including communication radios and mechanical shop equipment.
3.1.5. An 816-foot-long track configured for low MMW radar reflectance.
3.1.6. An inflatable structure for protection of assets during inclement weather conditions.

3.1.7. A railcar/turntable combination including a 150,000-pound-capacity turntable atop a railcar with remote control and position indicator.
3.1.8. A STEF control system, including:
1. A personal computer data system with printer, turntable dual-tone multiplexed frequency encoder/decoder and speed controller, and azimuth monitor.
2. A satellite clock and communication radio with associated antennas, PA system, video camera, and video recorder.
3. A remote turntable operating system.
3.1.9. An emergency AC power generator with control panel (operate only).
3.2. The Contractor shall support STEF missions IAW tasks and test directives.
