APPENDIX C3
MULTI-SPECTRAL TEST AND TRAINING ENVIRONMENT (MSTTE)
1.0 PURPOSE. The purpose of the MSTTE is to provide a realistic open-air environment of threat air defense systems.
2.0 GENERAL.
2.1. The MSTTE consists of several radar systems located on the TA A-73 Complex (TSs A- 30 and A-31), on Santa Rosa Island (TSs A-11, A-11A, A-13, and A-13A), on TS B-10, and TS A-21A. These systems are primarily foreign air defense systems and simulators. An exception is the Electronic Systems Test Facility (ESTF), which is located within the TS A-73 Complex and supports ground-mount open-air testing in that immediate area. The ESTF is also available for testing, evaluation, and validation of systems, which may be brought to Eglin from other ranges for short-term, high-priority support requirements.
2.2. The MSTTE supports electronic warfare (EW), munitions, and Command, Control, and Intelligence (C2I) developmental programs. This includes all phases of testing, tactics development, and Force Development Evaluation (FDE) for the 53rd Wing and other DoD organizations. The MSTTE also supports training for AFSOC aircrews staging from Hurlburt Field and for other DoD organizations.
2.3. The 53rd Wing conducts extensive ground tests in addition to airborne tests.
2.4. AFSOC conducts training missions in the local airspace. Typical AFSOC training missions are conducted in the late evening hours and do not require other AAC resources. On-site UHF communications are used to coordinate systems support with the AFSOC aircrews.
2.5. Some missions may require other AAC resources such as the FCA Facility at TS A-6 or FPS-16 and GPS ARDS TSPI support.
2.6. Most systems are fully instrumented with data-collection systems, range slaving systems, time code generators, recorders, communications, and other associated equipment.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain the MSTTE, including:
3.1.1. The ESTF including towers, antennas, RF signal generation/ measurement equipment, associated instrumentation/data-collection equipment, and communications equipment.
3.1.2. The High Power Illuminator Signal Source (HPISS), at TS A-11, including associated instrumentation/data-collection equipment and communications equipment.
3.1.3. The Simulated Air Defense System (SADS) VIM simulator, including associated instrumentation/data-collection equipment, communications equipment, and site-support equipment. For normal mission support, the SADS VIM is used in conjunction with the HPISS.

3.1.4. The following radar systems, including associated instrumentation/data-collection equipment, communications equipment, and site support equipment:
1. Weapons Effectiveness Systems Test (WEST) IIIR (TS A-11A). (This system is mobile and may periodically be relocated.).
2. SADS III (TS A-13A).
3. SADS X (TS A-21A).
4. ROLAND, SADS VIIIR, SADS 10/12, SADS 15, WEST IA, WEST XR, WEST
XIC, RM-1, RM-2, RM-3, RM-4, and XM-40 (TS A-30).
5. SADS IIR and SADS VIR (TS A-31).
6. WEST IVB (antenna), WEST VA, AN/MPQ-51 (2 ea), AN/MPQ-55 (2ea), AN/MPQ-57 (4 ea) (TS B-10).
3.1.5. The SADS 10/12, SADS 15, XM-40, RM-1, RM-2, RM-3, RM-4, WEST IVB, WEST VA, AN/MPQ-51 (1 ea of 2 systems at B-10), AN/MPQ-55 (1 ea of 2 systems at B-10), and AN/MPQ-57 (2 ea of 4 systems at B-10) shall be operated on an either/or basis with the other MSTTE systems. Minimal preventative maintenance shall be performed on these systems to assure the systems are functional as a signal source only, with remote control where applicable, when scheduled. System pedestals, drive systems, and slaving capability as applicable shall also be maintained. When applicable systems shall be maintained in mobile configuration.
3.1.6. TS A-12 Facility and the roll on pad at TS A-31 for sitting of mobile systems.
3.1.7. TS B-1 Facility for retention of Reduced Maintenance assets required for future test and training support.
3.1.8. TS B-10 Facility for mobile assets and retention of Reduced Maintenance assets required for future test and training support.
3.2. The Contractor shall conduct MSTTE test and training IAW tasks and test directives.
3.3. The Contractor shall provide unarmed uniformed guard service at TS A-30/A-31 for access control, 24 hours per day, 7 days a week. This access control includes providing a random roving patrol during non-duty hours.
3.4. The contractor shall maintain and operate the vehicles identified in Table C3-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
