Item 3.0 Primary Selection Criteria.

2. Specialized Experience and Technical Competence Element c. The Prime Contractor’s Project Managers (PMs) shall have specialized experience working as PMs on Air Force projects of similar size and complexity as the four focus areas, listed in the Master Statement of Work in the past three years.

The four focus areas are:

(a) Air Force Environmental Impact Analysis Process: See SOW, Part B, Section 3.3 – Environmental Impact Analysis Process (EIAP)

(b) Air Force Comprehensive Planning: See SOW, Part B, Section 4.11 Community Planning and Su-Area Development Plans

(c) Air Force Project Programming: See SOW, Part B, Section 4.5 – User Requirements Document (URD)

(d) Air Force A-E Services (Title 1 Services): See SOW, Part B, Section 5.0 – Title 1 Services Measure of Merit: The Prime Contractor shall provide examples of work in two of the four focus areas and completed in the past three years, for each proposed Project Manager, using the Standard Form 330 Section F format, that list the proposed PMs as the project manager for the example work. Size and complexity will meet the minimum criteria:

(a) Air Force Environmental Impact Analysis Process: Completion of an Environmental Assessment meeting 32 CFR, Part 989 that concluded with a mitigated Finding of No Significant Impact (FONSI)

Questions A. Can the Air Force please clarify the requirement in Element C, Measure of Merit (a), that the contractor has concluded the EA with a "mitigated" FONSI? Mitigated FONSI's are rare and this requirement is very specific. According to the AFCEC NEPA Center only a few have been done over the past several years. Will the Air Force change the requirement to read "FONSI" rather than "Mitigated FONSI"?

Government Response: No. “Mitigated FONSI’s” are common at AFSOC installations; specifically Hurlburt Field. Mitigated FONSI’s are routinely used when impacts to wetlands or flood plains occur. Refer to 32 CFR, Part 989.14(g) and (j)(2). Preparation of a FONPA requires a “Mitigated FONSI” because a FONPA requires mitigation of unavoidable impacts to wetlands or floodplains.

32 CFR, Part 989.14(g). “As a finding contained in the draft FONSI, a Finding of No Practicable Alternative (FONPA) must be submitted (five hard copies and an electronic version) to the MAJCOM EPF when the alternative selected could be located in wetlands or floodplains, and must discuss why no other practicable alternative exists to avoid impacts. See AFI 32–7064, Integrated Natural Resources Management.”

32 CFR, Part 989.14(2): “EAs where mitigation to insignificance is accomplished in lieu of initiating an EIS (§ 989.22(c)).”

B. Are 11 X 17 foldout pages allowed?

Government Response: It is not clear what documents question B is referring to. However, the pre-solicitation notice does not specify any page size limitations. Submittals are limited to the SF330 format and must comply with all formatting rules provided by this standard form instructions.
