STATEMENT OF WORK (SOW)

PART A INTRODUCTION

1.0 SCOPE

Provide Programming, Architectural-Engineering (A-E), Environmental Planning, and other Services as required by the Air Force Special Operations Command (AFSOC), attached units, and other Department of Defense (DoD) units, in the Continental United States (CONUS) and Outside the Continental United

States (OCONUS).

PART B REQUIREMENTS

The Contractor shall provide the following services as specified in individual TOs:

3.0 ENVIRONMENTAL PLANNING AND PROGRAMMING

Develop, update, integrate, publish and present environmental planning and programming services.

3.1 Planning and Programming

Develop environmental plans and programs for future funding and execution of requirements.

3.1.1 Planning Actions

Develop a short-term and long-range plan of action to achieve compliance with the proposed mission, including regulatory requirements to satisfy initiatives necessary to acquire the authority and/or resources to accomplish the mission’s planned work. Review available documentation and develop criteria to prioritize requirements, analyze projected environmental projects, provide execution options (funding release dates, obligation schedules and Notice to Proceed milestones), and accomplish other similar recommendations as specified in individual TOs.

3.1.2 Program Management Integration

Develop, present, and publish the installation and command level planning, programming and budgeting submissions in support of the military’s force structure, associated installation programs, and related projects. Assist with the development of a master schedule to execute AFSOC support programs.

3.1.3 Programming Actions

Review the installation or facility mission and supporting facility development requirements to establish program or project requirements. Prepare and submit all documentation necessary to acquire the authority and resources to accomplish the work identified in individual TOs.

3.2 Environmental Baseline Surveys (EBSs)

Perform EBS Phase I and II survey in accordance with AFI 32-7066, 26 Jan 15, or most current revision.

In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

3.3 Environmental Impact Analysis Process (EIAP)

Develop required documentation in accordance with 32 C.F.R. Part 989, Environmental Impact

Analysis Process.

3.3.1 Description of Proposed Action and Alternatives (DOPAAs)

DOPAA is an AF document that is the framework for assessing the environmental impact of a proposal. It describes the purpose and need for the action, the alternatives to be considered, and the rationale used to arrive at the proposed action. The DOPAA often unfolds as writing progresses. The DOPAA can change during the internal scoping and public scoping process, especially as ideas and issues become clearer, and as new information makes changes necessary. Prepare the DOPAA through an interdisciplinary team approach to include base, MAJCOM and other key Air Force participants. Develop, submit for review, and revise, as required.

3.3.2 Environmental Assessment (EA) & Findings of No Significant Impact (FONSI)

Prepare EAs and FONSIs for specific actions as specified in individual TOs. Activities include obtaining and analyzing data to determine potential environmental impacts, preparing EAs/FONSIs, and coordinating efforts with the appropriate agencies.

3.3.3 Environmental Review (ER)

Prepare ERs for activities outside of the United States in accordance with applicable guidance as specified in individual TOs.

3.3.4 Environmental Impact Statements (EISs) and Records of Decision (RODs)

Tasks include collection, development, and interpretation of data; analyzing environmental consequences;

and meeting support as specified in individual TOs.

3.3.5 Socioeconomic Impact Analysis Study (SIAS)

Prepare SIASs in conjunction with base disposal and reuse actions. Obtain and analyze data, and provide national, regional, and local area analysis of socioeconomic factors as specified in individual TOs.

3.4 Air Traffic and Airspace Analysis

Obtain, analyze, and summarize available airspace planning data to determine the effect of proposals on current and projected air traffic and airspace utilization, including the feasibility of proposals to use installation(s), range, and low-level-route related airspace for stand-alone and joint-use commercial or general aviation activities as specified in individual TOs.

3.5 Airfield and Airspace Obstruction Analysis

Conduct inventory of objects within or in close proximity to airfield and airspace clearance zones and imaginary airfield/airspace obstruction control surfaces as specified in individual TOs.

3.6 Natural and Cultural Resources

Review, revise, amend, or prepare the report(s) and plan(s) for the resource areas described below.

Identify and follow the provisions of all applicable laws and regulations.

3.6.1 Cultural Resources

Obtain and review data, documents, and records relative to the preparation of cultural resource report(s) and management plan(s) covering archaeological (prehistoric), historical, ethnographic, traditional, and paleontology resources on or immediately beyond the boundaries of the facility that might be affected by facility activities as specified in individual TOs. Conduct investigations, field surveys, historical surveys, interviews, and other research to prepare plans to protect these cultural resources as specified in individual TOs. Evaluate applicable resource data against criteria for eligibility for listing on the National

Register. Prepare nominations for the National Register. Related to historical resources, prepare Historic

American Building Survey/Historic American Engineering Record (HABS/HAER). In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

3.6.2 Natural Resources

Perform technical activities and analyses in support of requirements to comply with federal, state, host nation and local statutes, rules and regulations as specified in individual TOs. Activities may include but are not limited to collecting and reducing data in support of threatened and endangered species, waters of the United States (WofUS) and other waters of interest to the government, watershed protection, wetlands, floodplains, fish and wildlife resources, forestry and agricultural resources, land management and ecosystem management, grounds maintenance, and coastal zone and marine resources. In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

3.6.2.1 Integrated Natural Resource Management Plan (INRMP)

Review data, documents, and records relative to the preparation of natural resource report(s), survey(s), and INRMPs with associated component plans as specified in individual TOs. Cover topics such as threatened and endangered species, waters of the United States (WofUS) and other waters of interest to the government, watershed protection, wetlands, floodplains, fish and wildlife resources, forestry and agricultural resources, land management and ecosystem management, grounds maintenance, and coastal zone and marine resources. In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

3.6.2.2 Aquatic Resources (WofUS, Wetlands, Watersheds, and Floodplains)

Review existing data and contact appropriate state and federal agency for information on aquatic resources, as specified in individual TOs. Apply the US Army Corps of Engineers (Usage’s) 1987

Wetland Delineation Manual criteria and contact USACE to determine jurisdiction.

3.6.2.3 Bird Aircraft Strike Hazard (BASH)

Provide BASH services including assessments and plans; hazard risk modeling; bird/wildlife management plans and training; radar-based bird-based hazard advisories and surveys; remote sensing of bird and wildlife movements; airfield bird/wildlife surveys; low-level airspace hazard assessments; and bird harassment and/or control services as specified in individual TOs.

3.6.2.4 Coastal Zone Management

Review existing data and contact applicable agencies for requirements within the coastal zone as specified in individual TOs. Determine land use constraints for the installation or facility and prepare the Coastal

Zone Consistency Determinations for activities within the coastal zone for compliance with the local

Coastal Zone Management Plan. Determine impacts to marine organisms as they pertain to a proposed project/survey and develop management guidelines for protecting the marine resources.

3.6.2.5 Threatened and Endangered Species/Species of Special Concern

Review existing data and contact appropriate agencies and sources for information on species and habitats of importance as specified in individual TOs. Perform surveys concerning listed species, and develop management plans to ensure protection of the species and their habitat. Prepare biological assessments.

3.6.2.6 Natural Resource Damage Assessment (NRDA)

Collect, compile, analyze, and report data using the prescribed methodologies presented in the

Department of Interior NRDA Regulations (43 CFR Part 11 or 15 CFR Part 900), with the purpose of supporting NRDA activities or otherwise calculating monetary damages (monetary value of restoration) for injuries (harm, adverse impacts, loss) to natural resources as specified in individual TOs. Develop plans to mitigate or compensate for natural resource damages.

3.7 Noise Management

Provide support with noise management services including noise management and noise and vibration studies as specified in individual TOs. Prepare weapon system noise analysis for environmental studies.

Collect, record, and encode aircraft operational data, develop noise contours, and prepare Air Installation

Compatible Use Zone (AICUZ) report(s) in accordance with AFI 32-7063, 18 Dec 15, Certified

Current 18 Dec 15, Air Installation Compatible Use Zone Program at selected installations/facilities/site(s). Collect and analyze acoustic and/or vibration data from the survey site(s).

3.8 Permits and Site Access Agreements

Support the identification and procurement of permits and/or access (including off-base easements and leases) agreements to implement a site-specific project as specified in the TO.

3.9 Project Environmental and Land Use Plans

Provide support on project environmental, siting, and design considerations in support of decisions on mission realignments; base/mission modifications, explosive safety site approvals, additions and closures;

airspace designators, routes and ranges; and other mission support activities required by AF, allied service, and host/supporting nations as specified in individual TOs.

3.10 Other Services

3.10.1 Environmental Design Reviews

Perform environmental design reviews as specified in individual TOs.

3.10.2 Air Quality

Perform technical activities and analyses in support of requirements to comply with federal, state, host nation and local air quality rules and regulations as specified in individual TOs. Activities may include but are not limited to conducting air emissions inventories; performing compliance assessments;

preparing permit applications; evaluating pollution prevention strategies; providing pollution control technology support; conducting stack sampling and analysis; preparing new source reviews; evaluating the impact to proposed air quality legislation; assisting with emission reduction credits; conducting general conformity applicability analysis; conducting general conformity determinations; collecting and analyzing stationary and mobile source data; conducting air quality modeling using commercially regulator-approved models; preparing implementation plans for reducing air pollution; analyzing pollution control technologies; preparing feasibility studies; developing risk management plans for chemical accidental release; monitoring and characterizing air emissions; preparing ozone depleting substance management plans; and reporting, permitting, and completing other air studies and plans.

3.10.3 Community Involvement

Support community involvement programs including support on meetings, media relations, risk communication, strategic planning, information repositories, government relation activities, advisory boards, outreach activities, fact sheets, poster boards, websites, training, and strategic planning as specified in individual TOs. Prepare plan(s) including, the Community Relations Plan (CRP).in accordance with current Office of Solid Waste and Emergency Response (OSWER) directives.

3.10.4 Environmental Management

3.10.4.1 Assistance and Evaluation Teams

Conduct technical evaluations of environmental, facility management, infrastructure, and construction activities and assist in the development of plans to rectify environmental deficiencies or areas of concern as specified in individual TOs. For example, complete assessments of base compliance or restoration programs, optimization studies of systems, evaluations of base activities and infrastructure, and forensic engineering evaluations (EE).

3.10.4.2 Environmental, Safety, and Occupational Health Compliance Assessment and

Management Program (ESOHCAMP)

Perform activities and analyses including management of the local program, internal and external evaluations encompassing all applicable ESOHCAMP or The Environmental Assessment Manual

(TEAM) protocols, assessment of evaluation results, and correction of deficiencies at each designated installation or facility as specified in individual TOs.

3.10.5 Environmental Information Materials

Prepare, revise and update environmental information materials in paper and electronic form, including

World Wide Web publication as specified in individual TOs.

3.10.6 Environmental Mitigation Credits

Provide support for the purchase, exchange, and management of environmental abatement credits for different media, including furnishing reports with supporting information as specified in individual TOs.

3.10.7 Environmental Education and Training

Support environmental management, engineering, and science technology, including the development of training materials, curriculum, and testing methods to develop and maintain professional orientation and expertise as specified in individual TOs. Analyze existing training programs, evaluate effectiveness, and recommend and implement strategies for improvement.

3.10.8 Compliance Assurance and Pollution Prevention (CAPP)

3.10.8.1 Compliance

Provide services to support the analysis, design, construction, operations, and maintenance of facilities, equipment, material, and processes related to ensuring compliance with environmental regulations as specified in individual TOs.

3.10.8.2 Integration of Compliance Assurance, Pollution Prevention (P2), and Environmental

Management Systems

Provide technical activities, analyses, and plan development in support of the CAPP program. Support the integration of P2 and environmental compliance programs to installations, facilities, and AFSOC as specified in individual TOs. Develop programming guidance and analyze and recommend improvement strategies for CAPP programs.

3.10.8.2.1 Compliance Assurance and Pollution Prevention (CAPP)

Perform services necessary to implement, update and support the CAPP program as specified in individual TOs. Conduct compliance site inventories and develop/support database tracking of these inventories. Assist in the relative ranking and prioritization of compliance site(s) by performing

Operational Risk Management (ORM) and cost analysis to determine the compliance burden.

3.10.8.2.2 Compliance through Pollution Prevention (CTP2)

Reduce or eliminate the compliance burden through P2 solutions and alternatives by addressing compliance site(s) and/or the processes as specified in individual TOs. Examples of tasks include performance of cost and feasibility analysis to recommend solutions, assistance in development of technical planning through programming, and submittal of reports.

3.10.8.3 Pollution Prevention

Provide services to support the analysis, design, construction, operation, and maintenance of facilities, equipment, material, and processes to implement the P2 program as specified in individual TOs. Perform technical activities and analyses in support of requirements to develop pollution prevention baselines, pollution prevention plans, inventory and characterize hazardous materials and municipal solid waste streams. Perform pollution prevention opportunity assessments; analyze the economics, environmental and health considerations, and technical feasibility of chemical substitutes, process changes, and recycling alternatives. Evaluate and recommend innovative technologies for pollution prevention; and create databases to track progress in achieving each stated AF environmental goal; and perform other pollution prevention studies and consultations.

3.10.8.4 Sustainable Infrastructure and Operations

Identify, evaluate, design, and prototype processes, equipment, and facilities that reduce hazardous material use, minimize the generation of hazardous wastes, minimize or eliminate the use of materials, or improve environmental quality as specified in individual TOs. Recommend ways to make projects more environmentally sustainable. Apply the Leader in Energy and Environmental Design (LEED)TM rating system criteria to facility construction and renovation projects. Review operations and recommend sustainable alternatives.

3.10.8.5 Resource Conservation

Conduct surveys, pilot studies, and assessments leading to cost effective energy and water conservation and assistance in meeting mandated deadlines in implementing energy and water use minimization programs as specified in individual TOs. In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

3.10.8.6 Treatability Studies for Compliance Programs

Conduct treatability studies to determine optimum methods of contaminant delineation, removal of contaminants, and the degree of treatment anticipated using various processes as specified in individual

TOs.

3.10.9 Record Keeping and Reporting

Provide support with information repositories and administrative records as specified in individual TOs.

Provide an information repository of documents applicable to the accomplishment of the TOs and maintain a database of pending deliverables, the corresponding CDRLs, and an on-line inventory of data management processes to ensure compliance with applicable regulations and AFSOC requirements.

Prepare, compile, and maintain an administrative record containing pertinent information regarding project decisions.

3.10.10 Risk Assessments

Support with the development of Human Health Risk Assessments (HHRAs) and Ecological Risk

Assessments (ERAs).

3.10.10.1 Human Health Risk Assessment

Complete HHRA as specified in individual TOs and submit Risk Screening Analyses (RSAs) and/or Full

Risk Assessments (FRAs). Perform Risk Evaluation Preliminary Remediation Goals and submit a Risk

Evaluation of Remedial Alternatives in conformance with regulatory guidance. Perform technical activities and analyses in support of risk assessment requirements to comply with federal, state, and local rules and regulations. Provide risk analyses for environmental, safety and health data using scientific and engineering expertise and risk assessment tools including risk management options and tradeoff analyses.

These activities may include conducting and reviewing studies of community health concerns, evaluating current and historical on-site and off-site contamination data, and conducting pathway analyses. Conduct toxicological evaluations through literature and regulatory reviews. The review shall incorporate the past and present regulatory guidance with available risk related data. Based on risk assessment guidance outcome, develop and perform special toxicological studies, possibly at other representative locations, to evaluate the study site's impact on health.

3.10.10.2 Ecological Risk Assessment (ERA)

Complete ERA as specified in individual TOs to comply with federal, state, and local rules and regulations. Review data and make recommendations for an initial or scoping ERA to document actual/potential effects of contaminants on protected wildlife species, habitats, or environments. Define the extent of contamination, evaluate the ecological effects of remedial alternatives, and develop the remediation criteria to conform to guidance following the three tiers in logical order. These activities may include rapid bioassessments (aquatic and benthic enumeration and diversity studies); fish kill investigations; Toxicity Reduction Evaluations (TREs), Toxicity Identification Evaluations (TIEs);

ecological and risk assessment studies; particulate analysis of groundwater; evaluation of the effect of pollutants on ecosystems; sludge pathogen testing; and other microbiological studies.

3.10.11 Storage Tank Management

3.10.11.1 Petroleum, Oils, and Lubricants (POL) and Other Storage Tank Management

Perform technical activities and analyses in support of the management of POL and other storage tanks as

3.10.12 Technology (Demonstration) Evaluation

Evaluate cost, performance, and applicability of methods (field/lab) and technologies for projects and provide alternative approaches and technologies considering cost, schedule, human health, the environment, public acceptance, and technical risk.

3.10.12.1 Commercial and Emerging Technologies

Evaluate commercially available, emerging technologies, and other project enhancement technologies as specified in individual TOs. Survey and analyze cost and performance data on new and/or innovative project approaches that concern the adoption of these designs. Audit the performance of new technologies used in related efforts.

3.10.12.2 Initial Methodologies

Develop initial methodologies and follow-on execution programs for on-site auditing of industry laboratory and field operations, post-installation or post-remediation monitoring, site closure plan(s), and life cycle cost analysis of compliance, pollution prevention, and remediation technologies as specified in individual TOs. Analyze experimental designs and provide recommendations concerning adoption of these designs. Audit the performance of new technologies.

3.10.13 Unexploded Ordnance (UXO)

Provide support to evaluate, investigate, and plan for the remediation of UXO sites as specified in individual TOs. In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report. Major activities include Department of Defense Explosives Safety Board (DDESB) submittals and UXO assessment and identification, and

UXO removal and clearance activities.

3.10.14 Water Quality

Perform technical activities and analyses in support of requirements to bring facility(ies) in compliance with drinking water, storm water, and wastewater statutes, rules, and regulations.

3.10.14.1 Drinking Water

Perform technical activities and analyses in support of requirements to comply with federal, state, host nation and local drinking water statutes, rules and regulations; and provide potable drinking water to military installations as specified in individual TOs. Activities may include but are not limited to the performance of vulnerability assessments; corrosion control desk top field studies; sanitary surveys;

drinking water management surveys; cross connection surveys; wellhead protection; disinfection and treatment procedures; maintenance; contamination surveys; distribution system and plant operation studies; database entry and management; training base personnel; and analysis of the efficacy of water treatment and alternatives.

3.10.14.2 Wastewater

Perform technical activities and analyses in support of requirements to comply with federal, state, host nation and local water statutes, rules and regulations as specified in individual TOs. Activities may include but are not limited to collecting and reducing data in support of National Pollution Discharge

Elimination System (NPDES) and other wastewater discharge permit applications; storm water plans;

evaluating influent and effluent waste streams; identifying, analyzing and recommending surface water quality models; and providing studies to improve industrial and wastewater treatment collection systems and plant operation.

4.0 INFRASTRUCTURE AND INSTALLATION PLANNING AND PROGRAMMING

Develop, update, integrate, publish and present planning and programming services as specified in the individual TOs. Develop, update, integrate, publish and present General Plans, Master Plans, Comprehensive Plans, Asset Management Plans, Area and Installation Development Plan(s) (ADP/IDP), facility use survey (FUS), space utilization plan(s) (SPACE-UP), and other plans as specified.

4.1 Planning and Programming

Services include support to establish or sustain infrastructure programs; develop plans and programs for future funding and execution of requirements.

4.1.1 Planning Actions

Develop a short-term and long-range plan of action to achieve compliance with the proposed mission, including regulatory requirements to satisfy initiatives necessary to acquire the authority and/or resources to accomplish the mission’s planned work as specified in individual TOs. Review available documentation and develop criteria to prioritize requirements, analyze projected projects, provide execution options (funding release dates, obligation schedules and Notice to Proceed milestones), and accomplish other similar recommendations.

4.1.2 Program Management Integration

Develop, present, and publish the installation and headquarters/command level planning, programming and budgeting submissions in support of the military’s force structure, associated installation programs, and related projects as specified in individual TOs. Assist with the development of a master schedule to execute AFSOC support programs.

4.1.3 Programming Actions

Provide documentation necessary to acquire the authority and resources to accomplish MILCON, MFH, and SRM work. Prepare URDs utilizing project management plans; data gap identification; project definition; drawings; space analysis; DD Form 1391 development; and parametric cost estimate as specified in individual TOs. In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

4.2 Base Capacity Analysis, Studies, and Reports

Prepare analysis of base carrying capacity to support facility use requirements, including airfield/parking-ramp capacity studies; facility utilization assessments and study report(s); utility infrastructure; explosive safety quantity distance criteria; base environmental condition report(s); environmentally sensitive site analysis; report(s) on the presence of endangered species and their habitats; and report on natural and cultural resource survey(s) and supporting impact mitigation(s) as specified in individual TOs. In the event of discrepancies between conditions described in the contract and actual on-site conditions, document the discrepancies on a Site Survey Report.

4.3 Comprehensive Planning Program

Review documentation to establish a systematic framework of decision making for development of an investment strategy for the physical, real property assets of the Government and related environmental programs as specified in individual TOs. Prepare BCPs as specified. Data gathering in support of current or future BCP efforts shall include review of existing data, previous studies, plans and ortho-rectified and

LiDAR aerial photography and as necessary replace any outdated data and aerial photography with updated information and aerial photography in the format specified in the TO.

4.4 Infrastructure Assessment Study

A multidisciplinary team of engineers and planners shall assess base or facility level infrastructure capabilities to determine conditions to meet current or future needs. Prepare an Infrastructure Plan document that describes, assesses, and analyzes the infrastructure systems as specified in individual TOs.

The plan includes utility systems, communications systems, navigational aids, and fire protection measures as they apply to installation development. The study shall provide a narrative and graphic description of each infrastructure system and subsystem, to include location data, capacities, peak demands, and condition. The plan shall provide recommendations to correct existing or future deficiencies/shortfalls. The plan shall identify, prioritize, and cost infrastructure projects. Data gathering for present or future Infrastructure Assessment Studies shall include mapping of each utility system at each base, the locating and identifying of visible and underground utility infrastructure and delivery of them in a GIS format. The following systems and subsystems shall be addressed and analyzed, as applicable. Others may be added as necessary.

4.5 User Requirements Document (URD)

Prepare URDs utilizing expert investigation and analysis that produce project management plans; data gap identification; project definition; drawings; space analysis; DD Form 1391 development; and parametric cost estimates. A URD is documentation of a programming charrette for a future AFSOC

MILCON project. A programming charrette is a planning technique where a team of contracted professionals coordinate with using agencies and other functionals to identify space requirements, detailed costs, and other project support documentation. These charrettes are critical to validate and approve projects before they are submitted to USAF, USSOCOM and Congress. Specific deliverables will be identified in the TO.

4.6 Land Use Planning and Analysis

Analyze land use data to determine the effect of proposals on existing and proposed land use plan(s);

analyze land use documents and plan(s) to determine current and future land use on/near installations and facilities; analyze plan(s) and studies of future land use proposals; determine the effect of proposals on installations, local, and regional land use requirements; identify and recommend planning measures necessary to overcome problems identified; revise/update land use plan(s) in support of the BCP for installations and ranges as specified in individual TOs. All ROD documentation for current and anticipated land use shall be consistent with the AF policy and guidance.

4.7 Sustainable Planning and Program Management

Utilize a multidisciplinary team of planners, environmental specialists, designers and construction specialists to develop a Sustainable Area Development Plan (SADP) for existing and new missions on

AFSOC installations and other locations of interest to AFSOC as specified in individual TOs.

4.8 Transportation Planning and Analysis

Support the analysis and development of transportation systems that improve material supply efficiencies and that reduce the cost of base transportation requirements as specified in individual TOs. Obtain data or utilize existing data to determine the effects of proposed projects, mission changes and/or reuse of installations and/or facilities on local and regional traffic systems.

4.9 Landscape Development

Provide landscape development planning, design, and sustainability concept plans, and design documents contract packages as specified in individual TOs. The submission shall include:

a. Site Analysis

b. Site Design

c. Design of Circulation Systems

d. Common Area Design

e. Planting Design

f. Forestry

g. Site Furnishings

h. Anti-terrorism/force protection

i. Grounds Maintenance Cost-reduction Opportunities

4.9.1 Development Plans

Provide landscape development plans to implement water-efficient landscaping (xeriscape), making use of native plants and grasses, inert groundcovers, and efficient sprinkler systems.

Plans shall include:

a. Irrigation scheduling for landscape areas,

b. Inspection of existing irrigation system effectiveness,

c. Proposed retrofit for inefficient irrigation systems (e.g., in-ground versus hose-end sprinklers) and cost estimate,

d. Proposed landscape development plans and cost estimate, and

e. Guidelines for water-efficient design criteria for future systems.

4.9.2 Sustainability Concept Studies and Plans

Provide all concept studies, design plans and contract documents required to develop and implement projects for improving sustainability and reducing maintenance cost. The study shall include all opportunities within the study area and factors influenced by the surrounding area.

4.10 Advance Planning

Perform advanced planning services as specified in individual TOs such as:

e. Site, asset management services, environmental, traffic and/or facility studies and analysis

f. Project criteria development and analysis

g. Comprehensive plan preparation

h. Sub-area development plans

i. Multi-year facility maintenance and repair plans, and other pre-design investigations.

j. Complete related field investigations and research as required.

4.11 Community Planning and Sub-Area Development Plans

Perform required field, planning, and facilities requirement studies as specified in individual TOs. Provide long-term improvement/replacement plans with associated development scenarios with alternatives

(preferred and non-selected) and economic/feasibility planning documents. The documents will be used as a tool to aid installations and facilities with their program planning and execution.

5.0 TITLE I SERVICES

5.1 Pre-Design Planning

Prepare a Requirements and Management Plan (RAMP)/in accordance with instructions provided in individual TOs.

5.2 Design

5.2.1 Conceptual Design Phase (35%)

Provide conceptual alternatives for facility additions, alterations, new facilities and systems include options in finish materials, decor scheme, color, texture, and other project details. Each conceptual alternative shall include a completed LEED™ checklist utilizing the appropriate form at www.usgbc.org. Specific guidance and required CDRLs will be provided in individual TOs.

5.2.2 Intermediate Design (65%)

Specific guidance and required CDRLs will be provided in individual TOs.

5.2.3 Advanced Final Design (95%) and Final Design Submittal (100%)

Specific guidance and required CDRLs will be provided in individual TOs. Design submissions may include:

a. Schedule of Drawings

b. Construction Drawings

c. Construction Specifications

d. Detailed Construction Cost Estimate Breakdown

e. Design Analysis and Calculations

f. Schedule of Submittals

g. Color Board

5.2.4 Constructability Review Certification

The certification shall be signed by the Contractor’s PM and by all technical consultants used for review of this project. Provide the signed certification document with the Final Design Submittal. Specific guidance and required CDRLs will be provided in individual TOs.

5.2.5 Color Renderings

When specified, the AE shall prepare full color rendering illustrating an exterior view of the project building and site development. The rendering shall be a bird’s eye view and illustrate in an accurate manner, significant architectural features of the proposed project. The renderings shall clearly indicate the project title, location and fiscal year in the lower right hand corner. The following formats are to be provided as part of this work:

5.2.5.1. Framed Original & Electronic Renderings

Eye level rendering shall be hardcopy. The original 18"x22-1/2" color rendering having an overall matted dimension of 20"x30". The rendering shall be mounted under non-glare acrylic glazing in sturdy (3/4" minimum) flattop black metal or wood frame. Electronic images for all renderings shall also be provided on a CD/DVD-ROM.

5.2.6 Submittal Review

All submittals shall be reviewed by AFSOC and AFIMSC/ Det 3 and comments will be provided to the contractor for resolution. If requested by the Contractor CO or COR a submittal review meeting

(Teleconference, VTC, on-board review, etc.) will be held at the earliest mutually acceptable time to resolve questions arising from the submittal or review comments.

5.3 Project Support – Pre-Bid Through Construction

5.3.1 Preparation of Bid Schedule

Coordinate the bid schedule with the COR and include a complete list of bid items, Base Bid and Options, with and instructions for bidding and award.

5.3.2 Pre-Bid Opening

Provide clarifications to questions regarding the construction documents within 3 workdays to the COR.

5.3.3 Bid-Opening

Provide recommendations, and correct/adjust the project design, to include drawings, specifications, design analysis, and cost estimates as specified in individual TOs.

5.3.4 Construction Support

Respond to job site concerns and prepare addenda, change orders, and related cost estimates during construction.

5.4 Support for Design-Build (D-B)

Scope project to support RFP development, to include, preparation of Statement of Work (SOW) performance specifications, independent cost estimate, and drawings as specified in individual TOs. The balance of design and construction technology is determined by the D-B team. Identify key elements to be submitted by offerors such as a management plan and technical design solutions.

6.0 OTHER SERVICES

Provide A-E services of interest to the Government not necessarily connected with a specific construction projects or programs. Other services may include:

6.1 Meetings and Teleconferences

Attend, participate in, and/or facilitate meetings and teleconferences as specified in individual TOs.

6.2 Public Meetings and Hearings

Present technical information and provide logistical support (e.g., facilities, audiovisual, handouts, report(s), recordings, verbatim transcripts, translations, slides, synopsis, etc.) for events and/or meetings in support of the Government’s position. When a public hearing is on a Draft EIS, it shall be conducted in accordance with Appendix C to Part 989 – Procedures for Holding Public Hearings on Draft EIS.

6.3 Digital Imaging

Provide digital imaging with at least 1536 x 1024 pixels and 32 bit color as specified in the TOs.

6.4 Project Administrative Record

The Project Administrative Records shall be saved as a “searchable” .pdf format on CD-ROM or DVD and include all documentation, correspondence, personal contacts, studies, surveys, and cited references used in the preparation of the final deliverable, and information/correspondence provided by HQ

AFSOC/A4IE and participants/representatives. Specific deliverables will be identified in the TO.

6.5 Conference and Regulatory Agency Interaction Support

6.5.1 Conference Support

Provide support in arranging, scheduling, developing agenda, programs, preparing minutes, perform training sessions, and other related support as specified in individual TOs.

6.5.2 Regulatory Agency Interaction Support

Provide support in arranging, scheduling, developing agenda, news releases, notices, programs, minutes, proceedings, and other related support required when interacting with regulatory or other professional agencies as specified in individual TOs.

6.6 Graphics Support

Provide graphic design, production and printing oversight of various items in support of various AFSOC activities as specified in the TOs.

6.7 Publication Development and Production

Provide research, production (text, graphics and/or photographic designs), and website and/or hardcopy development or revision for various AFSOC regulations, standards, publications, handbooks, pamphlets, and/or guides as specified in individual TOs as specified in individual TOs.

6.8 Task Order Scoping

Perform TO scoping to develop TO SOWs and independent cost estimates as specified in individual TOs as specified in individual TOs. Contractor’s performing TO scoping shall not be eligible to propose or perform on the TO the firm scoped.

6.9 Comprehensive Interior Design (CID)

Provide CID support, including designing, selecting, and developing the interior building finishes, special effects, and furnishings for an integrated visual design theme as specified in individual TOs. Furnishings include loose furniture, systems furniture, graphics, wall hangings, waste receptacles, chalk and tack boards, refrigerators, ranges, microwaves, entry directories, and other similar items. A cost estimate is required.

6.10 Technical Investigation

Perform field and topographic surveys, utility location and capacity analysis, toxic and hazardous material surveys, geotechnical investigations, and interior and exterior concept studies. Perform field investigations and research necessary to ascertain all existing conditions affecting the design and project construction as specified in individual TOs.

6.11 Fuel Facilities

Provide support of Defense Logistics Agency (DLA), fuel facilities, and other facilities of interest to

AFSOC. Specific services include, pipeline safety studies, optimization of systems at fuel facilities, and pollution prevention activities for DLA fuel facilities as specified in individual TOs.

6.12 Aerial Imagery Data Collection

Provide digital orthophotography utilizing LiDAR data collection and production as specified in individual TOs.

6.13 Cost Estimates

Develop detailed cost estimate following the Contruction Specifications Institute (CSI) format utilizing

RSMeans; Micro Computer Aided Cost Estimating System (MCACES); or equivalent parametric cost estimating system as specified in individual TOs.

6.14 Operations and Maintenance (O&M) Plan

Develop an O&M Plan as specified in individual TOs.

7.0 GEOSPATIAL MAPPING STANDARDS

Specific deliverables shall be identified in individual TOs. Applicable AFIs and General and AFSOC specific requirements are provided at Appendix B.

PART C GENERAL INFORMATION AND REQUIREMENTS

8.0 SECURITY ADMINISTRATION

The contractor shall be responsible for understanding security obligations for the formulation of adequate regulatory procedures in the safeguarding of classified defense and other protected information, as required for a TO. Contract security requirements and contractor access to classified information shall be in accordance with the “National Industrial Security Program Operating Manual (NISPOM) and as specified in the DD Form 254 - Contract Security Classification Specification specific to a TO.
