FA0021-17-R-0001

Presolicitation:
1.0 DESCRIPTION: This acquisition is being procured in accordance with the Brooks A-E Act as implemented in
FAR 36.6. The Air Force Installation Contracting Agency (AFICA) 765th Specialized Contracting Flight (SCONF) supporting Headquarters Air Force Special Operations Command (HQ AFSOC) at 427 Cody Ave, Hurlburt Field, Florida 32544 is procuring AFSOC’s Civil Engineering Requirement (ACER). In order to accomplish this objective, the 765th SCONF proposes to award four (4) firm-fixed price (FFP) Indefinite Delivery/Indefinite
Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC); one of the four awards is reserved for small business. The Government reserves the right to award more, less or none at all if it is determined to be in the best interest of the Government. The North American Industry Classification System (NAICS) code is 541310, with a small business size standard of $7.5M and a Service Code of C214. The total requirements expected to be awarded under this ACER contract is anticipated to equal approximately $40,000,000 over a period of five (5) years, 1 June
2017 through 31 May 2022.
2.0 BRIEF DESCRIPTION OF SERVICES: Air Force Special Operations Command (AFSOC)/A4IE has a continuing requirement for civil engineering support IAW the attached Statement of Work (SOW). The ACER contract will provide in-house environmental planning, programming and architectural-engineering (A-E) services.
The ACER requirement will provide environmental planning, programming, A-E and other services as required by the Air Force Special Operations Command (AFSOC), attached units, and other Department of Defense (DoD) units, in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) through a multiple award IDIQ.
3.0 PRIMARY SELECTION CRITERIA: The six (6) selection criteria for the basic ID/IQ contract are listed below.
Given the main factor in A-E selection is the determination of the most highly qualified firms, the primary selection criteria for this acquisition are listed below; all factors are of equal importance.
1. Professional qualifications necessary for satisfactory performance of required services. The offeror must demonstrate the following:
Element a. The Prime Contactor’s proposed in-house team of Project Managers (PMs) shall be credentialed professionals in the following three areas: Professional Engineer (P.E.), Registered Architect (R.A.), and American
Institute of Certified Planners (A.I.C.P.). The Project Management Professional (PMP) certification from the
Project Management Institute does not satisfy this element.
Measure of Merit: Provide current professional registration certificates for each PM proposed. The Prime
Contractor may propose one PM credentialed in all three areas listed, or multiple PMs credentialed in one or more of each of the three areas listed. All PMs proposed must be credentialed professionals. All three professional credentials must be represented within the PMs proposed to obtain an acceptable rating in this evaluation element.
Element b. The Prime Contractor shall provide credentialed professionals as described in Element a as Project
Managers. This (These) Project Manager(s) shall currently maintain professional credentials as a Professional
Engineer (P.E.), or a Registered Architect (R.A.) in the State of Florida and New Mexico.
Measure of Merit: Provide current professional registration certificates for each PM proposed. The Prime
Contractor may propose one PM credentialed in each State listed, or multiple PMs credentialed in one or more
States listed. All credentialed professional PMs proposed do not have to be professionally registered in the States listed. However, each State listed must be represented to obtain an acceptable rating in this evaluation element.
2. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. The offeror must demonstrate the following:
Element a. The Prime Contractor shall have specialized experience in the four focus areas listed in the Master
Statement of Work. This work shall have been performed for the Air Force in the past five years.
The four focus areas are:
(a) Environmental Impact Analysis Process: See SOW, Part B, Section 3.3 – Environmental Impact Analysis
Process (EIAP)
(b) Comprehensive Planning: See SOW, Part B, Section 4.11 Community Planning and Sub-Area Development
Plans
(c) Project Programming: See SOW, Part B, Section 4.5 – User Requirements Document (URD)
(d) A-E Services (Title 1 Services): See SOW, Part B, Section 5.0 – Title 1 Services
Measure of Merit: The Prime Contractor shall provide three examples of work in each focus area completed within the past 5 years for the Air Force. Fifty-one percent of the work for each example project submitted under this element must have been completed in-house by the proposing Prime Contractor. Work descriptions provided on the
Standard Form 330, Section F, must clearly list the Prime Contractor and all Subcontractors involved in completion of the example work.
Note: Work performed for Air Force Special Operations Command qualifies under both criterion 2 elements a & b.
Element b. The Prime Contractor or proposed Subcontractors shall have specialized experience in the four focus areas, listed in the Master Statement of Work. This work must be performed for any of the Special Operations
Forces (SOF) Commands in the past three years.
The four focus areas are:
(a) Environmental Impact Analysis Process: See SOW, Part B, Section 3.3 – Environmental Impact Analysis
Process (EIAP)
(b) Comprehensive Planning: See SOW, Part B, Section 4.11 Community Planning and Sub-Area Development
Plans
(c) Project Programming: See SOW, Part B, Section 4.5 – User Requirements Document (URD)
(d) A-E Services (Title 1 Services): See SOW, Part B, Section 5.0 – Title 1 Services
Measure of Merit: The Prime Contractor shall provide one example in each focus area completed in the past 3 years by the Prime Contractor or proposed Subcontractors for Special Operations Forces (SOF) Commands. Fifty-one percent of the work for each example project submitted under this must have been completed in-house by the proposed Prime Contractor or proposed Subcontractors. Work descriptions provided on the Standard Form 330, Section F, must clearly list the Prime Contractor and all Subcontractors involved in completion of the example work.
Special Operations Forces Commands are:
(a) United States Special Operations Command (USSOCOM)
(b) Air Force Special Operations Command (AFSOC)
(c) Army Special Operations Command (USASOC)
(d) Naval Special Warfare Command (NAVSPECWARCOM)
(e) Marine Corps Forces Special Operations Command (MARSOC)
(f) Joint Special Operations Command (JSOC)
Note: Work performed for Air Force Special Operations Command qualifies under both criterion 2 elements a & b.
Element c. The Prime Contractor’s Project Managers (PMs) shall have specialized experience working as PMs on
Air Force projects of similar size and complexity as the four focus areas, listed in the Master Statement of Work in the past three years.
The four focus areas are:
(a) Air Force Environmental Impact Analysis Process: See SOW, Part B, Section 3.3 – Environmental Impact
Analysis Process (EIAP)
(b) Air Force Comprehensive Planning: See SOW, Part B, Section 4.11 Community Planning and Su-Area
Development Plans
(c) Air Force Project Programming: See SOW, Part B, Section 4.5 – User Requirements Document (URD)
(d) Air Force A-E Services (Title 1 Services): See SOW, Part B, Section 5.0 – Title 1 Services
Measures of Merit: The Prime Contractor shall provide examples of work in two of the four focus areas and completed in the past three years, for each proposed Project Manager, using the Standard Form 330 Section F format, that list the proposed PMs as the project manager for the example work. Size and complexity will meet the minimum criteria:
(a) Air Force Environmental Impact Analysis Process: Completion of an Environmental Assessment meeting 32
CFR, Part 989 that concluded with a mitigated Finding of No Significant Impact (FONSI)
(b) Air Force Comprehensive Planning: Completion of an Area Development Plan that meets the requirements as outlined in Section 4.11 of the Master Statement of Work
(c) Air Force Project Programming: Completion of a User Requirement Document (URD) or similar product that meets the requirements as outlined in Section 4.5 of the Master Statement of Work
(d) Air Force A-E Services (Title 1 Services): Completion of an Air Force Design (A-E Title 1 Services) as outlined in Section 5.2 of the Master Statement of Work
3. Capacity to accomplish the work in the required time. The offeror must demonstrate the following:
Element a. The Prime Contractor shall demonstrate that the proposed team of in-house and subcontracted personnel can accomplish multiple task orders simultaneously.
Measure of Merit: The Prime Contractor’s team (comprised of in-house and subcontracted team members) shall demonstrate the ability to accomplish up to five simultaneous task orders of similar size and complexity of the four focus areas. The Prime Contractor shall provide a team organizational chart listing each team member, their qualifications, and primary role in accomplishing each task order. The Prime Contractor shall provide an organizational chart for each of the five task orders to be completed simultaneously (each of the four focus areas must be included at least once). The ability to accomplish five simultaneous task orders will be demonstrated by showing that the Prime Contractor and subcontracted personnel equal or exceed 12 Full Time Equivalent (FTE) manpower positions.
Element b. The Prime Contractor and subcontractors shall demonstrate their ability to accomplish the work within the period of performance specified.
Measure of Merit: The Prime Contractor, and subcontractors, shall provide contracted (to include any contract modifications) and actual periods of performance for all projects listed in evaluation parameter #2. Date shall be provided in the following table format:

4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. The offeror must demonstrate the following:
Element a. The Prime Contractor and subcontractors shall have adequate satisfactory past performance within the past three years on Government contracts for programming, A-E services and environmental planning that demonstrates the ability to perform the proposed work as identified within the SOW.
Measure of Merit: The Prime Contractor shall explain what aspects of each contract are deemed relevant to the complexity and magnitude of the requirements within the SOW. The Prime Contractor shall report the number of
“Exceptional”, “Very Good”, “Satisfactory”, “Marginal”, and “Unsatisfactory” final CPARS or ACASS ratings received over the past three years. Past performance shall be within the last three years, relevant and have an average rating of at least Satisfactory to obtain an acceptable rating in this evaluation element.
5. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. The offeror must demonstrate the following:
Element a. The Prime Contractor or proposed subcontractors supporting environmental (EIAP) and Title 1 Services, shall have an office near either Hurlburt Field, FL, or Cannon AFB, NM.
Measure of Merit: The Prime Contractor’s environmental (EIAP) and Title 1 Services, subcontractors shall have an office within 125 miles of either Hurlburt Field, FL or Cannon AFB, NM. If no subcontractors are proposed as part of the Prime Contractor’s team, the Prime contractor must have an office within 125 miles of Hurlburt Field, FL or
Cannon AFB, NM. An office (prime contractor and/or subcontractor) must be located within 125 miles of either
Hurlburt Field, FL or Cannon AFB, NM to obtain an acceptable rating in this evaluation element.
6. Acceptability under other appropriate evaluation criteria. The offeror must demonstrate the following to obtain an acceptable rating in this evaluation element:
Element a. The Prime Contractor currently has, or has recently had but remains in good standing, a certified Facility
Clearance (FCL) at the SECRET level or higher from the Defense Security Service (DSS).
Measure of Merit: The Prime Contractor will provide an approved DD Form 441 for the most recent FCL approval.
Element b. The Prime Contractor’s shall propose at least one Project Manager that maintains, or can re-activate, a current DOD security clearance at the SECRET level or higher.
Measure of Merit: The Prime Contractor will provide the level of DOD security clearance of each employee listed of the organizational charts provided for evaluation parameter #3a.
Note: Inactive security clearances that are in good standing but have been inactivated due to lack of recent task orders requiring a security clearance is sufficient to meet this criterion.
4.0 RATING METHODOLOGY:
In order to determine the most highly qualified firms to perform the required services, firms will be evaluated in accordance with the six (6) selection criteria located in paragraph 3 above and shall be assigned six (6) ratings, one for each criteria, according to the definitions below:
Acceptable: SF330 clearly meets the minimum requirements of the presolicitation.
Unacceptable: SF330 does not clearly meet the minimum requirements of the presolicitation.
To assist the Government in selecting the most highly qualified contractor, those firms slates as highly qualified may be interviewed or asked to submit supplemental responses.
5.0 SUBMISSION REQUIREMENTS:
Firms must be registered in the Central Contractor Registration (CCR) to be eligible for award. Firms may register via the CCR internet site at http://www.ccr.gov.
SF-330 package submissions will be received until 1300 (1:00 pm) Central Time, 5 April 2017. Interested firms having the capabilities to perform the work described above must submit four (4) electronic copies, each copy submitted on a separate compact disk (CD) or digital video disk (DVD), of their SF-330 package, Adobe Acrobat
PDF format. Each branch office that will have a key role in the proposed contract must also submit a copy of the SF
330 Part II. Responding firms must submit a current and accurate SF 330, Part II, for each proposed subcontractor.

This is not a request for proposal. Award is anticipated to be made during the summer of 2017.
