Questions
A. Could this element be rated as acceptable if the Prime Contractors Team (i.e. a

Government Response: No.

Comity Application numbers for the proposed PMs applying for comity.
Government Response: No.
C. Would a Professional Engineer (P.E) meet the requirements of a credentialed Project

Government Response: Yes.
D. Will The Gov’t be willing to consider Prime Contractor and Key Subcontractor (i.e., any subcontractor expected to perform x% or more of the requirements) for Project
Manager professional qualifications?
Government Response: No
2. Specialized Experience
Element a. The Prime Contractor shall have specialized experience in the four focus areas listed in the Master Statement of Work. This work shall have been performed for the Air Force in the past five years.
Measure of Merit: The Prime Contractor shall provide three examples of work in each focus area completed within the past 5 years for the Air Force. Fifty-one percent of the work for each example project submitted under this element must have been completed in-house by the proposing Prime Contractor. Government Response: No.
B. Could this element be rated as acceptable if the Prime Contractors Subcontractor had completed some of the work examples?
Government Response: No.
C. Could this element be rated as acceptable if one or more of the projects presented were still in progress, but substantially completed?
Government Response: Yes.

Measure of Merit: The Prime Contractor shall provide three examples of work in each focus area completed within the past 5 years for the Air Force. A. Could this element be rated as acceptable if one of the Prime Contractors and/or
Subcontractor’s Project Managers is proposed to support only one of the four focus areas, and that Project Manager’s resume only shows experience in that one of the four focus areas. (For example could a Subcontractor Design PM that is proposed to support
Design work on the contract, only illustrate design experience and receive an acceptable rating?)
Government Response: No.
B. Does the government want 2 examples (covering 2 of the 4 focus areas) where each of our proposed Project Managers are Project Managers for that example so that if we have proposed 3 Project Managers, we would provide a total of 6 examples, or can example cover two focus areas?
Government Response: Two Examples of work for each proposed Project Manager are required (covering two of the four focus areas). A single example of work will not be credited as two examples of work regardless of scope or complexity.
C. Will the government be willing to consider that the proposed PMs provide examples of work in two of the four focus areas and completed in the past five years for the
Department of Defense?
Government Response: No.
D. Can these examples be the same examples used for elements a and b, and can the

Measures of Merit: The Prime Contractor’s team (comprised of in-house and subcontracted team members) shall demonstrate the ability to accomplish up to five simultaneous task orders of similar size and complexity of the four focus areas. The Prime Contractor shall provide a team organizational chart listing each team member, their qualifications, and primary role in accomplishing each task order. The Prime Contractor shall provide an organizational chart for each of the five task orders to be completed simultaneously (each of the four focus areas must be included at least once). The ability to accomplish five simultaneous task orders will be demonstrated by showing that the Prime Contractor and subcontracted personnel equal or exceed
12 Full Time Equivalent (FTE) manpower positions.
Question
A. As noted in the Measure of Merit, the Prime Contractor shall provide a team organizational chart listing each team member, their qualifications, and primary role in accomplishing each task order. To be rated as acceptable in this element, would a complete single-page SF 330 resume be required for each individual named, or would a shorter summary table be acceptable?

A. To be rated as acceptable in this element, this element notes that projects should have been completed in the last three years. However, element 2.0 A earlier in the solicitation allows the use of projects that have been completed in the last five years. Could you please clarify if the table should include only the projects completed in the last three years or the projects listed in the last five years?
Government Response: Work completed in the past three years shall be required for this element.

A. Could you please clarify that a Prime Contractor (with a Subcontractor(s) on their team) must have an office located within 125 miles of both installations to obtain an acceptable rating on this criteria?
