About this file

This Statement of Work details a comprehensive Audio/Visual (AV) and video conferencing system installation for the Patriot Conference Room in Building 3001. The project requires a turnkey solution involving surveying, designing, and installing a non-secure and secure AV control system utilizing Microsoft TEAMS, with specific technical requirements including a 6x4 LED video wall with 0.7-0.9 pixel pitch, two 75" commercial LED displays, multiple ceiling microphones, AI-powered 6K video conference cameras, integrated control systems with touch panels, and capabilities for both unclassified and classified network presentations. The system must be DISA and JITC approved, with equipment sourced from certified vendors and meeting stringent technical specifications.

The contractor will be responsible for comprehensive project management, including safety reviews, installation scheduling, system programming, and one-year service coverage. Key technical requirements include AI camera systems with advanced features like automatic tracking, multiple network connectivity (SIPRNET/NIPRNET), and secure communications meeting COMSEC/EMSEC criteria. The installation period is 90 days, with support during normal business hours, four preventative maintenance visits, and total system support including on-site service and unlimited phone support. The procurement will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with a mandatory site visit scheduled for 18 July 2025 at 10:00 CDT, coordinated through point of contact Alexis Riley.

Statement of Work Patriot Conference Room, Building 3001

Requirement Description: The contractor shall survey, design and install an Audio/Visual (AV) and non-secure and secure A/V Control System utilizing MS TEAMS in Bldg 3001, Patriot Conference Room. The Contractor shall provide the necessary engineering, labor, hardware, software, support equipment, materials, cabling, accessories, follow-on warranty and maintenance, supervision and implementation to successfully design, engineer, install and test the AV and non-secure and secure VTC capabilities. The government requests a turnkey solution whereby upon completion of the work the area is ready for immediate use. This turnkey solution excludes Government Furnished Equipment (GFE) such as workstation computers and excludes electrical power and LAN/Voice cabling. Minor construction, if needed, will be provided by the government and may include structural cutting, and ceiling tile modifications and/or replacement. The government will evaluate contractor solutions/proposals and reserves the right to select other solutions if more advantageous to the government. Government will be provided all commercial manuals, instructions sheets, and start up guides, as applicable, for items purchased.

A/V Collaboration System:

The VTC equipment shall be Defense Information Systems Agency (DISA): http://www.disa.mil/ and Joint Interoperability Test Command (JITC): http://jitc.fhu.disa.mil/ approved and certified. All equipment shall be on the DISA Approved Products List (APL): http://jitc.fhu.disa.mil/apl/. All system equipment must be new and be obtained from a vendor certified source. IP networks shall be supportable.

The system shall make it possible to include PC presentations in TEAMS and allow the user to choose the best layout for the output. The presentation/cam image shall transmit in high-quality/high-definition, allowing the participants at the receiving end to watch simultaneously a presenter on one screen/monitor and the presentation on a second screen/monitor, while being controlled on a third screen in the control booth. The video collaboration system shall have fully automatic cameras designed for selected video teleconferencing and be able to cover the complete room. The cameras shall be an AI-powered 6K capturing multi-camera video conference solution that is TAA Compliant. The advanced camera system should be completely automated and allow for cinematic shots, zooming, rotating around to meeting participants, and multiple camera angles with the power to pick up multiple speakers during presentations and panels, as well as picking up on social ques for active listening during more collaborative meetings.

All AI data collected must be stored locally and deleted once the devices are shut off by ending a meeting or closing the camera app. The contractor shall ensure that all associated parts are purchased and installed based on their technical assessment.

Conference Room The contractor shall provide an integrated AV and HD video conferencing system with the following features:

• LED video wall utilizing ultra-tight 0.7 to 0.9 pixel pitch and 6x4 tile array, with a 21:9 aspect ratio, must utilize standard 5% replacement panels, mounts, and all computer processing equipment and connections http://www.disa.mil/ http://jitc.fhu.disa.mil/ http://jitc.fhu.disa.mil/apl/

• two 75" commercial 24/7 rated LED displays for inputs strategically placed around the room for bring-your-own-device (BYOD) content sharing during meetings; displays will be located for ease of viewing for the overflow seating with mounts

• Multiple, square, flush mount Multi Array architecture ceiling mics with advanced talker localization algorithm and precise coverage control providing isolation between microphone lobes and loudspeakers, guaranteeing the maximum sound level possible in voice lift and sound reinforcement (example: Shure MXA920). The required A/V equipment/system shall provide conference room audio equipment with the ability to adequately hear remote participants from any location in the conference room without echo, distortion or feedback noises and integrate telecon/telephone calls into A/V stream. The required installation will provide the ability for remote participants to adequately hear speaking personnel seated at conference room table and seated around room perimeter without echo, distortion or feedback noises.

• Room speakers

• Multi-camera AI-powered 6K capturing video conference camera solution (example: HUDDLY

L1) with mount

• AI HD cameras must be joint, non-simultaneous, use with the Government-provided computers in the rooms so that the cameras/mics/speakers may be used for MS Teams and also used as a computer video peripheral so that video/audio of presentations is possible with control panel selection. Touch control system panel programming shall support this dual usage of the video and audio for A/V and the room computers. Contractor shall document driver update procedures to maintain the video camera viable as the computer Air Force Standard Desktop Configuration (SDC) changes.

• Teleconferencing capability (analog or voIP)

• Podium mic

• Integrated control system with two touch panels (one in control room, one remote for table)

• Connection for three NIPR GFE PCs (two desktop workstations and one laptop) in control room to conduct and control multi-screen (up to 3) unclassified near end and TEAMS events/presentations; connection for SIPR laptop in control room to conduct and control multi-screen (up to 3) classified near end and TEAMS events/presentations; connections for up to 8 laptops spaced around conference room table able to be selected for unclassified or classified materials for off network presentation only. Auxiliary input interfaces to the system shall be HDMI and Type C USB. Auxiliary inputs shall be located in the control room, equipment room and at the conference table.
