About this file

This document contains vendor questions and answers for the AFSC Patriot Conference Room Tech Refresh solicitation. Key details include the requirement to survey, design, and install an Audio/Visual (AV) and non-secure/secure A/V Control System utilizing Microsoft Teams in Building 3001's Patriot Conference Room. The project involves a turnkey solution for AV system installation, excluding government-furnished equipment and electrical/LAN cabling.

Specific technical requirements include maintaining existing QSC and JBL speakers, installing one 75-inch display on the rear side wall, implementing POTS teleconferencing with incoming/outgoing capabilities, and creating a video wall that can display multiple sources simultaneously. The contract is firm fixed-price, with a 90-day installation period. The site visit occurred on 18 July 2025, and quotes must be submitted by 1700 CDT on 11 August 2025. The award will be based on lowest price technically acceptable (LPTA) criteria, and vendors must be registered in SAM to be eligible.

Vendor Questions- AFSC Patriot Conference Room Tech Refresh

1. Are the existing loudspeakers speakers to be reused. Is a new amplifier needed? The model number of the existing speakers would be helpful.

We see no need to upgrade the current speakers. The vendor is welcome to do that if they feel the need, but we have no replacement for current ceiling tiles, so any updated speakers would need to utilize the same mounting locations. There are 12

QSC AD-C6T-LP full range speakers and 4 JBL Control 19CST subwoofers in the conference room and 1 JBL C24CT Micro in the control room.

2. Are the two 75” monitors still a requirement. If so, how are they to be mounted?

Upon further inspection, we decided that there just isn’t a viable option for mounting 2 monitors in the rear of the room. We now only require one 75 inch display mounted flat on the rear side wall for the rear gallery.

3. We understand the teleconferencing capability is to be POTS only (not VOIP). Does this need to be outgoing only, or does it need to accept incoming calls? What access codes need to be supported?

It should accept incoming calls as well as make outgoing calls. No access codes need to be programmed in. The base uses standard 99 for local and 98 for long distance. These can be part of the number dialed from a keypad in the control system.

4. Confirm the podium microphone is required to be part of an Teams session. Is there any priority required?

The podium mics need to be amplified within the room, as well as heard from the far end.

5. Are the USB-C connections to the laptops to carry base Ethernet or can we assume separate connection?

Ethernet would be a separate connection. Base ethernet can not be part of the AV system.

6. Can we assume the Buy America Act provisions control equipment sourcing?

Yes.

7. Our assessment of the mounting provisions of the video wall are that it will need some minor structural work and relocation of power outlets. It was suggested at the meeting this will be handled by CE, but can we confirm that this is the case?

Confirmed. Any construction/bracing/electric work has to be accomplished by

CE.

8. Could you please provide the current audio/video system drawings and a complete equipment list?

Yes. Attached.

9. Can you confirm whether the existing speakers are to be replaced as part of the new system?

See question 1.

10. Will the existing codec(s) be integrated into the new AV system?

No. The CISCO VTC codecs will not be used.

11. What is the intended layout for the video wall? Will it be configured to display multiple sources simultaneously?

Yes.

12. During the site survey, there were some questions regarding whether the 75" displays are still a requirement. Can you please confirm if they are to remain part of the final design?

If yes, please note the area that they will be mounted in and the type of mounting system.

See question 2.

13. Would the government consider increasing the size of the video wall to a 32:9 ratio, which would be offered as an option to the 21:9, to make a decision?

Yes.

14. When you split a 21:9 screen into two images, each gets half the width, making them narrower and more square-shaped, which changes the aspect ratio to approximately 7:6.

Is there a question here?

15. A 32:9 video wall is similar to placing two 16:9 screens side by side, as it fits two full

16:9 images perfectly with no stretching or cropping. Since 16:9 matches most modern computer outputs, this setup ensures native resolution and proper scaling.

True.

16. Could you please provide the current audio/video system drawings and a complete equipment list?

See question 8.

17. Can you confirm whether the existing speakers are to be replaced as part of the new system?

See question 1.

18. Will the existing codec(s) be integrated into the new AV system?

See question 10.

19. What is the intended layout for the video wall? Will it be configured to display multiple sources simultaneously

See question 11.

20. During the site survey, there were some questions regarding whether the 75" displays are still a requirement. Can you please confirm if they are to remain part of the final design?

If yes, please note the area that they will be mounted and the type of mounting system.

See question 2.
