About this file
This document is a Request for Information (RFI) containing 30 detailed questions and answers regarding a raised floor replacement project at Building 284 for the Department of the Air Force Materiel Command Air Force Sustainment Center. The RFI addresses critical technical specifications including floor system types (steel panel options: hollow, cement-filled, wood core), floor finishes (high-pressure laminate and carpet), cable entry requirements, tile weight ratings, grounding needs, and installation considerations for rooms with sensitive equipment.
Key project details include a phased approach covering Rooms 117/116, Rooms 111 A-I, and Rooms 109/113 A-D, with specific requirements for minimal dust creation, escort access for certain secure rooms, and coordination for equipment movement by the squadron. Notably, the project involves replacing raised computer flooring that supports electronic components, with particular attention to air plenum functionality, static dissipative carpet options, and handling of immovable equipment like CRACs and UPS units. Some technical specifications remain pending, including seismic bracing requirements, exact metal framing heights, and precise tile cutting details, indicating that further clarification will be needed during the procurement process.

1.) What type of system do you want us to base the floor replacement on? It is my understanding that the majority of the flooring was an unfilled steel panel system with one room having a wood core floor system. We can provide cement filled steel, hollow steel (like is installed now) or wood core. In terms of price, the hollow steel is most expensive, followed by the cement filled and wood core being the least expensive.
1. There have been issues with some previous wood core warping. For price, and load bearing, the cement filled steel will be preferred in most areas.
2.) Floor finish again, I understand most was high pressure laminate but some areas had carpet finish, will you specify what new areas will get High Pressure laminate and what will get the carpet finish?
A. If the carpet finish is required do you want a static dissipative finish ( see example cut sheet) and do you want the panels to come with the finish factory applied ( See attached pictures) Factory applied makes getting under the floor much faster.
2. Please see attached sheet with info on carpet vs laminate.
3.) If the floor areas are going to be utilized as an air plenum, how many perforated panels would be required?
3. Please see attached sheet with info on perforated panels.
4.) I understand that there were quite a few cable entry holes in the existing panels, I would believe that these would be required for any future application. It may be difficult to be able to quantify how many and what type would be required for future requirements? I would suggest basing the entire project as full panels without cutouts and add a quantity that would have cutouts as spares so you will have a stock pile of panels with the cutouts as you need them. We can discuss some of these options as well. We could handle the perforated panel question the same way, All solid with a stock pile of perforated panels to be used as needed.
4. Please see attached sheet with info on cable access panels.
1. Due to electronic devices not being allowed on site, is it possible to get some overview photos of each area provided by the user?
1. Photo request is now in process.
2. Please confirm the floor heights in each of the rooms (concrete floor to top of raised floor).
2. Please see attached sheet with info on floor heights.
3. Some of the rooms had equipment that’s not feasible to be moved (CRACs, UPS units, etc). How would you like these to be handled?
3. Installation of new flooring up to existing flooring. Equipment "not moveable" identified in photos and by room number.
4. What is the expectation for extra(spare) tiles, vented tiles, and tiles cut with a grommet for cable passthrough?
4. No additional ventilated tiles beyond the number identified on the list. Additional tiles with a gromet for pass through would be useful.
5. What weight rating would you like for the floor tiles?
5. ***Pending communication from leadership***
6. Vented tiles are categorized by the percentage of open space for the air to flow through. What percentage of open area would you like on your vented tiles?
6. comparable to current perforated tiles. *see photo
7. It was indicated that some of the rooms should be carpeted over the raised floor. Please indicate which of the rooms should be carpeted.
7. Please see attached sheet with info on carpet vs laminate.
8. Will the existing ramp and stairs within the raised floor areas be replaced?
8. Stairs and ramp will remain
9. Will grounding be required in any room?
9. YES! Please see attached sheet with info on carpet vs laminate.
10. Is there an expectation for the contractor to move any existing equipment or furniture?
10. NO! The squadron will be coordinating movement of equipment and furniture.
11. Is there a seismic bracing requirement?
11. unknown
12. Please provide the required metal framing heights for each individual room.
12. Please see attached sheet with info on floor heights.
13. Kindly identify which rooms, if any, will require metal framing or floor systems with increased load ratings.
13. Increased load ratings for loading dock area in room 111D
14. Will the contractor be responsible for relocating any government-owned property currently located within the work areas?
14. NO! The squadron will be coordinating movement of equipment and furniture.
15. During the site visit, it was mentioned that the walking ramp near Room 111 and the corridor will require repairs. Please provide detailed information on the extent and scope of this work.
15. unknown
16. Will the alleyway located outside Room 116 be authorized for use as a material laydown area and/or for placement of a dumpster for the duration of the project?
16. Dumpster location can be arranged by phase number and Squadron Mission requirements. Possible locations include outside east door 116. Outside east door 111D. Outside north hallway 101A.
17. Multiple floor tile styles (steel, perforated, wood, etc.) are currently in use across different rooms. Please provide the specified or required floor tile type for each room.
17. All rooms are to have the same floor type. The currently installed flooring was completed at different times, with different types of tiles.
18. Please confirm which rooms, if any, will require carpet installation over the raised floor tiles. Additionally, specify the type or manufacturer of carpet to be used.
18. Please see attached sheet with info on carpet vs laminate.
19. Can a drawing be provided that identifies which raised floor tiles will require cutting, along with the approximate type and nature of cuts expected?
19. Pending creation of requested images
20. The SOW states that panel material will be submitted to the Government for selection of types and colors. Please clarify if there is a pre-approved list of acceptable panel types and finishes.
20. unknown
21. Please confirm the acceptable anchor types, sizes, and installation methods for securing new structural supports to the concrete slab.
21. unknown
22. Are there specific requirements or restrictions for disposal of the existing raised floor panels and structural supports (e.g., hazardous material testing, recycling requirements)?
22. unknown
23. Will all work areas have dedicated contractor access routes, or will certain routes require escort due to security protocols?
23. Escort requirements will be required in multiple rooms. 109, 111B, 111F, 116
24. For the government-required phasing (Rooms 117/116 → Rooms 111 A–I → Rooms 109/113 A–D), can phases overlap to accelerate completion if the government work areas are cleared earlier than anticipated?
24. Phase overlap will need to be adjusted during construction. 117 will be a storage area for parts and pieces from other areas after flooring is completed in that room.
25. Are updated as-built drawings available from 72 ABW/CE, and will they be provided before mobilization, or must they be obtained during the site investigation?
25. Ken Cline can provide an answer to this question.
26. Will the government provide any secure indoor storage space for flooring panels and tools during the project?
26. Storage locations will be available during construction.
27. Are there any mission-critical blackout periods during which flooring work will not be permitted, despite the stated working hours of 0730–1630?
27. Pending mission requirements.
28. Will temporary power and lighting be provided by the government, or must the contractor furnish and maintain it?
28. Lighting and power present will be made available for use by vendor. Specific outlet and power locations in secure areas will be designated.
29. Are there requirements for dust containment, air filtration, or temperature/humidity control while working over sensitive equipment areas?
29. YES. Preference of minimal dust creation in room 109 and 116
30. The ladder referenced in the SOW ius that just a removal or is a replacement ladder expected to be part of the project scope?
30. ??? I'm unsure what ladder they are identifying. There is one in room 113 that will be removed before construction begins. There is 1 in room 111i that provides access to the ceiling / catwalk that can be removed for the duration of the construction.
