About this file

This file is a Questions and Answers document (Part III) for RFI F3YTAK6021A001 addressing clarifications on an RFID-based arms room accountability system for the 552 Logistics Support Squadron.

The Government's responses clarify five key areas of concern raised by potential contractors: (1) Hardware architecture requirements include one standalone computer off the network, RFID readers, handheld RFID devices, 1,000 RFID tags, and 513 barcodes for two issue/turn-in stations; (2) Product substitution boundaries for tablets, handhelds, routers, printers, and related peripherals are limited to equipment used within the Armory only; (3) Live tracking and live monitoring requirements remain in scope and are desired by the 552 LSS; (4) Support services are limited to 5 years (not lifetime) and will include upgrades and version upgrades; and (5) No Chinese-made equipment is permitted or required in this procurement, addressing concerns about TAA compliance and the sensitive nature of arms room accountability systems.

F3YTAK6021A001 RFIs Q&A Part III

1. The required hardware architecture is still not clear. The solicitation and salient characteristics do not reconcile as to fixed/tabletop RFID readers, handheld RFID devices, RFID mobile device quantities, and what equipment is actually required for the 2 issue/turn-in stations.

The 552 LSS is requiring one stand alone computer off the network, RFID readers, handheld RFID devices, 1000 RFID tags, 513 Barcodes.

2. The solicitation continues to mix specific product references with “or equal” language, but the Government has not clearly defined the allowable substitution boundaries for tablets, handhelds, routers, printers and related peripherals.

The Boundaries for the for tablets, handhelds, routers, printers and related peripherals will only be within the Armory.

3. The RFI responses did not clearly resolve whether certain live tracking / live monitoring requirements remain in scope for this single-armory procurement.

The 552 LSS would like live tracking / live monitoring requirements.

4. The Government’s clarification that lifetime support includes security patches, minor releases, and upgrades still leaves open significant scope questions, including whether “upgrades” includes major version upgrades.

The 552 LSS do not want lifetime support only 5 year support which will include upgrades and version upgrades.

5. The listed router and related component references raise a separate compliance concern regarding whether the Government is knowingly requiring or permitting non-TAA /
