About this file

This is a Questions and Answers document for federal contract F3QCDK6132G004 concerning the procurement of 801 RHS Concrete Batch Plants for Nellis Air Force Base.

The solicitation requires a wet batch concrete plant with a minimum production capacity of 180 cubic yards per hour. The plant's 80,000-pound overall weight is approximate rather than a strict requirement. Lighting must include a minimum of six LED floodlights. The contractor must provide both a five-year warranty and 24-month warranty-service period, along with operator and maintenance training (specific hours not mandated, provided training is supplied). Equivalent concrete batch-plant designs meeting or exceeding all salient characteristics are acceptable; a specific manufacturer or model is not required. The contractor bears full responsibility for transportation permits, escorts, unloading, erection, commissioning, testing, and initial calibration at the Nellis site, with 801 RHTS OL-A personnel assisting with escorting, unloading, and initial erection. All necessary equipment and personnel for unloading and positioning the plant must be contractor-provided. The Nonmanufacturer Rule has been waived by the SBA on a class basis for this procurement.

Operational specifications include a concrete mix design per yard of 1,865 lbs of #67 Rock, 1,237 lbs of C-33 Sand, 611 lbs of Type II/V Cement, and ±275 lbs of Water. Six transit trucks will be assigned to the plant, with each batch consisting of 8 cubic yards of concrete rear-loaded into 10 cubic yard mixers equipped with rear-mounted directional chutes. Average loading time is four minutes per truck depending on requested slump. Slump will be achieved at both the plant and jobsite.
