About this file

This is a Questions and Answers document for federal contract F3QCDK6132G004 regarding the procurement of 801 RHS Concrete Batch Plants at Nellis Air Force Base.

The procurement requires a wet batch concrete plant with a minimum production capacity of 180 cubic yards per hour, with an approximate overall weight of 80,000 pounds (not a strict requirement). The plant must include a minimum of six LED floodlights. Contractors must provide both a five-year warranty and a 24-month warranty-service period. Training requirements include operator and maintenance training, with no specific hour minimum as long as training is supplied. The contractor bears full responsibility for transportation permits, escorts, unloading, erection, commissioning, testing, and initial calibration at Nellis Air Force Base, with 801 RHTS OL-A personnel providing assistance with escorting, unloading, and initial erecting. The contractor must supply all necessary equipment and personnel for unloading and positioning the plant. The Nonmanufacturer Rule has been waived by the SBA on a class basis. Equivalent concrete batch-plant designs are acceptable if they meet or exceed all listed salient characteristics; no specific manufacturer or model is required.
