About this file

This document provides technical specifications and construction requirements for a mobile concrete batch plant to be procured by the Air Force.

The equipment must be a self-erecting mobile concrete batch plant capable of producing 180-250 cubic yards per hour of concrete with a maximum overall weight of 80,000 pounds and dimensions of 60 feet length (king pin to rear), 12 feet width, and 14 feet 6 inches height. Key components include a 10-12 cubic yard concrete tilt mixing drum, three aggregate bins with 47 cubic yard capacity (65-ton maximum), a cement silo with minimum 2,000 cubic foot capacity (57 tons), cement feeders, air/water/hydraulic systems, batching and discharge equipment, conveyor systems, and a fully equipped control station with HVAC. The concrete discharge height must be 14 feet 10 inches with a 10-inch butterfly valve, and the system requires truck and/or silo discharge scales. The prime carrier must meet Department of Transportation requirements with double or triple axles, ABS air braking, 10-hole wheels, and DOT lighting. Safety features include a minimum of twelve 2,000-lumen quartz halogen flood lights with red-light capability, eight integrated tie-down locations per side per ATTLA certification, and slip-resistant steps and handrails. Paint and corrosion protection must include automotive-grade primer, military-grade rustproofing compliant with MIL-PRF-16173 Grade 4 and MIL-C-83933, with minimum five-year life expectancy. The contractor must provide a 5-year warranty plan, conduct minimum 40-hour on-site initial operator and maintenance familiarization training, deliver complete parts and service manuals with diagnostic troubleshooting software compatible with Windows 10/11, and provide 24-month warranty service including 24/7 support with all software updates. Data plates with military markings must be affixed listing nomenclature, make/model, serial number, weights, and contract information.
