About this file
This document is a technical specification for a mobile concrete batch plant to be procured by the U.S. Air Force.
The specification details requirements for a self-erecting mobile concrete batch plant capable of producing 180-250 cubic yards of concrete per hour with a maximum weight of 80,000 pounds. The plant must meet specific dimensional requirements: 60 feet in length from kingpin to rear, 12 feet in travel width, and 14 feet 6 inches in travel height. Core components include a 10-12 cubic yard concrete mixer (horizontal, twin shaft, or tilt configuration); three overhead aggregate bins with 47 cubic yards/65-ton capacity; a cement silo with 2,000 cubic feet/57-ton capacity; cement feeders (twin 12-inch, 25 hp, 240 CFM); and a 12-cubic yard cement batcher with 12-foot minimum discharge height. The plant requires an on-board 20 horsepower/120-gallon electric air compressor, 3-inch water meters, 450-gallon surge tank, and 120-gallon hydraulic oil tank. Electrical systems must operate at 460V/3PH/60HZ with 4-point load cells (3k each). The prime carrier shall include a heavy-duty frame, 5th wheel/kingpin connection, DOT lighting system, ABS air braking system, and triple axle with 10-hole wheels. Safety requirements include minimum six 2000-lumen quartz halogen flood lights, eight tie-down locations per side, and slip-resistant steps and ladders with catwalk access.
The specification mandates military-grade rustproofing compliant with MIL-PRF-16173 Grade 4 and MIL-C-83933 standards with minimum 5-year corrosion protection. The contractor must provide a 5-year warranty, complete parts and service manuals at delivery, diagnostic troubleshooting software compatible with Windows 10/11 (64-bit), 24-month comprehensive warranty covering all components and software updates, and 24/7 technical support. Training requirements include minimum 40 hours on-site initial operator familiarization and minimum 40 hours on-site maintenance familiarization. All equipment must include military data plates with specified nomenclature, serial numbers, weight ratings, and contract information, and no additional parts beyond aggregate material, cement, and water shall be required for operation after setup.
