About this file
This is a Questions and Answers document for contract opportunity F3N7G46104A001 – FY26 Morón AB CDDAR Equipment, dated 28 May 2026. The solicitation addresses two line items: CLIN 0001 for a Fuselage Lifting System and CLIN 0002 for a De-Bogging Kit (quantity 2). The Government clarified that the original descriptions for these CLINs were transposed and corrected in Amendment 0001.
The Fuselage Lifting System (CLIN 0001) must be a generic system capable of lifting multiple heavy aircraft types including KC-46, C-17, and C-130. The system requires at least one spreader bar with the capability to perform a "1 over 2" (4-point) lift and must meet US standards with a 3x safety factor on load capacity. The De-Bogging Kit (CLIN 0002) requires two complete kits, each with the capability to pull aircraft at minimum 45 meters in length with a pulling capacity of 55 metric tons (121,000 lbs). All system components must be rated to at least the overall system capacity. The de-bogging kit slings require a 7:1 safety factor. Originally scheduled for delivery by August 1, 2026, the Government confirmed that extended lead times of 16-20 weeks are acceptable. Alternative lift systems capable of supporting multiple aircraft types will be considered, provided they meet operational performance requirements. The Government does not have technical diagrams or drawings available, though equivalent systems to the specified components are acceptable as long as they function with the targeted aircraft.

F3N7G46104A001 - FY26 Morón AB CDDAR Equipment - Questions and Answers
1. CLIN 0001 calls out a Fuselage Lifting System, but the description reads more like the De-Bogging Kit listed in CLIN 0002. It would appear the descriptions were transposed. Question: Can you please confirm if CLIN 001 and CLIN 002 descriptions are reversed?
a. Answer: Yes, please see Amendment 0001 for clarification.
2. For CLIN 0001, the description states a capability of pulling 66,000 lbs and minimum of 40 meters long. The current specifications are not complete systems and do not allow for a safe lift or pull of an aircraft. Question: Can you provide more detail on what aircraft is intended for this application? Comment: A C5/C17 requires a different set up and pulling capability than a C130. 25 ton D-Rings are not necessarily adequate depending on the aircraft.
a. Answer: The tow straps are intended to tow heavy aircraft such as C-5/C- 17/KC-46, not a specific aircraft. The Government would prefer a whole system to pull an aircraft.
3. Would an alternative system, specific to one or more aircraft be considered?
a. Answer: The Government requires a generic system that can pull multiple heavy aircraft. Moron Air Base is a transient location and does not have a specific aircraft assigned.
4. For CLIN 0002, the description says it must be CAT II, required to be able to lift 20 tons on a single spreader beam or 40 tons for 2 spreader beams. Question: What aircraft are you intending to lift? Comment: The lifting sling kit is for lifting the aircraft at the nose. For this product you want to know the total lifting capability of the system, and the individual load capacities of the slings, shackles, loadcells, spreaderbar/pulley, etc. involved. A C5/C17 requires a different set up and lifting capability than a C130. Question: Would an alternative lift system, specific to one or more aircraft be considered?
a. Answer: C-17/KC-46/C-130 is the targeted aircraft. An alternative lift system will be considered to lift multiple types of aircraft.
5. Question: The requested delivery date states August 1, 2026. Our lead time is approx. 4 months, possibly 5 months ARO. Would it be possible to extend the delivery date 16-20 weeks ARO?
a. Answer: That is acceptable.
6. Question: We need diagrams or technical drawings and technical specifications of the lifting systems needed.
a. Answer: We do not have diagrams or technical drawings for the required aircraft.
7. Question: Could you please specify which aircraft these requirements apply to?
a. Answer: KC-46/C-17/C-130
8. (RE: CLIN 0001) Question: Different manufacturers use the "Category II" designation for Fuselage Lifting Systems with varying capacities and applications.
To ensure all offerors are proposing comparable, technically acceptable equipment, could the Government clarify the specific aircraft types this system must support?
a. Answer: KC-46/C-17/C-130
9. (RE: CLIN 0001) Question: Could the Government clarify the required number of spreader beams for this system? Specifically, does the requirement necessitate the ability to perform a "1 over 2" (4-point) lift?
a. Answer: Required number of spreader bars is at least one. The requirement necessitates the ability to perform a “1 over 2” lift.
10. (RE: CLIN 0001) The solicitation states that “all gear needs to be safety rated for at least 3x the load capacity”. For solid structural steel lifting devices such as spreader beams, the widely recognized European Standard BS EN 13155 (Cranes - Safety - Non-fixed load lifting attachments) mandates a safety factor of 2:1 on yield strength.
Question: Because rigid steel components possess different material properties and predictability than flexible lifting slings, would the Government consider amending this requirement to accept a minimum 2:1 safety factor on yield strength for the spreader bar components, in accordance with this industry standard?
a. Answer: The Government prefers to use the US standards.
11. (RE: CLIN 0002) The solicitation specifies a minimum length of 40 meters. Based on the dimensions of transport and refueling aircraft operating at Morón AB, 40 meters may be insufficient to safely clear the aircraft envelope. Question: Would the Government consider amending this requirement to a minimum of 45 meters to ensure safe operations for the full fleet mix operating out of Morón AB?
a. Answer: Yes the government will amend the requirement to 45 meters.
12. (RE: CLIN 0002) The requirement for specific attachments (25-ton D-Rings x6, 50-ton pull scales x2, 32-ton D-rings x4) appears to reflect the exact specifications of a specific brand-name product. Question: Can the Government confirm if these exact specifications and ratings are mandatory, or if an equivalent system that meets the overall operational performance requirements is acceptable?
a. Answer: An equivalent system is acceptable as long as the system can be utilized with the specified aircraft.
13. (RE: CLIN 0002) The solicitation requires a 66,000 lbs pulling capacity but also mandates 25-ton (50,000 lbs) D-rings. Using 25-ton shackles creates a bottleneck that limits the overall system capacity. Question: Would the Government consider amending the specification to require that all system components be rated to at least the overall capacity of the system?
a. Answer: The Government will amend the specifications to the least the overall capacity of the system for the specified aircraft.
14. (RE: CLIN 0002) The requirement lists a pulling capacity of 66,000 lbs. Considering the heavy aircraft supported at Morón AB (such as the KC-46/767, which can have maximum towing loads on the main gear exceeding 100,000 lbs), this 66,000 lbs capacity may be insufficient. Question: Would the Government consider increasing the minimum pulling capacity to 55 metric tonnes (approx. 121,000 lbs) to safely accommodate these heavier airframes?
a. Answer: Yes, the Government will increase the pulling capacity to 55 metric tons.
15. (RE: CLIN 0002) The solicitation mandates a safety rating of at least 3x the load capacity. Because towing an aircraft on an upward slope can technically be considered a lifting operation, industry best practice typically aligns with the EN 1492 standard, which requires a 7:1 safety factor for slings. Question: To ensure maximum safety for USAF personnel and assets, would the Government consider updating the safety factor requirement for slings included in the De-Bogging kit to 7:1?
a. Answer: The Government will update the safety factor to 7:1.
16. Regarding CLIN 0002 (De-Bogging Kit, 2 ea). Question: Does this mean two (2) complete De-bogging Kits; which includes two (2) towing lines in each de-bogging kit, totaling four (4) towing lines between the two (2) kits? OR Does this mean one (1) complete De-bogging Kit; which includes two (2) towing line in each de-bogging kit, totaling two (2) towing lines in one (1) kit?
a. Answer: The requirement is for two (2) complete kits.
