About this file
This Statement of Work (SOW) details requirements for a standalone virtual training system for Minot Air Force Base, located in North Dakota. The contract calls for designing, furnishing, installing, and testing a closed network system with 26 computer systems (25 user systems and 1 administrative system) that enables force-on-force combat scenario training. Each computer must meet specific hardware specifications, including an Intel Core i9-12900K or Ryzen 9 7950X equivalent CPU, 64GB RAM, Nvidia GeForce GTX 1080 GPU, 4TB disk space, and Windows 10 64-bit OS. The system must allow terrain manipulation, vehicle and weapon system interactions, and scenario control by an administrator, with capabilities to adjust map locations, place objects, assign communication channels, and control AI forces. Additional requirements include providing over-ear headsets, in-person administrator and map-building training for personnel, system installation without connecting to Air Force networks, and sustainment support via downloadable upgrades and telecommunications.

Statement of Work
1. SCOPE:
1.1. This Statement of Work (SOW) defines the requirements for the Contractor to design, furnish, install, and test a standalone virtual training system. The Contractor must provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this Statement of Work.
1.2. Minot AFB is home to two major Air Force units: the 5th Bomb Wing and the 91st Missile Wing. Minot AFB is located approximately 13 miles north of Minot, North Dakota and approximately 120 miles north of the North Dakota state capital, Bismark.
Minot is known for pleasant, warm to moderately hot summers and bitterly cold winters.
At times the area can have extreme winds, with wind speeds exceeding forty miles per hour occurring regularly. Minot AFB is in the central time zone. For more information visit https://www.minot.af.mil/, https://minotnd.gov/, and https://visitminot.org/. Web links provided within this performance work statement are for informational purposes, and the Contractor must not consider them contractual guidance.
2. REQUIREMENT:
2.1. General Information
2.1.1. All equipment, supplies, and materials provided by the Contractor must be new.
The Government will not accept refurbished or like new equipment.
2.1.2. All equipment must be compatible with section 889 of the John S. McCain National Defense Authorization Act (NDAA) for the Fiscal Year (FY) 2019.
2.1.3. The Government does not allow wireless equipment in many areas. All equipment must directly connect to a standalone network and may not tie into AF Network (NIPR/SIPR).
2.1.4. The Government’s 5th Communication Squadron must approve of the VBS4 or similar Hardware and Software prior to the award of the Contract in accordance with AFI. Authority to Operate (ATO) process through eMASS. Failure to receive approval will forfeit the bid and move to the next lowest offer technically acceptable.
2.1.5. The installation and completion will be completed within 6 months of the award.
2.1.6. The computers and software must be commercially available.
2.2. Design:
2.2.1. The contract must design a stand-alone closed network system that connects all computers through a switch but doesn’t connect to the internet, preload software and provide all equipment for the system that simulates various environments as an active control for each user for force-on-force scenarios.
2.2.1.1. The system needs to have 25 user systems and 1 administrative system for scenario setup and control of op-for AI.
2.2.1.1.1. Each system must be comprised of the following:
2.2.1.1.1.1. 26 Computer systems meeting the required minimum threshold specs:
2.2.1.1.1.1.1. CPU equivalent to or better than Intel Core i9-12900K
Ryzen 9 7950X.
2.2.1.1.1.1.2. Ram equivalent to or better than 64GB DDR4.
2.2.1.1.1.1.3. GPU equivalent or better than Nvidia GeForce GTX 1080.
2.2.1.1.1.1.4. Disk space of 4 Tera-bites.
2.2.1.1.1.1.5. Operating system equivalent or better than windows 10 64 bit.
2.2.1.1.1.2. 26 over the ear headsets with mic for system/team communications while operating the system during scenarios.
2.2.1.2. The system must have a geo location AOR selection to source the map of various locations anywhere in the world while not having internet connection.
2.2.1.3. Each system must have the capability of adjusting the terrain and manipulate placement of various vegetation (trees, bushes), buildings (single story houses, two story houses, and commercial buildings), and man-made objects (Jersey barriers, fences, towers, etc.) that are all rotational, and placeable into the geo space AOR.
2.2.1.4. Each system must have the capability to use and operate each passenger position in various types of vehicles including the turret for all helicopters, pickup trucks, Semi truck with trailer, JLTVs, Bearcats, etc.
2.2.1.5. Each system must allow each user computer to control their player in a combat action force on force scenarios and have access to various weapon systems assigned to them by the administrator (M4 rifles, M24 snipers, M240B, M249, M320, Mk19, smokes grenades, flash bang grenades)
2.2.1.6. The administrator must be able to manipulate the map location, build on the map (buildings, vegetation, vehicles, manmade objects), be able to assign each user to a posted position or team, ability to control AI blue force or op-for, assign vehicles for in play users and AI forces as well as weapon platforms/Loadouts.
2.2.1.7. Each system must have the ability of a communication headset, and the administrator must be able to assign various communication channels to each team to resemble a radio.
2.2.1.8. Each system must include all licensing to authorize the use of software programs for the training application and terrain building.
2.3. Installation
2.3.1. The contractor must install the stand-alone system without tying into the AF
Network.
2.3.2. The contractor must secure all wiring and tripping hazards out of the way.
2.4. Training
2.4.1. The contractor must provide in person administrator training to a minimum of 3 personnel on how to set up, build, assign personnel, adjust loadout to control scenarios they put together.
2.4.2. The contractor must provide an in-person map building/terrain alteration training to a minimum of 10 personnel. This training will teach them how to map various locations in the world as an AOR, placing man-made objects, vegetation and controlling weather of the scenarios.
2.5. Test
2.5.1. All Equipment must be tested and function accordingly.
2.6. Sustainment
2.2.1. The contractor must provide the availability to sustain software and technical support via upgrades through downloadable methods and telecommunications.
