About this file
This document is a Questions and Answers (Q&A) file for a Virtual-Based Scenario Trainer solicitation from the Department of the Air Force Global Strike Command, specifically for Minot Air Force Base. The Q&A addresses technical specifications and hardware requirements for a system comprising 26 total computers - 1 administrative and 25 user-operator systems. Key clarifications include the need for a standalone offline server, specifications for terrain manipulation software (VWS and VBS4), and comprehensive hardware requirements including networking components like CAT6 cables, network switches, and peripheral devices.
The document reveals the government's flexibility in system configuration, allowing for scenario-building capabilities either on the server or an administrative computer. The work package includes costs for flights, lodging, installation, setup, testing, and training. The solicitation (F3CTSG5106AW01) seeks a complete virtual scenario trainer system with specific technical requirements, emphasizing the need for graphics cards, scenario creation capabilities, and a fully integrated standalone computer network for training purposes.

Q&A Document CAO: 20 June 2025 Q: Terrain software shows both 26 and 1. Salient Characteristics, discrepancy with the 26 Terrain manipulation software.
· We still assume that you only want one vs 26; please confirm.
A: There should be 26 systems in total, one of the 26 will be an administrative set up to control the scenarios the other 25 systems will be user operator.
Q: Salient Characteristics states Self-contained server, but the SOW or RFP does not.
· We assume this to be the VWS (VBS World Server/terrain server) laptop A: The Government understands the proposed system will utilize a local offline server connected to multiple computers via a local switch. This configuration allows all computers to connect and communicate with each other. The Government is considering whether the server, or a designated computer, will host the virtual based scenario trainer world/terrain. This host will be responsible for building and manipulating building scenarios, which will then be distributed to the user computers.
Q: SOW and RFQ states hardware kit of 26 laptops, but not a VWS laptop or TerraTools Desktop
· We assume you want hardware for all. Please confirm.
A: The Government understands that these components will be added to a standalone server. However, if the components need to be loaded onto the administrator computer instead, that is also acceptable. The hardware comprises the computers, cables, and servers to be installed.
Q: SOW has incorrect specs for a VWS rather than VBS.
· It appears that you used the specs for our VWS World Server, which is a much different spec than VBS4. Please confirm we can bid the correct specs required for VBS4, which are different from VWS. This will also save a lot of cost for you.
A: The Government requires a system capable of running terrain, VWS, and VBS4 for map building and scenario creation. To achieve this, a higher specification rate is suggested. It is the Government's understanding that either the admin computer or the server will be designated as the host for these applications and therefore will require higher specifications. It is also the Government's understanding that the remaining 25 units will, at a minimum, require graphics cards.
Q: SOW or RFP does not have peripherals in the requirements except the headsets (no controllers or network switches/cables or mouse and keyboards. We stated these as Peripherals package and networking package.
· Peripheral list does not match per 2nd image below. Please clarify the differences between these documents. What exactly do you want quoted for the hardware kits as its unclear from the documents.
A: Any associated hardware for the computers, server to create the standalone system (Ex. CAT6 or similar, switch to connect all 26 computers/server, zip ties for cable management the list can be as long as it needs to be based off how your team intends to install, connect, and bring online all 26 computers to interact together.
Q: RFQ line 8 shows Work Package
· Can you please define what this is. We currently assume this is for the installation of the complete system A: This would be any cost of flights, lodging, installation, set up, testing, and training.
Q: No workstation listed for Terrain software/TerraTools
· We understand this to potentially mean removal of TerraTools desktop A: The Government’s understanding is that these programs are installed on a computer or a server that is standalone (no internet) if they only need to be installed on the server and the administrator can access them to build scenarios. If they need to be on the admin computer to build the scenario then everyone can see it in the virtual based scenario trainer in the ‘force on force’ scenario then that is also acceptable.
