About this file
This is a Questions and Answers document for the FY26 Civil Air Patrol (CAP) Mold Remediation and Cleaning solicitation at Maxwell Air Force Base, Alabama (Solicitation Number F2XTA96146AW01). The document addresses contractor inquiries regarding technical requirements, standards compliance, personnel qualifications, and project scope clarification for mold remediation services with an anticipated performance date of July 20, 2026.
Key technical clarifications include that contractors must perform remediation in accordance with recognized industry standards such as ANSI/IICRC S520, EPA Mold Remediation in Schools and Commercial Buildings, or equivalent nationally recognized standards, but no single standard is mandated as the exclusive methodology. IICRC Mold Remediation Specialist (MRS) certification is acceptable for demonstrating competency but not required; equivalent certifications, training, and documented experience are acceptable alternatives. Only the on-site supervisor or competent person directing remediation activities must hold MRS or equivalent certification; other personnel must receive appropriate training and OSHA-compliant supervision. Post-remediation verification must be conducted by an independent third-party industrial hygienist or qualified environmental professional and include visual inspection, moisture assessment, HVAC evaluation, and environmental sampling to verify moisture elimination, absence of visible contamination, and restoration of normal fungal ecology. Additional project details provided include that moisture intrusion sources from valves and pipes in mechanical rooms have been identified with repair tickets submitted, though not all sources have been fully repaired; a schematic will be provided highlighting previous mold remediation areas; building floor plans are available; and a two-week extension for QA review was requested. Contractors were offered the opportunity for an additional site visit beyond the mandatory June 23, 2026 site visit at Maxwell AFB.

Mold Remediation Questions
1) Is there mold licensing reciprocity in lieu of the IICRC Per the customers Email:
"The contractor shall perform all assessment, containment, removal, cleaning, and post-remediation verification activities in accordance with recognized industry standards and generally accepted industrial hygiene practices. Acceptable references include ANSI/IICRC S520, EPA Mold Remediation in Schools and Commercial Buildings, and other nationally recognized standards that provide an equivalent level of protection. Where differences exist, the contractor shall apply the more protective practice unless otherwise approved by the Contracting Officer."
When the remediation is completed, we would want to ensure that post-remediation covers the proper levels.
"Post-Remediation Verification (PRV): An independent third-party industrial hygienist or qualified environmental professional shall conduct Post-Remediation Verification following completion of remediation. PRV shall include a visual inspection, moisture assessment, HVAC evaluation, and indoor/outdoor environmental sampling, as appropriate, to verify that moisture sources have been eliminated, no visible contamination remains, the building exhibits no evidence of indoor microbial amplification, and normal fungal ecology has been restored. The verifier shall provide a written report documenting the evaluation and professional opinion that the affected areas are suitable for reoccupancy."
Here is a table that may help in understanding why these other standards may work.

2) Anticipated performance date 20 July 2026
3) Request a diagram or the square footage - is the building vacant, or made vacant before the remediation - are available building drawings, history maintenance or repair history to better assess building conditions Please see attached.
4) Has the source of moisture intrusions been identified and repaired Some of the sources were from valves and pipes in the mech rooms. Tickets have been submitted for those. Not all sources have been identified and repaired.
5) We respectfully request an extension of two weeks for QA review
6) Will a schematic be provided highlighting where the past mold remediated areas of concern are located. This will be helpful for contracted providers to develop an equalized scope and importantly direct the work to be focused in certain areas.
Yes.
7) The questions of mold pre-testing were mentioned during the site visit. If a pre-test is conducted, (not required by the IICRC S520, nor EPA) , then a protocol by the industrial hygienist is developed directing the actions of the contractor. This also means that the scope is underdeveloped until the mold protocol is developed. (Not needed according to the standards) No Industrial Hygienist will be hired.
8) 3.7 in the SOW , Post-Remediation Verification: Conduct air testing and moisture level checks in the remediated areas prior to any build-back to ensure a normal fungal ecology has been restored. This is understood and clear; return facility to Condition 1 and normal moisture levels.
9) Will the due date be adjusted as indicated?
Yes; as required.
10) Are there prints, specs, updated SOW for this project?
Yes.
V2 QUESTIONS
11) Can another site visit be scheduled?
Yes
12) Please confirm whether the IICRC SF520 Mold Remediation Specialist requirement is intended to mean that the mold remediation work must be performed in accordance with ANSI/IICRC S520, or whether the contractor is required to provide personnel holding the IICRC Mold Remediation Specialist (MRS) certification.
The intent is that the mold remediation work be performed in accordance with recognized industry standards and generally accepted industrial hygiene practices for professional mold remediation. ANSI/IICRC S520 is an acceptable standard but is not intended to be the exclusive methodology as outlined in the previous email. Contractors may utilize equivalent nationally recognized standards and practices that achieve the same level of protection and remediation outcomes.
Likewise, an IICRC Mold Remediation Specialist (MRS) certification is one acceptable means of demonstrating competency but is not the only acceptable credential. Contractors may demonstrate equivalent qualifications through other nationally recognized certifications, training, and documented experience in professional mold remediation.
13) If MRS certification is required, please confirm whether this certification is required for all mold remediation workers or only for the on-site supervisor/competent person.
The intent is not to require every remediation worker to hold an MRS certification. If an MRS or equivalent certification is used to demonstrate competency, it is expected only for the on-site supervisor or competent person responsible for directing and overseeing the remediation activities. All other personnel must be appropriately trained and supervised in accordance with the applicable OSHA requirements and the contractor's remediation procedures.
The biggest piece is to ensure that remediation is performed by qualified personnel using recognized industry practices. I hope that will meet the intent the contracting office is trying to meet of maintaining full and open competition among capable contractors out there.
14) The provided Floor Plan with Highlights identifies the areas of concern across the Basement, First, and Second floors, but does not include square footage or dimensions for these highlighted areas or the overall affected space. To develop an accurate technical approach and price quote, could you please provide:
· The approximate total square footage of the highlighted/affected areas shown in the floor plan, and/or A scale reference for the floor plan drawings so square footage can be calculated directly
