About this file
This is a Questions and Answers document addressing vendor inquiries regarding mold remediation services for Civil Air Patrol facilities at Maxwell Air Force Base, Alabama under Solicitation Number F2XTA96146AW01.
The document clarifies that contractors must perform assessment, containment, removal, cleaning, and post-remediation verification activities in accordance with ANSI/IICRC S520, EPA Mold Remediation in Schools and Commercial Buildings, or other nationally recognized standards providing equivalent protection, with the more protective practice applied when standards differ. Post-Remediation Verification (PRV) must be conducted by an independent third-party industrial hygienist or qualified environmental professional and shall include visual inspection, moisture assessment, HVAC evaluation, and indoor/outdoor environmental sampling to verify moisture sources are eliminated, no visible contamination remains, and normal fungal ecology has been restored. The document confirms that a schematic showing previously remediated areas of concern will be provided to guide contractor scope development; pre-testing by an industrial hygienist is not required; building drawings, maintenance history, and square footage information are available; and facility diagrams will be provided. Key clarifications include that not all moisture intrusion sources have been identified and repaired (tickets submitted for valve and pipe issues in mechanical rooms), a two-week extension for QA review has been granted, the anticipated performance date is July 20, 2026, and updated prints, specifications, and Statement of Work documents are available. The government assumes no responsibility for contractor understanding of site conditions, and all offerors are encouraged to conduct site visits and ascertain local conditions affecting work or cost.

Mold Remediation Questions
· Is there mold licensing reciprocity in lieu of the IICRC Per the customers Email:
"The contractor shall perform all assessment, containment, removal, cleaning, and post-remediation verification activities in accordance with recognized industry standards and generally accepted industrial hygiene practices. Acceptable references include ANSI/IICRC S520, EPA Mold Remediation in Schools and Commercial Buildings, and other nationally recognized standards that provide an equivalent level of protection. Where differences exist, the contractor shall apply the more protective practice unless otherwise approved by the Contracting Officer."
When the remediation is completed, we would want to ensure that post-remediation covers the proper levels.
"Post-Remediation Verification (PRV): An independent third-party industrial hygienist or qualified environmental professional shall conduct Post-Remediation Verification following completion of remediation. PRV shall include a visual inspection, moisture assessment, HVAC evaluation, and indoor/outdoor environmental sampling, as appropriate, to verify that moisture sources have been eliminated, no visible contamination remains, the building exhibits no evidence of indoor microbial amplification, and normal fungal ecology has been restored. The verifier shall provide a written report documenting the evaluation and professional opinion that the affected areas are suitable for reoccupancy."
Here is a table that may help in understanding why these other standards may work.

· Anticipated performance date 20 July 2026
· Request a diagram or the square footage - is the building vacant, or made vacant before the remediation - are available building drawings, history maintenance or repair history to better assess building conditions Please see attached.
· Has the source of moisture intrusions been identified and repaired Some of the sources were from valves and pipes in the mech rooms. Tickets have been submitted for those. Not all sources have been identified and repaired.
· We respectfully request an extension of two weeks for QA review
· Will a schematic be provided highlighting where the past mold remediated areas of concern are located. This will be helpful for contracted providers to develop an equalized scope and importantly direct the work to be focused in certain areas.
Yes.
· The questions of mold pre-testing were mentioned during the site visit. If a pre-test is conducted, (not required by the IICRC S520, nor EPA) , then a protocol by the industrial hygienist is developed directing the actions of the contractor. This also means that the scope is underdeveloped until the mold protocol is developed. (Not needed according to the standards) No Industrial Hygienist will be hired.
· 3.7 in the SOW , Post-Remediation Verification: Conduct air testing and moisture level checks in the remediated areas prior to any build-back to ensure a normal fungal ecology has been restored. This is understood and clear; return facility to Condition 1 and normal moisture levels.
· Will the due date be adjusted as indicated?
Yes; as required.
· Are there prints, specs, updated SOW for this project?
Yes.
